CALL TO ORDER: Mayor Swain called the regular meeting of the City Council to order at 7:30 p.m. on Tuesday, February 19, 1985 in the Council Chamber of the City Hall. 2. The invocation was given by Rev. Charles Woodworth of the First Methodist Church, 5957 North Golden West. 3. The Pledge of Allegiance to the Flag was led by Mayor Swain. 4. ROLL CALL: Present: Councilmen- Atkins, Dennis, Gillanders, Tyrell, Swain Absent: Councilmen -None Also Present: City Manager Koski, City Attorney Martin, Planning Director Shaw, Parks & Recreation Director Kobett, Public Works Coordinator Peterson and Julie Estrada of the Temple City Times.. RECOGNITION OF GUESTS FROM HAWKESBURY SHIRE, AUSTRALIA Mayor Swain introduced to the Council Lyndon Weatherstone, Treasurer of the Council at Hawkesbury Shire, and his wife, Maryce. Mr. Weatherstone Ipresented letters of introduction and best wishes from the Shire's Council President, Geoff Michael, and from Clerk, Chief Executive Officer, Ray Rawson. Warmest regards were also expressed by Mr. Weatherstone from the citizens of Hawkesbury Shire. Also introduced was Fred Fernandez, Hawkesbury Shire Council's Tourist Promotion Officer and Secretary of the Hawkesbury Sister _Cities,. Organization. Hawkesbury Shire junior ambassadors, Katherine Ardzejewska and Andrew Morton, were introduced by Mayor Swain and each ambassador expressed appre- ciation to those involved with the Sister City visit. Katherine best expressed words of appreciation when she said, "If the whole world was as friendly as the people I've met here, we'd have such a happy world ". Temple City junior ambassadors, Monica Cushing and Wilhelm Wolfsohn, were next presented to the Council members and Mayor Swain offered words of praise for our ambassadors. 5. CONSENT CALENDAR: On motion by Councilman Gillanders, seconded by Councilman Atkins, Items A through G on the Consent Calendar were approved as recommen- ded A. APPROVAL OF MINUTES - Regular Meeting of February 5, 1985 Approved as written. B. RECOMMENDATION FROM PLANNING COMMISSION MEETING OF FEBRUARY 12, 1985 (1) PROPERTY NUISANCE CASE 85 -126 Adopted Resolution No. 85 -2335, a Resolution of the City Council of the City of Temple City declaring certain pre- mises to be a public nuisance and ordering abatement thereof. i S -o i6 -IS n 1 6 Council Minutes, February 19, 1985 - Page 2 6. (2) SET PUBLIC HEARING: REQUEST FOR APPROVAL OF TENTATIVE TRACT MAP 36735 TO ALLOW A 13 -LOT SUBDIVISION DEVELOPMENT OF SINGLE FAMILY HOUSES (Westerly extension of Key West Street, southerly and westerly of La Rosa Drive and easterly of Arden Drive) Set public hearing for March 5, 1985 regarding development of a 13 -lot subdivision of single family houses. (3) PLANNING COMMISSION ACTION Received and filed, memo from the Planning Commission relat- ing to action taken at their regular meeting of February 12 1985. C. PROGRESS PAYMENT NO. 1 - STREET IMPROVEMENTS, GREEN STREET, GOL- DEN WEST AVENUE, LEMON AVENUE.- CURB & GUTTER PROJECT 84/85 -1 (Chapter 27, Improvement Act of 1911, Streets and Highways Code) GABI CONSTRUCTION CO. Approved Progress Payment No. 1 to Gabi Construction Co. in the amount of $39,237.52 ($43,.597.25 less 10% retention of $4,359.73). D. APPROVAL OF. VENDORS ALONG 'PARADE ROUTE - 41ST ANNUAL CAMELLIA FESTIVAL Approved four vendors recommended by the 41st Annual Camellia Festival for February 23, 1985, subject to required Certificate of Insurance and all necessary permits. E. RESOLUTION NO. 85 -2332 ESTABLISHING VOTING PRECINCTS AND ELECTION OFFICERS FOR THE SPECIAL MUNICIPAL ELECTION ON MARCH 26, 1985 Adopted Resolution No. 85 -2332, a Resolution of the City Council of the City of Temple City establishing voting precincts and polling places, appointing precinct. board members and fixing co pensation for the Special Municipal Election on March 26, 1985. F. RESOLUTION. NO. 85 -2333 EMPLOYMENT OF PERSONNEL (Budgeted) Adopted Resolution No. 85 -2333, a Resolution of the City Council of the City of Temple City appointing personnel. G. RESOLUTION NO. 85 -2334 WARRANTS AND DEMANDS Adopted Resolution No. 85 -2334, a Resolution of the City Council of the City of Temple City allowing claims and demands in the sum of $154,286.94. UNFINISHED BUSINESS: None 7. NEW BUSINESS: None 8. COMMUNICATIONS: None 9. TIME FOR THOSE IN. THE AUDIENCE WHO WISH TO SPEAK: None wished to address the Council. RECESS TO CRA: At this time. Council recessed to meet as the Community Redevelopment Agency; approved the Minutes of the regular meeting held February 5, 1985; con - tinued consideration of Development Proposals for the southwest corner of Rosemead Boulevard and Las Tunas Drive to their March 5, 1985 meeting; adopted Resolution No. CRA 236 approving warrants and demands. The Minutes are set forth in full in the records of the Agency. Council Minutes, February 19, 1985 - Page 3 RECONVENE AS CITY COUNCIL: 10. ACTION ON REQUEST BY CRA: None 11. MATTERS FROM CITY OFFICIALS: A. APPOINTMENT OF DEPUTY CITY. TREASURER City Manager Koski presented a memo from the City Treasurer recommending Wilma Colvin be appointed Deputy City Treasurer to permit the Deputy to assist in the daily management of City funds. Councilman Gillanders moved to confirm the appointment of Wilma Colvin as Deputy City Treasurer effective February 5, 1985, seconded by Councilman Atkins and unanimously carried. 12. ADJOURNMENT: On motion by Councilman Tyrell, seconded by Councilman Dennis, meet- ing adjourned at 8:00 p.m. Next regular meeting of the City Council will be held Tuesday, March 5, 1985 at 7:30 p.m. in the Council Cham- ber of the City Hall.
