Mayor Yu called the City Council Regular Meeting to order at 7 :35p.m . i n the
Council Chambers located at 5938 Kauffman Avenue , Temple City .

Pastor Nick Assi, St Luke 's Church , provided the Invocation .
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #174 provided a flag ceremony and led those present in the
Pledge of Allegiance .
5. CEREMONIAL MATTERS-PRESENTATIONS
A. PET OF THE MONTH
Cindy Rigney , Board President , introduced the featured pet of the month
"Craker". Those i nterested in adopt ing Cracker can call the San Gabriel Valley
Humane Society at (6 26 ) 286-1159 .
B. 2017 CAMELLIA FESTIVAL ROYAL COURT
Camellia Festival General Chairman Gina Aparicio presented the 2017 Camellia
Festival Royal Court to City Council.

C . TEMPLE CITY CHAMBER OF COMMERCE QUARTERLY UPDATE
Peter Choi , Chamber President/CEO , provided an update of Chamber activit ies .
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jing Li , Temple City Library Manager , announced upcom i ng libra ry events for
February and shared t hat t he public can now check ou t laptops f rom the laptop
kioske for use during their visits in the library .
Frank Ruedel , Temple City resident , announced that the Kiwanis C lu b will host
its annual breakfast before the Camellia Festival Parade. Tickets are ava ilab le
fo r purchase now.
Steve Stafford, Temple City resident , commented on the homeless i n th e C ity
and the homeless count.

E. SECOND READING AND ADOPTION OF ORDINANCE NO . 17-1021
CHANGING THE REFERENCE NUMBER OF ORDINANCE NO . 16 -1019 TO
16-1020 PERTAINING TO ADOPTION OF 2017 BUILDING CODE
The C ity Council is requested to waive further read ing and adopt Ord inance
No . 17-1021 chang ing the reference number of Ord i nance No . 16 -1019 to 16-
1020 .
Act ion : Waived further reading and adopted Ordinance
No . 17 -1021 .
F. ACCEPTANCE OF WORK FOR THE LIVE OAK PARK WALKING PATH
PROJECT AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION
Construction of the Live Oak Park Walking Path has been completed . The
C ity Council is requested to accept the work performed by Pri nciples
Contracting Inc . and authorize the City Clerk to file the Notice of Completion .
Action :
1. Accepted the work performed by Pr i nciples Contracting , Inc . on the Live
Oak Park Walk ing Path Project (CIP No . P16 -01 );
2 . Authorized the City Clerk to file the Notice of Completion for recordation
with the County of Los Angeles Reg istrar-Recorder; and
3 . Will release the 5% retention payment 30 days after recordation.

G . AUTHORIZE NOTICE INVITING BIDS FOR THE HIGHWAY SAFETY
IMPROVEMENT PROJECT FOR TRAFFIC SIGNAL UPGRADES , SIGNS ,
AND OTHER SAFETY IMPROVEMENTS AT VARIOUS LOCATIONS
In 2013 , Temple City was awarded a H ighway Safety Improvement Program
grant to install signs , upgrade traffic signals , and install other safety
enhancements on portions of El Monte Avenue , Lower Azusa Road , Baldwin
Avenue , and Broadway .
Action :
1. Approved the bid package and authorize circulation of the Notice Inviting
Bids for the Highway Safety Improvement Project (HSIPL-5365(009)) for
traffic signal upgrades, signs , and other safety improvements at various
locations (the Project);
2 . Concurred with Caltrans ' determination and approval that the Project has
no significant impacts on the environment as defined by the National
Environmenta l Policy Act; and
3 . Found the Project categorically exempt from environmental review under
the Californ ia Envi ronmenta l Quality Act (CEQA) pursuant to Section
15301 of the CEQA Guidelines pertaining to minor alterations to existing
public facilities .
H. AUTHORIZE NOTICE INVITING BIDS FOR THE TEMPLE CITY
BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROJECT

Avenue to Ellis Lane .

I. AWARD OF CONTRACT FOR THE CONSTRUCTION OF A NEW PUBLIC
PARKING LOT AT 5800 TEMPLE CITY BOULEVARD (CIP NO. P17-05)
The City Council is requested to award a contract for the construction of a
new public parking lot at 5800 Temple City Boulevard . Upon award of
contract , project construction is expected to begin later this month .
Action :
1. Awarded a contract to Green Giant Landscape , Inc. for the construction of
a new public parking lot at 5800 Temple City Boulevard ;
2 . Authorized the C it y Manager to execute said contract in an a mount not to
exceed $413 ,896 .96 ; and
3. Authorized the City Manager to approve change orders in an amount not
to exceed $41 ,389 for unanticipated project costs .
J . ADOPTION OF RESOLUTION NO . 17-5236 APPROVING PAYMENT OF
BILLS
The City Counci l is requested t o adopt Resolution No . 17-5236 authorizing
the payment of bills .
Recommendation : Adopted Resolution No. 17-5236 .

12. UPDATE FROM CITY MANAGER
City Manager Cook commented on the Lunar New Year Celebration this past
weekend and thanked the Temple City Chinese American Association for their help .
He also announced that through City 's membership in the League of California
C it ies , the My Healthy Hometown Prescrip tion Discount Card is now avai lable to all
residents . The card is free and it offers savings on prescription drugs to residents
who are without health in surance , a trad itional benefits p lan , or have prescri ptions
that are not covered by insurance .
