APPROVAL OF MINUTES The City Council is requested to review and approve Minutes of Regular City Council Meeting of February 7, 2017. Recommendation: Approve. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS – MEETING OF FEBRUARY 8, 2017 The City Council is requested to receive and file actions of the Regular Transportation and Public Safety Commission Meeting of February 8, 2017. Recommendation: Receive and file. C. CO-SPONSORSHIP OF THE 2017 RELAY FOR LIFE OF TEMPLE CITY The American Cancer Society is a nationwide, community-based, voluntary health organization dedicated to eliminating cancer as a major health problem through research, education, advocacy, and service. They are once again requesting the City to co-sponsor the Relay for Life of Temple City. Recommendation: 1. Approve a request from the American Cancer Society to co-sponsor the Relay for Life of Temple City on June 24-25, 2017; and 2. Waive all fees and deposits associated with the installment of a promotional event street banner, and use of the Temple City Performance Arts Pavilion and City Hall Community Room. D. ADOPTION OF RESOLUTION AMENDING THE PERSONNEL RULES FOR FULL TIME EMPLOYEES The City Council is requested to amend the Personnel Rules to reflect current practices. The proposed changes will ensure the City is in compliance with State and Federal law. City Council Agenda February 21, 2017 Page 3 of 6 Recommendation: Adopt Resolution No. 17-5235 amending the Personnel Rules for full time employees. E. COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) FOR THE YEAR ENDED JUNE 30, 2016 A CAFR is a set of United States government financial statements comprising the financial report of a state, municipal or other governmental entity that complies with the accounting requirements created and circulated by the Governmental Accounting Standards Board. The CAFR accounting structure provides for standardization financial reporting. Recommendation: Receive and file the Comprehensive Annual Financial Report (CAFR) for the year ended June 30, 2016. F. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Recommendation: Receive and file report. G. ADOPTION OF RESOLUTION NO. 17-5237 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 17-5237 authorizing the payment of bills. Recommendation: Adopt Resolution No. 17-5237. 8. PUBLIC HEARING A. APPEAL OF THE PLANNING COMMISSION’S DECISION DENYING A CONDITIONAL USE PERMIT TO ESTABLISH A 7,891 SQUARE FOOT KARAOKE TELEVISION (KTV) BUSINESS IN THE CAMELLIA SQUARE SHOPPING CENTER, LOCATED AT 9055 LAS TUNAS DRIVE, UNIT 125 Property owner of Camellia Square has withdrawn their consent for the KTV application. City considers the application withdrawn and no action is required by the City Council. Recommendation: Receive and file report. 9. FISCAL YEAR (FY) 2016-17 MID-YEAR BUDGET REVIEW, TREASURER’S REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY REPORTS The Mid-Year Budget review process provides the City Council with an opportunity to review and adjust original revenue projections and budgeted appropriations based on six months of actual activity. Presentation: Administrative Services Director Recommendation: 1. Receive the FY 2016-17 Mid-Year Review and related reports; and 2. Authorize staff to revise various budgeted appropriations. B. DIRECTION REGARDING CURB ADDRESS MAINTENANCE Property addresses painted on curbs are commonly used to identify properties. While the City has historically maintained them, there is a substantial cost to do so. Allow nonprofit organizations to paint curb addresses as a public service is an alternative to save City funds while continuing to maintain the addresses. Presentation: Community Development Director Recommendation: Provide direction to staff if the City should cease maintenance of curb addresses and to solicit interest from nonprofit organizations to repaint curb addresses as a public service or fundraiser. 11.
