Home My Public Portal About2010.230 (11-02-10)RESOLUTION NO. 2010.230 A RESOLUTION OF THE CI7Y COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA APPROVING THE ANIMAL CONTROL FEES AND AUTHORIZING THE COUNTY OF LOS ANGELES DEPARTMENT OF ANIMAL CARE AND CONTROL TO CANVASS THE CITY FOR ANIMAL LICENSES WHEREAS, the Department of Animal Care and Control of the Los Angeles County increased their rates and incorporated their fees and charges under Title 10, Animals of the Los Angeles County Code; and WHEREAS, on January 5, 2010, the City Council adopted Ordinance No. 1624, adopting by reference Title 10; and WHEREAS, pursuant to the California Constitution Article XI §7, a city has the authority to impose fees, charges and rates under its police power; and WHEREAS, prior to the enactment of adopting a new fee or approving an increase in an existing fee, Government Code Section 66018 requires a local agency to hold a public hearing at which oral or written presentations can be made; WHEREAS, in accordance with Government Code Section 6062(a), staff published a notice of the time and place of a public hearing in the Lynwood Press on October 21 and October 28� on the revised animal control fees; and WHEREAS, on November 2, 2010 the City Council conducted a public hearing to receive written and oral testimony relative to the revised fees and charges for animal control services; and WHEREAS, canvassing generally involves Los Angeles County Department of Animal Care and Control's (County) staff contacting pet owners for which licenses have lapsed, identifying new license requirements for animals that have not been previously licensed, and enforcing other appropriate legal requirement as needed; and WHEREAS, this neighborhood approach to license enforcement is an integral part of the County's overall enforcement efforts. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS: Section 1. The City Council approves the revised fee schedule for animal control services as listed on Exhibit A. Section 2. The City Council autho�izes the Los Angeles County Department ofi Animal Care and Control to canvass the City and to offset the cost of canvassing from revenues generated from licensing and penalties.
