on Wednesday, June 13 , 2018 at 4 : 45 p .m .
at The Brewster Town Office Building, 2198 Main Street, Brewster, MA
MEETING MINUTES FOR JUNE 139 2018
Present : Chair, Paul Ruchinskas, Vice- Chair Faythe Ellis, Elizabeth Taylor, Diane Pansire,
William Klein, Roland Bassett, Sharon Marotti , Peggy Jablonski
Absent : Barbara Burgo
Also Present : Assistant Town Administrator Donna Kalinick
Chair Paul Ruchinskas called the meeting to order at 4 : 45 pm .

1 . Discussion and vote on CPC appointee to the Housing Trust
Donna Kalinick :
The Housing Trust Article passed at Town Meeting, so now we are at the point in the process
where the Select Board will be appointing the trustees . The CPC has a seat on the Trust, so I am
here to answer any questions about the position . Usually the Trust meets quarterly, but in the
beginning it will be more often . There will be training done by the MA Housing Partnership . These
will likely be done regionally, since Orleans and Harwich are also in the process of appointing
their trustees . I am going to the Planning Board tonight and the Brewster Housing Partnership next
week. The Select Board member has been chosen, Ben DeRuyter, We are advertising and
accepting applications for the two resident members . Applicants will be interviewed by the SB at
their July 161h mtg .
Before there are any meetings there are a number of actions need to be occur :
1 . The Attorney General has to accept the bylaw
2 . KP Law is working on the Trust Declaration to be signed by the trustees ,
3 . Once the Trust Declaration is prepared, the trustees will have their first meeting; likely the
end of July or early August .
Paul Ruchinskas indicated that he would like to serve as the CPC trustee .

Elizabeth Taylor volunteered to do the minutes for the CPC meeting in progress, instead of
Donna Kalinick having to do so .
2 . Discussion and vote Brewster Historical Commission ' s request for $ 15 ,400 in
administrative funds for FY 19 to continue listing sites on the state ' s Historic Register ,
Faythe Ellis :
As you know, the Historic Commission embarked on a multi -year project to update and/or do new
house histories for the historical homes in Town . This request is to do up to 70 Form Bs . These
will be done by our historical consultant to meet State requirements and be uploaded to the State
MACRIS -Massachusetts Cultural Resource Information System . Our end goal is to complete all
historic homes in Town, either with updates or with new histories . So this is just a request to
continue and get more headway on this project . Ms . Marotti asked just how old do homes have to
be to be historic . Ms . Ellis indicated 75 years . Ms . Marotti referenced the Cobb House with 50
year old sections , Ms . Ellis indicated that was different case . And, that the Historic Commission
actually had quite a discussion about that at their meeting . The Historic Commission website lists
all the homes in the project, all the historic homes in Brewster . They are getting close to completing
the 70 Forms and should be done within a year . Mr. Klein asked how many historic homes have
been done, 2009 Ms . Ellis was not sure what the total is so far, but would confirm that for him .
Ms . Marotti asked if the CPC funded this originally . Ms . Ellis replied Yes . Last November the
Historic Commission had Donna Kalinick put together a Request For Proposals to do 30 Form Bs .
There were no responses . We re-did the request in March and hired a consultant . They only got
15 -20 Forms done before June 30th . So this new request allows the project to continue . We are
getting close to 200 forms total . The Chair indicated that this is the second year the CPC has funded
this project . Two years ago , there was a different consultant.
For FY19 , all projects such as this will be under the Administrative Fund, which will have about
$ 55 , 000 .
For FY 18 accounts were as follows thru the end of May :
Under Administration : $ 6 , 500
Wages- $ 1 , 800
Legal - $ 4 , 700
Under Professional Services : $ 35 , 000
Historic just under $ 10 , 000
Housing- $ 3 , 000
30% - $ 700

In FY19 the CPC will have about $ 49 , 000 in administrative funds . Ms . Pansire questioned whether
legal services be higher this year because we are running every application past KP Law? The
Chair added that there are also other expenses coming up : CCV will be closing soon and the Baptist
Church and Cobb House both have Historic Preservation Restrictions still not finished . All of these
will be come out of administrative funds . At Town Meeting the Article for the Long Pond land
purchase also included $ 35 , 000 for expenses , legal , surveys , etc . The Chair felt we should be able
to cover all expenses with the one administrative fund amount .
Motion to accept the Request for $15, 400 from the Historic Commission. For 70 Form Bs.

3 . Discussion and vote on Brewster Historical Commission ' s request for $ 100 in Professional
Services Funds for FY 18 in conjunction with its consultants ' work to list sites on the state ' s
Historic Register.
Faythe Ellis :
This is a request from the Historic Commission consultant to be able to order a certified plan from
the Registry of Deeds for the Cottage Colony on Captain Dunbar Road . They tried a screen shot,
but it was always labeled "Not an official Copy", so they need a clean paper copy from the
Registry . This will be done before June 30th
MOTION to approve requesting a Plan from the Registry of Deeds for the Historic
Commission Consultant, at a cost of $100.

4 . Discussion and vote on revisions to the CPC ' s funding application.
Paul Ruchinskas :
The application sent to you, hopefully, reflects our discussion at the last meeting .
Page one : Delete "Application may be submitted at any time"
Corrected names at the bottom of the page .
Mr . Klein- Do we want to be more forceful and say "must or shall" relative to deadlines ?
Ms . Pansire — I like having the flexibility, like we needed for the applications for last Town
Meeting . Ms . Kalanick — flexibility is better. Do you want applications to be submitted even
without all the data, such as the amount of money requested? Ms . Pansire felt it was better to have
it in later, but complete . Ms . Ellis and the Chair also felt it was better to wait until an application
was as solid as possible and then hand it in .
Page 442 —Added Historical . Requirements "Additional information and analysis will be
needed for projects submitted by churchlreligious organizations to determine if they comply
with the SJC 's Caplan vs. Town of Acton decision. "

Site Control "and Appraisal" added and "In addition, provide an appraisal of the property 's
value by a state licensed appraiser using customary appraising techniques. The CPC does not
allow funding for acquisitions if the acquisition price is greater than appraised value. "

Historic Preservation Proposals :
o "MANDATORYIFREQUEST IS FROMA CHURCH/RELIGIOUS
ORGANIZATION: The project must satisfy the analysis outlined by the SJC 's Caplan
vs. Town of Acton decision. "
Community Housing Proposals
o "Increase the supply of year-round affordable rental housing for all types of
households, such as young singles and couples, families, and seniors.
o Build support for addressing housing needs through partnerships with conservation
groups and non profit and for profit developers.
o Create housing that is affordable and appropriate for very low-income seniors and
people with disabilities.
o Increase local capacity to plan, advocate for, and create affordable housing, preserve
the affordability and condition of existing affordable units, and monitor affordable
housing restrictions.
o Increase the variety of mixedincome housing choices in Brewster, particularly in or
near commercial areas in order to support Brewster 's economy and accommodate
household growth .
o Provide at least 10 % of Brewster 's year-round housing units as affordable housing in
order to meet local and regional needs.
o Ensure long term affordability.
o Give priority to local residents, town employees, employees of local businesses, and
households with children in Brewster school 's as allowed by law. "
There was a lengthy discussion of various income levels , community vs . affordable housing,
priorities for Brewster residents , employees, etc . Some of the original Community Housing bullets
were added back in to the list . Ms . Taylor requested a copy of the Housing Plan be sent to all
committee members .
Paure #8 : Sten 2 -A. Application Review
o Proposed project is eligible for Community Preservation Act funding "after review by
Town Counsel. "

Kathy Lambert to be posted on the Town CPC website .

5 . Update on status of grant agreements for 3 of the Spring Town Meeting awards .
Faythe Ellis : Community Development Partnership (CDP), Cobb House
The agreements are back from KP Law and have been printed out . I have a question about the notice
section- where do these go when someone brings them to Town Hall? Should we be more specific?
Ms . Kalanick indicated that people take paperwork to the Select Board office and material then gets
put in the CPC mailbox . All that is left now, is to do the cover letters .
Diane Pansire : Brewster Housing Authority (BHA)
This is still under review by KP Law . . . in process
6 . Update on calendar for open project reports . f
Faythe Ellis :
I have created a draft Excel spreadsheet to keep track of open project reporting . It lists projects,
liaisons, when reports are due . Not sure where to get some of the data. Quarterly updates are required.
7 . Update on status of members whose terms expire on 6/30/ 18 .
Chair, Diane Pansire, Elizabeth Taylor, Peggy Jablonski, all of whom have agreed to continue .

Dave Whitney, introduced himself as the liaison from Select Board .
The Chair sat with Sue Broderick to interview two candidates for Donna Moberg ' s position .
We expect to have a new Administrative Assistant for the next meeting .
