Recording or Taping Notification : As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Acceptance of Any CPA Funding Applications for Fall Town Meeting Habitat for Humanity : Phase 2 of Paul Hush Way; Requesting $200 , 000 Cape Cod Museum of Natural History; A recreation proposal for $ 12 , 000 Cape Rep for the continuation of Crosby Barn rehabilitation and restoration project; Requesting $ 400, 000 for historic preservation Committee members will be reviewing all three applications prior to the next CPC meeting and prepare to vote on , 1 . Are the applications complete ? 2 . Are the applications timely? 3 . Are the applications CPA eligible ? The applications that receive "Yes" votes on all 3 criteria will be referred to the respective committees . Paul will send each to Town Counsel and request to get them back prior to the next meeting on July 25 . 1 Community Preservation Committee Minutes : July 11, 2018 Paul asked the committee if they wanted the applicants to be present at the next meeting in case the committee has any questions . It was decided that the committee would read through the applications and if there was any missing information or any questions they would email Paul who will reach out to the contact person of the respective application and try to get an answer prior to the next CPC meeting . These are the three applications that the Chair is currently aware of. Paul stated the only other potential applications that could come in would be in regards to the Housing Trust and the work the town is doing for beach parking on Paine ' s Creek Road . But, at this time , no applications are in . 2 . Discussion and Vote on a $ 5 , 000 Professional Services Contract for Eric Dray for the Cobb House Outbuilding Project The Chair explained that as part of the Outbuilding recommendation to Town Meeting, one of the conditions of the grant agreement that we will have is that any of the plans and specifications need to be approved by a Historic Preservation consultant to make sure they are consistent with the Secretary of Interior Standards . Also , any work that gets done will need to be reviewed to make sure it was done according to plan so that when we get requests for payment the person will inspect the work to make sure it ' s done . $ 5 , 000 was included in the Town Meeting article . There is $ 135 , 000 to Brewster Historical Society plus an additional $ 5 , 000 for costs associated with overseeing the project . The scope of work will likely cover two years based on the time frame the Historical Society provided. The funding source is article 9 of Town Meeting and has a max of $ 5 , 000 . Paul explained that he checked with Donna Kalinick and if the committee moves to approve, since the request is not more than $ 5 , 000 a letter of engagement will suffice and a standard town contract will not be necessary . MOTION to approve the $ 5 ,000 Professional Services Contract for Eric Dray for the Cobb House Outbuilding Project. Moved by Rollie Bassett, Seconded by Elizabeth Taylor VOTE : 7-0 -0 3 . Discussion and Vote on a $ 2 , 500 Administrative Services Contract for Eric Dray to Provide Historic Preservation Consulting to the CPC on an as Needed Basis for FY 19 The Chair explained that this amount would come out of the roughly $ 55 , 000 administrative funds . CPC has used Eric for the past two years . The scope of this service includes involvement in any funding requests such as the Crosby Barn Project. If that moves forward, Eric would be involved and would work with the Historic Commission to meet with the applicant and go over and propose any conditions that he and the I 2 Community Preservation Committee Minutes ; July 11 , 2018 Commission thinks are appropriate . He would also be involved with the preservation restriction for Cobb House and Brewster Baptist Church . Prior Town Counsel Sarah Turano -Flores sent Paul draft preservation restrictions for both Cobb House and Brewster Baptist. Eric would need to review these documents and get any feedback to Paul and Sarah so that she can get them off to the attorneys of Brewster Historical Society and Brewster Baptist so these can get finished . For the Cobb House restriction, once both parties agree, it has to go off to Mass Historic to be approved before it comes back for the parties to sign it . MOTION to approve a $2 , 500 Administrative Services Contract for Eric Dray to Provide Historic Preservation Consulting to the CPC on an as Needed Basis for FY19 . Moved by Rollie Bassett, Seconded by William Klein , VOTE : 7-0-0 4 . Vote to Approve the Minutes of the June 13 , 2018 Meeting As minutes were just recently received by the committee, it was decided that a vote to approve will take place at the next meeting to give the committee reasonable time to review. 5 . Items That the Chair Could Not Reasonably Anticipate There were no items that the Chair did not anticipate . 6 . Announcements A discussion was held in regards to the new lights at crosswalks that are intended to alert drivers of pedestrians or bikers crossing the road . Habitat for Humanity is having two events . The Solar Ribbon Cutting will happen on Thursday, July 19 at 1 : 00 P . M . and the Dedication of Phase One (Paul Hush Way) will be Tuesday, August 7 at 5 : 00 P . M . The Vision Meeting is Monday, July 16 in front of the Select Board . 7 . Vote to Elect CPC Officers : Chair, Vice- Chair, Clerk, and Treasurer This year the Clerk and Treasurer will be two separate positions . The Clerk will be responsible for maintaining the project list, doing the annual report, filings to the state, and the bills that come in from the various projects . The treasurer will work on the budget for the fiscal year and to review the monthly ledger sent by the Finance Department of all the CPC activities .
