_. LYNWOOD CITY COUNCIL, JUNE 12 1998 ,
The City Council of the City of Lynwood met for a Special Budget Workshop Meeting
on the above date at 9:00 a.m. in the Council Chambers of City Hall. "
Mayor Rea, Councilmember Byrd, Reyes, Rictiazds, and Sanchez answered the roll call.
Also present were City Manager Gonzales, City Clerk Hooper, City Attomey Leal and
Department Heads.

` City Manager Gonzales requested reorganizing the Agenda and a recess to Closed Gonzeale�
Session to discuss the item listed are of concerns affecting the budget.
It was moved by Councilmember Reyes, seconded by�Councilmember Sanchez to recess
to Closed Session at 9:15 a.m.
City Attomey Leal stated Council will recess to Closed Session for items listed on the Leal
Agenda. '

Council reconvened at 11:15 a.m. �
' City Attomey Leal stated Council had met in closed session to confer with Legal Counsel Leal �
• regarding the items listed on the Agenda. 1) , Attorney Don Johnson gave a status update
on the Howard Jarvis Taxpayers Association, et. al v. City of Lynwood. No action taken. .
� � � ?) Conference with Labor Negotiator was not addressed and 3) Attorney Mario Pichardo
( gave a status report regarding anticipated litigation with xegazd to taxes. No action taken. .
BUDGET WORKSHOP
City ManagerGonzales presented the goals are to stay within our projected revenues Gonzales
while"giving Yhe residents good service with the anticipated two million plus revenue lost.
. Director of Finance Eamest reviewed the fund balances for 1997-98•and where the City Earnest
will be at the end of June 1998.
City Manager Gonzales then discussed the reorganization of the Public Works Gonzales
Department and the Facilities Maintenance and the need for reorganization.
Joe Wang discussed the Capital Improvement Projects and why the City has a backlog of Wang ,.
projects to be done. Also two water improvement projects which need to be done on
Alameda and Santa Fe.
. ` City Manager Gonzales stated each Department Head has been asked to down size their Gonzales
. department and gave an overview for each department. Explained the need for adding
and staffing two new City Departments - Public Safety and Lynwood Redevelopment.

�' � � Mayor Rea requested to �leave at 12:30 p.m. and directed the City Manager to include Rea
� with an addendum a proposal from the City of Talpa in the State of Jalisco Mexico, and a
Proclamation from Independence Day July 4th 1998.' `
' City Manager Gonzales continued the discussion regarding vacant positions will not be Gonzales

After Council questions regatding policies, promotional, lay-off moved positions and
etc., included the need to talk to department heads about down sizing and the effect on
service. • .
It was moved by Councilman Reyes, seconded by Councilman Byrd and carried to
ad}ourn at 230 p.m .
