Smith and Layton ORDINANCE NO. 14230 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI SETTING FORTH THE PROCEDURES FOR DISPOSAL OF THE PROPERTY AT 207 WEST MCCARTY STREET. WHEREAS, the City of Jefferson is the owner of property located at 207 West McCarty Street commonly called the "Bassmann House"; and WHEREAS, the Bassmann House has been the subject of prolonged debate concerning whether it should be preserved or razed; and WHEREAS, it is in the best interests of the City of Jefferson to have a final resolution to the issues concerning the Bassmann House; and WHEREAS, it is the will of the City Council that the Bassmann House be made available for restoration and renovation to private parties, subject to the conditions and procedures set forth in this Ordinance. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The City Administrator is authorized and directed to enter into negotiations with outside parties concerning proposals to acquire and renovate the Bassmann House and to arrive at an agreement by not later than the close of business on August 17, 2007, assuring that the Bassman House will be expeditiously renovated and restored if control and ultimately ownership of the property is transferred to the outside party. a. If no agreement with respect to the Bassman House is achieved by August 17, 2007, then the City Administrator is authorized and directed to enter into a contract to raze the Bassman House without further authorization. b. If an agreement with respect to the Bassman House is achieved by August 17, 2007, the city staff shall prepare an ordinance submitting the agreement for consideration by the City Council. Such ordinance shall be introduced no later than the meeting of the City Council on August 20, 2007. I FINAL AS PASSED II July 16,2007 C. If the ordinance incorporating the proposed agreement regarding the Bassman House is not approved by the City Council by September 20, 2007, then the City Administrator is authorized to enter into a contract to raze the Bassman House. i Section 2. All previous motions, resolutions, or ordinances of the City Council which directly contradict the terms of this Ordinance are rescinded to the extent of such contradiction. Section 3. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Mow grass and vegetation on all areas of property and maintain. Cut and remove all vines and other volunteer growth from the structure. Replace the missing glass in rear kitchen entry storm door. Replace the doors, frames and jambs of the rear kitchen and basement entries Replace the missing glass in the front entry door. Repair or replace failing retaining wall next to driveway. Repair, remove,.or replace carport roof. Repair and replace missing roof tiles or replace entire roof with new materials. Repair or replace all wood rails, balusters, ceiling and columns of front porch. Complete the painting of all wooden surfaces pertaining to the front porch. Construct an outside rear porch and staircase with appropriate materials. Repair, replace, and paint the wood surfaces of all dormers Repair, replace, and paint the outside wood surfaces of all windows. Replace the 1 st and 2nd story windows of the enclosed side porch appropriately. Repair or replace and paint all wood soffit and overhang areas. Tuck pointing of exterior walls as needed. Install gutters and downspouts. Resurface all driving areas with asphalt or concrete
