PUBLIC ORAL - AGENDA ITEMS ONLY. - ' William Lewis 2708 E. 110th Street spoke in support of the item relating to grant Lewis applications for Anti-Graffiti Prevention Programs, commended Deborah Jackson, who is the contact person in Facilities Maintenance for graffiti removal and submitted pamphlets for recommended surveillance equipment. • ;�} ' Jim Green spoke in support of the Senior Citizen Grant. Green ' I PUBLIC ORALS ' � Armando Moreno discussed a citation he had received for outside merchandise. Stated he feels this ticket is unfair, and discussed other businesses in the city that are not in Moreno compliance with outside advertising displays. Also discussed graffiti problems at this location and other businesses that aze experiencing the same problems. ' , Claudia. Figueroa thanked Councilman Richazds for nominatin her to the Youth Figuero� Commission. ,' g.,. 1.9.�'' �; , reen Jim Green discussed property tax issues and recommended Council enforce taxes on taco trucks, video games, and pay phones. Also suggested a 1% tax increase on Cable TV. Rosa Espinosa, Business Owner; discussed a citation she had recently received for spinosa outside advertisement, stated she feels this is unfair, and the limitations aze hurting her business. Feels the city should concentrate on the more important issues 'such as prostitution and graffiti. i � eckay Dorothy Peckay, 3716 Pa1m�Ave., discussed her concerns with the cecent crime spree in her area, and concems with poor Sheriff services. r unningham William Cunningham discussed problems with privately and independently owned pay �-�-� phones. laciel Allan Maciel 3242 Cazlin Ave., discussed recent activity with CDBG funds, the cancellation of public improvement projects, and reallocation to the Natatorium. Feels Councils priorities aze off, and discussed additional reallocation of funds for Afterschool Programs, Senior Citizens, Crossing Guazds, Natatorium, extended hours and United Families of Lynwood. Feels the streets aze in great need of repair and wants Council to focus on this. ,laTorre Sal AlaTorre, 3185 Oakwood Ave., discussed concerns with issues and promises that were made regarding public safety, cutting crime, and street improvements and feels the city is currently at a stall. Commended the curtent ongoing efforts for Cential America, and spoke in opposition to other individuais that are disrupting ihe peace in.the city. �`' Stated there are more important issues than gathering gossip. Also stated he wants the Sheriff Department to do more for the city. Femando Pedroza 12505 Bullis Road, discussed Lynwood government and the individual 'edroza �d constitutional rights of everyone to have their own beliefs: Stated he is tired of i corruption, fighting, and bickering. Also questioned recent salary increases for ' employees. ��.! Gloria Gonzales 10766 San Jose Ave., discussed complaints with the American.Motor �onzales Inn on Long Beach Blvd., and questioned when the demolition would begin. Also discussed the recent shootings on Long Beach Blvd. & Norton Ave. Requested Council help with the sports field lighting for the soccer players, and a(so discussed the,need for pazk security. le 1 a Torre Jose de la Tone 3962 Walnut Ave., discussed a recent newspaper article and made comments regazding repaving speed bumps, and street closures by Council, and stated he feels these aze acts of corruption. . �l aTorre Sal a la Torre discussed citizens rights, and everyone has the prerogative to exercise those rights. Also discussed the importance and right to privacy Frank Calderon 2040 Josephine St., discussed his concems with home owners insurance :alderon and FEMA rulings. Read aloud from a letter that he sent to the local newspapers in opposition to this ruling. areen Jim Green discussed the upcoming anniversary of former President Kennedy. ' Recommended Council begin to commemorate individuals such as Roosevelt, Truman, I <—'� Churchill, Patton and Montgomery, . ; , . , lones Dale Jones, Chairperson for the Public Safety Commission commended Councils efforts to rectify the traffic and pedestrian problems on Imperial Hwy, Mario, Gutierrez, Flower Street discussed an elderly lady that is in need of assistance and autierrez recent efforts by resiclents to help her with an overgrown tree. Hi cks . n Lawrence Marquez 11148 Hazris, discussed the need for a nice sit-down restaurant in Marquez ' Lynwood, and wants to see something more than another fast� food restaurant. • Also ' discussed concems with comments made that grant money for the streets is being " � reallocated. Stated Council needs to maintain our main City Hall facility as well. . It was then moved�by Councilman Richazds, seconded by Councilman Sanchez and carried to bring the item back at the meeting of November 23, 1998, with supporting , documents. 4 I . � ��� ,� COUNCIL ORALS � I ' Rea Mayor Rea discussed!concerns from business owners at tonighYs meeting and directed the Community Development Director to meet with Code Enforcement to address this section of the Municipal Code and that of storefront signs, and banners. Also discussed the reallocation of CDB,G funds, crime problems and crime prevention. Invited' everyone to attend this years Ch'ristmas Patade on Aecember 11, 1998, and announced that the Grand Mazshall would be Sheriff-Elect Lee Baca. I� Ri chards Councilman Richazds commended the beautiful Veterans Day Program, and,the extended efforts by Council, staff and the residents towazds the Central America Relie£ Also "� discussed problems among Council that need to be worked out, and Ihe need to deal with i � important issues such a"s crime reduction and street repair improvements. �� Councilman Sanchez discussed the Central America crises and thanked everyone that had . ' Sanchez p�icipated in the relief efforts and conuibuted their time towazds this positive effort to help others. Discussed the recent shootings on Norton Avenue, and stated Council needs to take a more aggressive look into these crime issues and how to solve these problems, as well as the graffiti problems in the city. Reyes Councilman Reyes discussed the serious health probiems in Central America, and the need for the City to put an Emergency Prepazedness Program in place. Directed the City Manager to place an item on the next Agenda, in order to better prepaze ihe community in case of emergency. Discussed complaints with Code Enforcement, and stated Council needs to encourage small businesses. Stated the City needs a bona-fide sit-down family restaurant, and also discussed crime within the city, and the possible need to incorporate assistance from Los Angeles Police Department for the crime element on the North end ofthe city. Richards Councilman Richards suggested the possible implementation of a pilot program for small �� businesses for outside merchandising during the holiday season. �� W CLOSEDSESSION It was moved by Counciiman Richards, seconded by Councilman Reyes and carried to recess to closed session at 8:40 p.m. for the purpose of conducting: a) Conference with Labor Negotiator Agency Negotiator: Gail L. No reportable action was taken.
