DECEMBER 9, 1998 The City Council of the City of Lynwood met in a Special_Session in the City Hall, 11330 Bullis Road, on the above date at 6:05 p.m. Mayor Sanchez presiding. Councilman Byrd, Reyes, Richards.and Sanchez answered the roll calL , Councilman Rea was absent. There will be no separate discussion on these items prior to � voting unless members of the Council or staff requesY specific items be removed from the Consent,Calendar for separate action: , ' Jnterim City Manager Davis advised Council of amendments to this item with regards to the indicated dates in order to properly carryout the required public hearings, and in order to allow Davi S � Council sufficient time to review the agreement The recommended amendment will change the date of January 19, 1999 to February 9, 1999. . NEGOTIATIONS FOR A FRANCHISE RENEWAL" American , , ' Cablesystem� Councilman Richards questioned when a study session would be held, and was informed that one R1 ChdY'ds could be scheduled for a dark Tuesday. Councilman Richards further discussed a recommended review of the by-Iaws of the Lynwood Ri chards Information, Inc., for the purpose of bringing the ciry up to date, when dealing with public information requests, and the capability of handling them through the internet. Stated Council must take a serious look at these issues, the operational structure of the Lynwood Information, Inc., and as a municipality incorporate these recommendations into the study session. The application was submitted by Superior Market, the Chamber of Commerce and the Lynwood Recreation : Department. Parking and Security issues fiave been arranged and at this time staff is requesting ' �� Council consideration. i � j It was moved by Councilman Richards, seconded by Councilman Byrd to consider the special � ' permit application. Stated there i is a need to revitalize of ublic information p process as a Council/Municipality. Also, discussed the need for ciean-up efforts at Imperial Hwy. & Alameda and buildings that hold hazardous and contaminated materials. Reminded everyone of the groundbreaking ceremonies�for the Alameda Corridor. � F I � eyes Councilman.Reyes discussed a business located at Long Beach Blvd. and Tweed b the name of Y Y Las Carinosas, that has excessive problems, code violations, illegal activities and' is a public nuisance. Requested a response to his request to cure and correct actions taken at the meeting of November 25, 1998, for which he was not properly notified in accordance with The Brown Act. � yrd Councilman B}rd questioned funds ti;at were set aside in order to hire a consultant to add�es� environmental issues, business with obvious hazardous conditions, and the lack of AQh1D monitoring.
