LYNWOOD CITY COUNCIL, DECEMBER 15. 1998 The City Council of the City of Lynwood met in a Regulaz Session in the City Hall, 11330 Bullis Road on the above date at 6:15 p.m. . Mayor Sanchez presiding. Councilman Byrd, Reyes, and Sanchez answered the roll call. ; Also present were Interim City Manager Davis, City Attorney Thever, City Clerk ' Hooper, City Treasurer Pygatt and Department Heads. r- �' � Interim City Manager Davis announced that Councilman Rea had called to inform him �'' � that fie would be unable to attend tonighYs meeting. It was moved by Councilman Byrd, seconded by Councilman Reyes and carried to excuse Councilman Rea. City Clerk Hooper announced the Agenda had been duly posted in accordance with The Brown Act. ' It was, moved by Councilman Reyes, seconded by Councilman Byrd and carried to recess to the Lynwood Redevelopment Agency at 6:20 p.m. " Council reconvened at 630 p.m. , PRESENTATIONS/PROCLAMATIONS , � Presentations were awarded to Dr. Emmell Beech, Dr. Jari Faison, Lynwood YouYh � � Sports Association, and Jerrell Hunter. It was moved by Councilman Byrd, seconded by Gouncilman Reyes, and carried to , �' accept the aforementioned presentations. ' . � � ., - PUBLIC ORAL COMMUNICATIONS - AGENDA ITEMS ONLY Adolph Lopez 11431 Plum St., commended the agreements between the City Council and Lopez the Employees Association, however, feels city services are poor. Also questioned why ' there are no development items on any of the Agendas. � � Jim Green discussed union issues. � Green Richazd Rapp 2204 Long Beach Blvd., stated'he is here before Council in case there are Rapp any questions with regazd to the item requesfing boundary changes. � Avi Zafrani spoke in suppoR of his special permit request, and request the Mayor and Zafrani Council approve his parking lot sale. � PUBLIC ORALS { Jack Keane questioned the additional money for Sheriff services: ' � Keane Adolph Lopez offered public criticism on an incident which had occurred the previous Lopez • Saturday at a food give away and a question as to who had authorized this event. '�� Criticized the use of taxpayers money for last Thursdays Dinner. ` � i , ' Margarita Medina discussed a problem she had had with a car that was following her, and Medi na when she came to City Hall, there was 'a meeting taking place and a man in attendance at that meeting threatened her. - e Jim Green discussed a sexual harassment case at the McDonalds on Atlantic Ave., and an Green insurance company that does not service Lynwood and its surrounding communities: '�' U��! , � Santi 11 an Maria Santillan 2700 �E.' 108th St., stated she disagrees with the Special Permit for pazking lot sales, and feels the business looks like a swap.meet. i I; Jaci nto �dwin Jacinto 11824 Peach St., discussed an incident which occurred at the Block Watch Captains Dinner in whicli individuals were asked to leave because they were not dressed appropriately. Asked for �the Mayor's resignation. • � Maggie Godoy 3603 Walnut Ave., discussed personal and confidential documents that Godoy were left i� her mailbox and employees that approached her.at the'direction of the Mayor. T,� Steck William Steck discussed the poor sound system in the Council Chambers. i� ',.,,,1 Resident, 10733 Washirigton Ave., discussed trees on her street that have not been trimmed and have branches almost to the street, which prevent the street sweeper from being able to pass. ,; � � Sal Ala Tone commended the Christrnas Pazade and the float entry by the Latino Ala Torre Coalition. Stated they�aze currently reviewing tapes of individuals commitfing violent acts during the parade. ' i Councilman Richards airivedat 8:20 p.m. � I Lukes Patricia Lukes discussed a hate crime which had been committed against her and the fire � department inspection. Also stated Councilman Rea had neVer gotten back to her. I ,� ' Rev. Shepard Rev. Shepherd stated re'sidents should be mare coinpassionate with each other. Also spoke in favor of the business on Martin Luther King Jr. Blvd. �� Marquez Lawrence Marquez 11148 Harris, discussed complaints with not being able to obtain an Agenda within a sufficient amount of time for proper notification of public heazings. i Gommended the Unity Dinner, Christmas Pazade and the efforts of the Sheriff department � patrol units. l�i i � Kimbrew Bazil Kimbrew, Representative of Congresswoman Juanita McDonald, invited everyone to join the press conferen'ce supporting "No ImpeachmenP' on the steps of Compton City Hall. Item 22(b) Existing litigation, no final actiori, item #22(b(2)) Cotuicil gave , approval for a 10,000. settlement, and item 22(c), direction was given to the City Attorney. With regard to the subsequent need item, direction from Council is to retain a separate law firm for city representation. ITEMS FOR CONSIDERATION Minutes � ' Councilman Reyes clarified for the record, that the date of November, 23, 1998 listed on Reyes his Council Orals should be November 25, 1998. Additionally he had received' a ruling from the City Attorney- that the meeting of November 25, 1998, was invalid, because he . was not properly notified in accordance with The Brown Act. Does not feel Council can continue programming because of discrepancies and issues that need to be addressed. Feels there aze ongoing conflicts involved, and tfie City needs to seek Special Counsel in order to obtain an unbiased opinion. Stated at the last Special Meeting he had requested a nuisance abatement at the Las Cazinosas Restaurant, , wants to see this item on the next agenda, along with a complete Sheriff report for that site. Commended the —} Denny's coming into the city; complimented the parade and the Commissioners & �- Blockwatch Captains Dinner extravaganza, and reminded everyone of the upcoming. j winter concert series. .Directed the City Manager to include the Lynwood Public Finance , � Authority and the Lynwood Information, Inc., in the up-coming mid-year budget review �; discussions. Directed staff to investigate the allegations at Bateman Hall regardirig false , ' and duplicate licenses,.and wished everyone a Merry Christmas. I - � � I 2 Byrd Councilman Byrd invited everyone to his house for Christmas Open House on Thursday, December 17, 1998 from!6-10 p.m. � � Sanchez Mayor Sanchez stated Re�development in the city is moving forwazd, and there are a lot of people in the community thaY are not aware of what's going on, because they aze only informed of half truthsl � Discussed a special meeting that he had attended ^with Diane Feinstein and her special interest for development in Lynwood. Stated he is currently working on' street impiovements, solving' employee 'issues to prevent lay-offs and working with the City Manager and the City Attorney to resolve legal matters. 'Directed � the City Manager to investigate the misuse of liquor license duplicating at Bateman Hall. � Discussed negative comments. made during public orals regarding an incident at the Marketplace, and stated he does not recollect this conversation. Stated individuals need to get with the program and stop picking fights at each comer. Commended the beautiful pazade and the beautiful float submitted by the Latino Coalition. Advised the Latino Coalition President, Mr.lMazquez to follow through with his complaint on the:incident which occurred that not `oniy distracted a driver in the pazade, but also endangered the children that were in ;the parade. Commended the Commissioners & Blockwatch Captains Dinner. Also discussed tree trimming complaints, emergency trimming that has been requested, graffiti� iemoval, and stated he would like to see the graffiti� removal handled more quickly.� j Discussed the importance of jobs for young adults in the community, and special.�programs for youth employment that he is currently working on. Informed members of the audience that at the beginning of the meeting council conducts public orals, and that is the designated time for thei'r comments, and hopes that_the audience abides by these iules, because he does not like to have anyone removed from the chambers.
