FEBRUARY 16.1999 The CiTy Council of the City of Lynwood met in a Regulaz Session in the Ciry Hall, 11330 Bu11is Road, on the above date at 6:15 p.m. • Mayor Sanchez presiding. Councilman Byrd, Rea, Reyes, Richazds and Sanchez answered the roll call. Stated Councilman Reyes needs to stop waiving fees at Bateman Hall, and he was informed of another event this past Sunday which was supported b�y;the "King of Waivers". � 4arquez Lawrence Mazquez 11'148 Harris stated it is hard to tell who the bad guys aze anymore, bbacco issue and with regard to the tobacco issue, is not in favor of individuals that legislate on their �- own behalf without thinking of who they're hurting. Gloria Santos, mother,.of Julio Castillo, wants to see.ifthere is a way to work with our lio Castillo's children and find ways to take the weapons away, before our kids get hurt. There are ther ways to discipline our•children through jails, and not through man's justice. . iooper City Clerk Hooper read aloud the following letter: , To Whorte It May �Concem: My name is Juan Figueroa. I have heard many allegations and accusations about the recall of our Mayor Ricazdo Sanchez. But I have not heard about the secret meetings that Mr. Sanchez was invited to attend in which they tried to bribe him. Persons §uch as Mr. Francisco Leal, Arturo Reyes, Armando Rea; Senator Richard Polanco, Mark Kuddler and others whom at tliis time I can not recall their names. For your infortnation one time that I was riding along with Mr. Sanchez in his '"� car. He recsived a call to his pages which he answered from his car phone. I was very i � surp�ised to hear that the person on the other line was Mr. Mark Kuddler. He saidYhat � his father had invested his entire life savings into the REA REYES SANCHEZ JONES campaign. Mr. Sanchez told him that he knew nothing about that because, because he , had never received any money. He then asked Mr. Kuddler if atany time he had'handed � him.any money or, given him a check? Mark then told Mr. Sanchez "You -------- me "' Sanchez., if you'want war, I'll give you,war!" I have been close to Mr. Sanchez and I have seen and heard.many other conversation such as this one. Another occasion was when Francisco L"ean invited Mayor Sanchez to the B Bicycle Club. .There he stated that he personally wrote and submitted the recall petition. He wanted to apologize for that now because the recall was not intended for him, but for Paul Richards. He also wanted to apologize for auttiorizing the sign outside city hall when Mayot Sanchez went fo Puerto Rico. He went on to say that Armando Rea had asked him for the disk where the recall was written,so that he may change the format and use it against him. While ] was . having a drink which Mr. Leal had,treated me to, I continued to listen to the propositions that Mc Leal made to Mr. Sanchez. Mr. Leal then offered to buy my dinner, I believe it ` was so that I would have something else to do besides listen in on their conversation. One of the statements�that I remember clearly of that night, is when`he told Mr. Sanchez that he would be once again ciry attorney of Lynwood in approximately 9 months. 1 also remember that Mr. Sanchez once went with Mr. Leal to another me.;ting where the removal of Mr. Faustin Gonzales and Mr. Francisco Leal was discussed. 7 forgot to mention that in the comersations at the Bicycle Club, Mr. Leal would ask Mr. Sanchez { � i . to give him his job back. Also at the end of the meeting, he warned MR. Sancfiez to take � j care of himself 6ecause they were very strong and powerful people. I also recall �' . attending a meeting that Mr. Leal conducted along with senator Richard Polanco in which Mayor Armando Rea and Mayor Pro-Tem Ariuro Reyes were present. At this meeting they bribed�Mc Sanchez by telling him that if he did not give back Mr. LeaPs job and Faustin,Gonzalez' job he was going to havea lot of problems. These conversations went on for hours because Mr. Sanchez would not be bought by these . persons. I would like to mention that these conversations were in spanish. I have heard on several occasion the violations of the Brown Act. How is that Armando Rea and Senator Richard Polanco being involved in the political arena for so many years did not � 2 , ► 019 ' know that they were violating the law? And what about Mr. Francisco Leal who has to Hooper - advise about these laws? Does he also ignore the Brown Act? 1 demand that each of the ' signatures of the recall be investigated, because of the tactics used and also because of . the people who are imolved physically, mentally and monetarily in this recall effort against Mayor Ricardo Sanchez. I also demand that a thorough investigation of what are the interest of some organization and politicians such as Carl Washington, Margaret ,` Araujjo, Rachel Chavez, Arturo Reyes, Armando Rea, and our famous Senator Richard Polanco. NOTE: the meeting that senator Polanco attended with the other officials has been recorded on videotape and I have those tapes in my possession. If anything were to happen to my family or any of my property, the before mentioned people, I hold �-"� responsible to the highest degiee possible.
