p.m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City .

Pastor Darrel Kelty , Commun ity of Christ , prov ided the invocation .
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #161 provided a flag ceremony and led those p re sent in the
Pledge of Allegiance .
5 . CEREMONIAL MATTERS-PRESENTATIONS
A . TOURNAMENT OF ROSES QUEEN V ICTORIA CASTELLANOS
Mayor Yu and City Council congratulated Queen Castellanos for being
selected as queen of the royal court for Pasadena 's 128th Tournament of
Roses and presented her with a certificate of recognition .
B . TEMPLE CITY CHINESE AMERICAN ASSOCIATION
Mayor Yu and City Council thanked the Temple City Chinese American
Association for their partnersh ip in hosting the City's Lunar New Year
Celebration and presented the asso ci ati on with a cert ificate of recognition .
C. TEMPLE SHERIF F STATION VOLUNTEER PATROL PROGRAM
Sheriff Deputy Harri ngton prov ided information about the Temple Station 's
Volunteer Patro l Program .

Liz Powell , Temple City Relay for Life , and members thanked City Council for
their continua l support for the Temple City Relay for Life .
Jessica Huang , Temple City Youth Committee , updated City Counc il on the
Teen Youth Disaster Training in January .
Lucy Liou , Temple City resident/Neighborhood Watch Area Leader, commented
on the Ne ighborhood Watch program .
Steve Stafford , Temple City resident , commented on the recen t rainstorm .
Jerry Jambazian, Temple City business owner , made comments regarding the
slain police office in Whittier , Keith Boyer.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve Minutes of Regular City
Council Meeting of February 7 , 2017 .

B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACT IONS -
MEETING OF FEBRUARY 8 , 2017
The City Co uncil is req uested to rece ive and file actions of the Regular
Transportation and Public Safety Commission Meeting of February 8 , 2017.
Act ion : Received and filed.
C . CO -SPONSORSHIP OF THE 2017 RELAY FOR LIFE OF TEMPLE CITY
The American Cancer Society is a nationwide , community-based , voluntary
hea lth organization dedicated to elim inating cancer as a major health problem
through research , education , advocacy , and service . They are once again

requesting the Ci t y to co -sponsor t he Relay for Life of T e mple City.
Action:
1. Approved a request from the Ameri c an Cance r Society to co -sponsor the
Relay for Life of Temple City on June 24-25 , 2017 ; and
2. Waived all f ees and depos its associated w ith the installment of a
promotional event street banner, and use of the Temple City
Performance Arts Pavilion and C ity Hall Commu ni ty Room .
D . ADOPTION OF RESOLUTION AMENDING THE PERSONNEL RULES FOR
FULL TIME EMPLOY EES
The City Council is requested to amend the Personnel Rules to reflect current
p racti ces . The proposed changes wi ll ensure the C ity is i n comp li ance with
State and Federal law.
Action : Adopted Resolution No . 17-5235 amending the
Personnel Rules for full time employees .
E. COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) FOR THE Y EAR
ENDED JUNE 30 , 20 16
A CAFR is a set of United States government financia l statements compris ing
the financial report of a state, municipal or other governmental entity that
complies with the accounting requirements created and circu lated by the
Governmenta l Accounting Standard s Board . The CAFR accounti ng struct ure
prov ides for standa rd ization financial reporting .

A. APPEAL OF THE PLANNING COMMISSION 'S DECISION DENYING A
CONDITIONAL USE PERMIT TO ESTABLISH A 7,891 SQUARE FOOT
KARAOKE TELEVISION (KTV) BUSINESS IN THE CAMELLIA SQUARE
SHOPPING CENTER, LOCATED AT 9055 LAS TUNAS DRIVE , UNIT 125
Property owner of Camellia Square has withdrawn their consent for the KTV
appl ication . C ity considers the app lication withdrawn and no action is
required by the City Council.
Councilmember Fish made a motion to receive and file the withdrawal of a
public hearing for a conditional use permit to establish a karaoke te levision
business in the Camellia Squa re Shopping Center. Seconded by
Councilmember Man and carried by the following votes :

A. FISCAL YEAR (FY) 2016 -17 MID -YEAR BUDGET REVIEW , TREASURER'S
REPORT , REVENUE , EXPENDITURE AND CAPITAL PROJECT SUMMARY
REPORTS
The Mid-Year Budget review process provides the City Council with an
opportunity to review and adjust original revenue projections and budgeted
appropriations based on six months of actual activity.
Administrative Services Director Hause provided a summary of the m id-year
budget review and related reports .
Mayor Yu opened public comment. Hearing no request to speak , Mayor Yu
closed public comment.
Councilmember Chavez made a motion to receive the FY 2016 -17 Mid-Year
Budget Review and re la ted reports and authorize staff to rev ise various
budgeted appropriations. Seconded by Councilmember Man and carried by
the following votes:

B . DIRECTION REGARDING CURB ADDRESS MAINTENANCE
Property addresses painted on curbs are commonly used to identify
properties . While the City has historically maintained them , there is a
substantial cost to do so . Allow nonprofit organ izations to pa int curb
addresses as a pub lic service is an alternative to save City funds while
continuing to maintain the addresses .
Community Deve lopment Director Forbes gave a summary of the staff report.

Jerry Jambazian , Temple City business owner, spoke against having a non-
profit paint the curb add resses .
Steve Stafford , Temple City resident , spoke in favor of hav i ng the curb
addresses repaint ed .
Lucy Liou , Temp le City resident/Neighborhood Watch Area Leader,
commented on the importance of prope r identifi cat i on for the non-profi t if
allowed by the City to repa int the curb addresses .
Jim Cl ift , Temple City resident, commented on the importance of using qual ity
paint for repainting the curb addresses .
Hearing no further request to speak , Mayor Yu closed public comment.
Councilmember Chavez made a motion referr ing th is item back to the
Faci lities , Publ ic Works , and Infrastructure Ad Hoc Comm ittee and for staff to
bring back recommendations to C ity Council. Seconded by Counci lmember

City Manager Cook talked about the proactive/preventative measures the City took
to prepare for the ra in storm . He also commented on a meeting hosted by San
Gabrie l Valley Council of Government relating to earthquake preparedness .

Request for Proposal for actuarial post-employment benefits .

they provide and acknowledged the risks they are exposed to everyday. She
invited the public to attend the Camellia Festiva l.
C . COUNCILMEMBER MAN
Commented about Senate Bill 415 (prohibiting a local government, beginning
January 1, 2018 , from holding an election on any date other than a statewide
election date if doin g so in the past has resul ted in turnout that is at least 25

percent below the average turnout in that jurisdiction in the last four statewide
general elections ) and requested staff to bring more information to City
Council at a future City Council meeting .
D. MAYOR PROTEM STERNQUIST
Shared the San Gabriel Valley Council of Government has given their support
for Measure H and t hat Foothill Trans it is in the process of rest ructu rin g their
fares to be in line w ith Metro Transit fares . She also commented on the Lunar
New Year Celebration .
E. MAYOR YU
Commented on the proactive/preventative measures the City took to prepare
for the ra insto rm . He also invited the publ ic to attend the upcom ing State of
the City on March 7 at 6 :30 p .m . in the Council Chambers.
