Recomm endation: Approve Item s A through H per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve Minutes of: 1. Special City Council Meeting of March 21, 2017; 2. Regular City Council Meeting of March 21, 2017; and 3. Special City Council Meeting of March 29, 2017. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file: 1. Actions of the Regular Planning Commission Meeting of February 28, 2017; and 2. Actions of the Regular Planning Commission Meeting of March 14, 2017. Recommendation: Receive and file. C. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF MARCH 15, 2017 The City Council is requested to receive and file actions of the Regular Parks and Recreation Commission Meeting of March 15, 2017. Recommendation: Receive and file. D. AWARD OF A FIVE YEAR LEASE/PURCHASE AGREEMENT TO RICOH FOR FOUR COPY MACHINES The City Council is requested to consider a new proposal from Ricoh for replacement of the current copy machine due to new technology and the age of the current copy machines. Recommendation: 1. Award a five year lease/purchase agreement with Ricoh for four copy machines; and City Council Agenda April 4, 2017 Page 3 of 7 2. Authorize the City Manager to finalize and execute the lease/purchase agreement with Ricoh. E. APPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH VAVRINEK, TRINE, DAY & COMPANY, LLP FOR PROFESSIONAL AUDIT SERVICES City Council is requested to approve the amendment to the agreement with Vavrinek, Trine, Day & Company, LLP for professional audit services. Recommendation: Consider a recommendation from the Audit Standing Committee to authorize the City Manager to enter into a first amendment to the agreement for professional audit services with Vavrinek, Trine, Day & Company, LLP for Fiscal Year 2016-17. F. ADOPTION OF RESOLUTION NO. 17-5243 CONFIRMING MAYOR’S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS City Council is requested to confirm Mayor’s appointment of Councilmembers to represent City of Temple City at meetings of other governmental agencies or community organizations. Recommendation: Adopt proposed Resolution No. 17-5243 confirming Mayor’s appointment of Councilmembers to serve as delegates and alternates to other agencies or organizations. G. ADOPTION OF RESOLUTION NO. 17-5244 AMENDING THE CITY’S RECORDS RETENTION SCHEDULE The proposed changes (i.e., addition of records that were previously not identified with retention dates, update to certain legal citations, and clarified records descriptions) to the retention schedule is necessary to ensure the City is in compliance with changes in State law and guidelines issued by the California Secretary of State. Recommendation: Adopt Resolution No. 17- 5244 adopting the City’s amended Records Retention Schedule. H. ADOPTION OF RESOLUTION NO. 17-5245 APPROVING PAYMENT OF BILLS City Council Agenda April 4, 2017 Page 4 of 7 The City Council is requested to adopt Resolution No. 17-5245 authorizing the payment of bills. Recommendation: Adopt Resolution No. 17-5245. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS – None 10. NEW BUSINESS A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1023, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, AMENDING SECTION 2-3A-3 OF ARTICLE A OF CHAPTER 3 OF THE TEMPLE CITY MUNICIPAL CODE, CLARIFYING THE LIST OF POSITIONS EXCLUDED FROM CITY SERVICE City Council is requested to introduce the proposed Ordinance No. 17-1023 removing the title of Executive Assistant to the City Manager from the list of exempted positions that are excluded from the City services and add Administrative Assistant to the City Council and City Manager to that list. Presentation: Administrative Services Director Recommendation: 1. Introduce Ordinance No. 17-1023 for first reading by title only; 2. Waive further reading of Ordinance No. 17-1023; and 3. Schedule second reading and adoption of Ordinance No. 17-1023 on April 18, 2017. B. DISCUSSION ON THE POSSIBLE REPLACEMENT OF A MONUMENT AT LAS TUNAS DRIVE AND BALDWIN AVENUE City Council is requested to hold a discussion regarding the possible replacement of a monument at the intersection of Las Tunas Drive and Baldwin Avenue in the City of Arcadia. Recommendation: 1. Discuss the possibility of replacing the City monument at the intersection of Las Tunas Drive and Baldwin Avenue in the City of Arcadia; and 2.
