Councilmember Byrd, Reyes, Richards, Sarichez answered roll ca1L Councilmember Rea was absent. ,.� Also present were Interim City Manager Davis, City Clerk Hooper, City Treasurer • ` i PYgatt. � City Clerk Hooper announced the Agenda had been duly posted in accordance with The -. Brown Act. City Clerk Hooper announced roll call open City Council, Lynwood Redevelopment ' Agency, Lynwood Information Inc., Lynwood Public Finance Authority. Interim City Manager explained the purpose of this meeting was to continue the with ' budget session. Each Department will make a presentation. � Director of Administrative Services Earnest stated Department Heads will give a brief 2=3 minute presentation to discuss changes in tfie budget. Council Discussion � Interim City Manager Davis states there are changes from mid-year �to the actual Budget, ��s but they are only minor changes. . $� ��`� City Clerk Hooper stated that there are basically no changes from the mid-year budget with the exception of an Office Assistant I to be full-time. Councilman Richards questioned if the Project Manager was only for Special �� - . ' Assignment? , �' �. Interim City Manager Davis answered it is only for special assignments. Assistant to City Manager Hempe stated there is only one change in the City Manager's �� -- which is Office Assistant I to 2(two) full=time Office Assistant I. Also answered � j � questions regar,ding City Attomey being under the, City Manager. � � . v Councilman Reyes stated the City.Attorney should be incoherent with the City Manager which the City Attorney should answer to the City Manager. Interim City Manager Davis �stated the City'Attorney is appointed and works with Council. - Councilmember Richards stated Council wants different approach with the City Attorney. � Council normally goes through the City Manager since the City Manager works on behalf ��, of the Council. � � � . I _. i' 'Y �;�•� Councilman Byrd stated ;that the City Attarney is on an independent contract. �� Councilman Reyes stated that the City Attorney should be working closely with administration and should be a bond with City Manager and Council. City Attorney Thever stated he works with the City Manager and Council. Councilman Richazds questioned the Fire Marshall position? Interim City Manager stated he will check again with the Prevention Specialist. I 1 � E i Director of Administrative Services Earnest's only change was with� the Secretary to � Executive Assistant. � '. � Councilman Reyes asked if the Business License Representative could go out in the field �� ��� to check for business licenses? � Directar of Administrative'Services Earnest stated that Business License coordinates with Code Enforcement regarding businesses that are not licensed.
