SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF FEBRUARY 28,
2017
RECOMMENDATION:
The City Council is re quested to receive and file the Planning Commission
(Commission) actions from their meeting of February 28 , 2017 .
BACKGROUND:
On February 28 , 2017 , th e Commission held their regularly scheduled meeting .
ANALYSIS:
The following is a summary of actions taken at the February 28 , 2017 meeting :
1. ROLL CALL:

2. CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of January 24 ,
2017 .
3. PUBLIC HEARING
A. A PROPOSED ZONING CODE AMENDMENT TO THE TEMPLE CITY
MUNICIPAL CODE (TCMC) TITLE 9 , CHAPTER 1 (ZONING CODE) TO
MODIFY REGULATIONS PERTAINING TO ACCESSORY DWELLING
UNITS AND ADMINISTRATIVE CHANGES TO TITLE 5 AND 9 OF THE
TCMC TO CARRY OUT THE PROVISIONS OF THIS AMENDMENT
The Commission recommended that the City Council adopt the proposed
Ordinance with the following add iti ona l recommendations: that a detached
Accessory Dwelling Unit (AD U) is only allowable in the rear 50 percent of the
property, a newly constructed detached ADU is required to have a 10 foot
rear yard setback , there shall be a maximum of two accessory structures per
property, all ADU 's shall have access to open space and be distinct by
design and adjacent to the structure , and that the cumulat ive square footage
for accessory structures shall not exceed 1,800 square feet. Adoption of the
proposed ordinance would bring the City into compliance with Assembly Bill
2299 and Senate Bill 1069 .
B. ADOPTION OF TRAFFIC RELATED THRESHOLDS OF SIGNIFICANCE
FOR REVIEWING PROJECTS IN COMPLIANCE WITH THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA)
The Commission recommended that the City Council adopt the proposed
traffic related thresholds of significance . The purpose of the proposed
thresholds is to eliminate a common practice of using the County of Los
Angeles ' traffic thresho lds of significance and to develop a more sensitive
approach to traffic planning so that streets with different purposes , functions,
and in different neighborhoods have different thresholds. The
recommended thresholds of significance will not in crease traffic in the city;
instead they modify how traffic will be studied in the future .

Planning Manager Reimers updated the Commission that the proposed karaoke
establishment has withdrawn their application and that Kanghodong Baekjeong
(the Korean BBQ restaurant) will go before the City Council to have their hours of
operation reviewed . He announced that over 150 cases have been opened by
Community Preservation and 90 percent of those cases were proactive (staff
initiated). He stated that Community Preservation primarily focused on holiday
lights and is currently seeking overgrown vegetation .

The Commission meeting was adjourned at 9:06 p.m.

Reviewing the Commission actions of February 28 , 2017 , furthers the City's Strategic
Goals of Citizen Education and Communication .

This item does not have an impact on the Fiscal Year 2016-17 City Budget.
