APPROVAL OF ON -CALL LIST FOR HOUSING REHABILITATION PROGRAM, PROJECT MANAGEMENT, PLANNING AND ENVIRONMENTAL, REDEVELOPMENT AND HOUSING SERVICES Comments: On October 18, 2010 Agency staff issued a Request for Qualifications (RFQ) for professional consulting services for the Housing Rehabilitation Program, Project Management, Planning and Environmental, Redevelopment and Housing Services. In approving these firms to serve on an on -call basis, the Agency is not obligated to use their services; rather, the list is intended to identify firms whom staff believes have the minimum required experience to provide services to the City and to expedite the proposal process. Background: On October 18, 2010 Agency staff issued a Request for Qualifications (RFQ) for professional consulting services for the Housing Rehabilitation Program, Project . Management, Planning and Environmental, Redevelopment and Housing Services. Discussion & Analysis: Four firms submitted Statements of Qualifications (SOQ). The Redevelopment Department initiated the RFQ in order to produce a list of qualified firms to be used for on -call or as needed services. Staff has reviewed the submitted SOQ's and is recommending all four firms for approval for the on -call list as all firms are qualified to provide professional services within their discipline. It is requested that the on -call professional service list be approved and remain active for a period of three years. Compliance with Statutes, Ordinance, and Regulations .... 8 City of Lynwood RFQ - Page 1 Professional Services Request for Qualifications Professional Services City of Lynwood Redevelopment Agency Request for Qualifications (RFQ) for Professional Services INSTRUCTIONS TO SUBMITTERS QUALIFICATION SUBMITTAL REQUIREMENTS AND CONDITIONS: A. GENERAL It is the intent of the City of Lynwood Redevelopment Agency (Agency) under this RFQ to obtain the qualifications of firms that have the ability to provide a variety of services related to programs that are funded with Federal and Redevelopment funds. These services include, but are not limited to HUD Programs such as HOME, CDBG, and NSP; Housing Rehabilitation Programs; miscellaneous housing programs and projects; project and construction management of Redevelopment funded projects; and other Redevelopment Agency activities as requested. The Agency requests that firms submit their qualifications for review and Agency approval. Qualifications shall be submitted to the Agency and completed in the manner and form indicated herein. Qualifications presented otherwise may not be considered. Each proposal so submitted must be filed prior to the time, and at the place designated in the Notice Inviting Qualifications. A proposal so presented, however, may be withdrawn by the bidder, provided the request therefore is made in writing, is signed by the bidder or their authorized representative, and is filed prior to the time fixed for the final filing of proposals. The withdrawal of a proposal does not prejudice the right of the bidder to file a new proposal, provided it is in accordance with the Notice Inviting Qualifications. City of Lynwood RFQ - Page 2 Professional Services Request for Qualifications Professional Services B. SCOPE OF SERVICES The items to be included in the Scope of Work are attached. This list is not inclusive of requirements based on unforeseeable program changes initiated by the Agency. All work items will be carried out in conjunction with Agency staff direction, input, and review. 1. Description of Duties The selected consultant will provide project management assistance in support of the Agency's Federal and Redevelopment Agency funded activities in accordance with all applicable guidelines and requirements. The scope of services shall include, but not be limited to, the following. • Housing Rehabilitation Program: This task calls for the administration and implementation of the City's HOME funded Housing Rehabilitation Program. This task is estimated to require a minimum of 20 hours per week of consultant services. • Housing Services: This task calls for the implementation of a variety of housing related tasks and will require a minimum of 20 hours per week of consultant services. • Project Management Services: This task calls for the consultant to provide Project Management duties on a variety of projects as assigned by the Director of Redevelopment. This task will be provided by the consultant on an as needed basis. • Planning and Environmental Review Services: This task calls for the consultant to assist the City in planning related activities to include coordinating with the Planning Department on the entitlement and environmental process for Redevelopment funded activities. This task will be provided by the consultant on an as needed basis. • Miscellaneous Redevelopment Agency Activities: Provide other miscellaneous Redevelopment Agency assistance to the Director or staff members on an as needed basis. City of Lynwood RFQ - Page 3 Professional Services Request for Qualifications Professional Services C. QUALIFICATION CONTENT Your SOQ should be submitted in the following format: 1. Description of Firm Describe your firm, including your area of specialization; number of employees; if it is a Corporation, the state in which it in incorporated; the number of years that it has been in business; and if the firm is a certified MBE/WBE. 2. Prior Related Firm Experience Firms must be thoroughly competent and capable of satisfactorily performing the scope of work covered by this proposal. A description of the firm's or individuals related work experiences should be indicated, particularly with regard to managing projects of similar size, nature and funding sources. 3. Staffing Firms must have the ability to provide the necessary staffing to complete the various services noted in the RFQ. The RFQ provides the approximate number of hours required for task that requires on -site staffing and notes as requested for all others. Provide the names and backgrounds of the individuals who will be providing the actual services to the City. Include their prior experience performing services related to the administration of federal and redevelopment programs. 4. Client References Client references must be included, with a brief description of services provided, dates of activity, and the name of a contact person and phone number for each referenced job. 5. Cost and Pricing City of Lynwood RFQ - Page 4 Professional Services Request for Qualifications Professional Services This section shall include the proposed staff hourly rates, plus overhead, travel and additional project costs. The cost and pricing portion of the SOQ should be submitted in a sealed envelope labeled "Cost and Pricing." D. EVALUATION MATRIX/AWARD The award of the contract will be made to the most qualified bidder who complies with all the prescribed requirements. The Agency may at its discretion, select more than one firm to provide the services requested. Until an award is made, the Agency reserves the right to reject any and all submittals, and to waive any technical errors, irregularities, or discrepancies, if to do so is deemed to serve the best interests of the Agency. In no event will an award be made until all necessary investigations are made as to the responsibility and qualification of the firm or individual to whom it is proposed to make such award. • Consultant's demonstrated experience in administering and implementing the activities noted in the Scope of Services. • Consultant's ability to perform any or all of the services being requested by the City. • The cost and pricing of the consultant to provide the requested services. • If the consultant is a registered MBE/WBE firm. These criteria should not be construed so as to limit other considerations which may become apparent during the course of the review and selection process. The City reserves the right to reject any SOQ. In the event that further clarifications are required, on -site interviews may be conducted. Recommendations may be forwarded to the Redevelopment Agency Board and /or City Council for final selection and award. SUBMITTAL DEADLINE To be considered, SOQs must be submitted no later than 3:00 p.m., November 1, 2010 to the City of Lynwood Redevelopment Agency, 11330 Bullis Road, Lynwood, CA 90262. POSTMARKS WILL NOT BE ACCEPTED. Please submit two copies of the SOQ. All questions concerning this RFQ should be directed to Sarah Withers, Director of Redevelopment at (310) 603 -0220 x 317. F. AGREEMENT The selected individual /firm will be required to enter into an agreement with the Agency. The agreement will require that the selected individual /firm comply with all Agency requirements. The agreement with the Agency will be based on an hourly basis. The Agency may establish a not- to- exceed amount. An agreement with the selected bidder shall be signed and returned to the Agency within fifteen (15) days after it has been delivered or mailed to the successful bidder, or their authorized agent. No submittal shall be considered as being binding upon the Agency until the agreement is fully executed, and failure of the awardee to properly execute the awarded agreement shall be just and sufficient cause for annulment of the award by the Agency. G. DISQUALIFICATION OF SUBMITTAL More than one submittal for the same work from any individual, firm, partnership, corporation or association under the same or different names will not be accepted. Reasonable grounds for believing that any individual or firm is interested in more than one submittal for the work will be cause for rejecting all submittals in which such bidder is interested. Apparent collusion among individuals or firms will likewise be sufficient cause for rejecting any or all submittals, and the participants in such collusion may be barred from future submittals. Proposals that are incomplete may be rejected. City of Lynwood RFQ - Page 6 Professional Services Request for Qualifications Professional Services GENERAL PROVISIONS A. EXAMINATION OF REQUESTS FOR QUALIFICATIONS The individual or firm is required to examine carefully the Scope of Work. It will be assumed that the bidder has thoroughly investigated the work to be completed and is satisfied as to the conditions to be encountered and as to the quality and quantities of work to be performed. The submission by an individual or firm shall be considered conclusive evidence that the individual or firm has made such examination. SUBMITTAL FORM All submittals must contain and address all items set forth in Section C - Qualification Contents, under the Instruction to Submitters Section. If the submittal is made by a partnership, the name(s) and address(es) of the general and limited partner(s) and the managing partner(s) must be shown. If made by a corporation, the submittal must show the name of the state under which the laws of the corporation was chartered. All submittals shall be submitted in sealed envelopes bearing on the outside the name of the individual or firm, their address, and labeled "Qualifications For Professional Services." The cost and pricing portion of the SOQ should be submitted in a sealed envelope labeled "Cost and Pricing." It is the sole responsibility of the individual or firm to ensure that the submittal is received in a timely manner. Any submittals received after the scheduled closing time for receipt of submittals will be returned to the individual or firm unopened. REJECTION OF QUALIFICATIONS CONTAINING ALTERATIONS, ERASURES, OR IRREGULARITIES Qualifications may, at the Agency's sole discretion, be rejected if they contain any alterations, additions, erasures, conditional terms or alternatives, are incomplete, show any irregularities of any kind, or contain any additions or conditional or alternate qualifications that are not called for or otherwise permitted. The Agency reserves the right to reject any and all proposals. D. LABOR DISCRIMINATION No discrimination shall be made in the employment of persons because of race, color or religion in violation of this section. Such violation is subject to all penalties imposed for violation of Chapter 1 of Part VII, Division 2 of the Labor Code, in accordance with the provisions of Section 1753 thereof. E. COMPLIANCE WITH APPLICABLE STATUTES, ORDINANCES, AND REGULATIONS The bidder shall comply with all applicable Federal, State, County, and City statutes, ordinances, and regulations.
