CALL TO ORDER Mayor Yu called the City Council Regular Meeting to order at 7:40 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Fish, Man, Sternquist, Yu ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Vail, and City Clerk Kuo 3. INVOCATION ' Pastor David Palmer, First United Methodist Church, provided the Invocation 4. PLEDGE OF ALLEGIANCE Boy Scout Troop #1212 provided a flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS — PRESENTATIONS A. PET OF THE MONTH Gosia Jaszczur, San Gabriel Valley Humane Society volunteer, introduced the featured pet of the month "Arnie". Those interested in adopting Arnie can call the San Gabriel Valley Humane Society at (626) 286-1159. B. CHINESE AMERICAN PILOT AND AIRCRAFT OWNER ASSOCIATION Mayor Yu and City Council recognized the Chinese American Pilot and Aircraft Owner Association, the association pilots and Fulgent Genetics Inc., for sponsoring the flyover during the City's Veteran's Day Celebration on November 11. 2016. ' C. EAGLE SCOUT RECOGNITION Mayor Yu and City Council recognized Matthew and Shawn Keelin for achieving the Eagle Scout rank and presented them with certificates. ARBOR DAY PROCLAMATION ' Mayor Yu and City Council proclaimed March 7-14 Arbor Week and presented the Arbor Week proclamation to City's Lead Tree Trimmer, Rob Cruse. E. ARBOR DAY POSTER CONTEST WINNERS Parks and Recreation Manager Lawson gave a brief overview of the poster contest and announced upcoming Arbor Day Celebration on March 8. Mayor Yu and City Council presented certificates to the winners of the poster contest. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Yoko Igawa, Foothill Transit Public Affairs Manager, introduced herself and invited the public to learn more about the services provided by the Foothill Transit. 7. CONSENT CALENDAR ' Councilmember Chavez made a motion to approve the Consent Calendar. Seconded by Mayor Pro Tem Sternquist and carried by the following votes: AYES: Councilmember— Chavez, Fish, Man, Sternquist, Yu NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve Minutes of: 1. Special City Council Meeting of February 21, 2017; 2. Regular City Council Meeting of February 21, 2017; and 3. Special City Council Meeting of February 22, 2017. Action: Approved. B. PARKS AND RECREATION COMMISSION ACTIONS — MEETING OF FEBRUARY 15, 2017 The City Council is requested to receive and file actions of the Regular Parks ' and Recreation Commission Meeting of February 15, 2017. ADOPTION OF RESOLUTION NO. 17-5238 ORDERING THE ENGINEER'S REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR (FY) 2017-18 Pursuant to the 1972 State Lighting and Landscape Act, an engineer's report must be prepared for each fiscal year in which assessments are levied and collected for the City's Lighting and Maintenance District. Action: Adopted Resolution No. 17-5238 ordering the preparation of the Lighting and Maintenance Assessment District Annual Engineer's Report for fiscal year 2017-18. D. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash Report. Action: Received and filed report. E. ADOPTION OF RESOLUTION NO. 17-5239 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 17-5239 authorizing the payment of bills. Action: Adopted Resolution No. 17-5239. Mayor Pro Tem Sternquist and Councilmember Fish recused themselves from the public hearing item due to potential conflict of interest at 8:09 p.m. 8. PUBLIC HEARING A. ADOPTION OF TENANT RELOCATION PLAN Adoption of the final Tenant Relocation Plan for City -owned properties at 5922 and 5934 Primrose Ave. will allow a relocation advisor to assist tenants in locating a replacement dwelling unit and avail tenant financial assistance for moving costs and rent differential payments. City Manager Cook gave a brief overview of the Tenant Relocation Plan. Assistant to the City Manager Haworth provided a summary of the staff report. City Council Minutes March 7, 2017 Page 4 of 7 Mayor Yu opened public hearing. ' Steve Stafford, Temple City resident, commented on assistance to the current tenants. Hearing no further request to speak, Mayor Yu closed public hearing. Councilmember Chavez made a motion to adopt a final relocation plan for the displacement of tenants from City -owned properties at 5922 and 5934 Primrose Ave.; authorize the City Manager to amend a professional services agreement with Associated Right of Way Services for tenant relocation assistance in an amount not to exceed $31,000; and appropriate $215,000 from the General Fund Unassigned Fund Balance for tenant moving costs and rent differential payments. Seconded by Councilmember Man and carried by the following votes: AYES: Councilmember— Chavez, Man, Yu NOES: Councilmember — None RECUSED: Councilmember — Fish, Sternquist ABSENT: Councilmember — None ' 9. UPDATE FROM CITY MANAGER City Manager Cook commented on the State of the City, Camellia Festival, and City's continued effort in assisting the community during the rain. 13. UPDATE FROM CITY ATTORNEY City Attorney Vail spoke briefly regarding the verdict rendered by the California Supreme Court regarding a case involving City of San Jose pertaining to Public Records Act. 14. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY MEETING At 8:25 p.m., the City Council recessed to the Successor Agency Meeting. RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 8:26 p.m. with three Councilmembers present. 18.
