' CITY COUNCIL AND TEMPLE CITY UNIFIED SCHOOL DISTRICT
THURSDAY, MARCH 9, 2017
1. CALL TO ORDER
Mayor Pro Tem Sternquist called the Special Joint Meeting to order at 6:39
p.m. in the Temple City City Hall Community Room located at 9701 Las
Tunas Drive, Temple City.
2. ROLL CALL —
PRESENT: Councilmember — Chavez, Fish, Man, Sternquist, Yu
(arrived at 6:41 p.m.)
Board Member — Bell, Goold, Knollenbert, Pomeroy,
Marston
ALSO PRESENT: City Manager Cook, City Clerk Kuo, Parks and
Recreation Director Burroughs
' Superintendent Perini, Student Board Member Huang,
and Chief Business Official Sarrail
3. PLEDGE OF ALLEGIANCE
Board President Marston led those present in the Pledge of Allegiance to the
Flag.
4. INTRODUCTION
City Council, Board of Education, school district student representative, City
and school district staff each gave a brief self -introduction.
5. PUBLIC COMMENT —None
6. DISCUSSION ITEMS
A. CONSIDER ESTABLISHING A JOINT PROGRAM SPONSORED BY
THE CITY AND SCHOOL DISTRICT TO PROVIDE JOB
OPPORTUNITIES OR INTERNSHIPS FOR TEMPLE CITY SCHOOL
DISTRICT STUDENTS

Board President Marston gave a brief introduction on the joint program. I Board Member Bell shared his thoughts regarding the proposed joint
program.
Superintendent Perini stated that the objective of the proposed joint
program is to connect the students with local businesses, and
local/regional agencies for career and job training opportunities.
Board Members and City Council commented on the proposed joint
program.
Mayor Yu opened public comment. Hearing no request to speak, Mayor
Yu closed public comment.
Councilmember Chavez made a motion for City Manager Cook to work
with Superintendent Perini and report to the City/School District Standing
Committee. Seconded by Board President Marston and carried by the
following roll call votes:
AYES: Councilmember—Chavez, Fish, Man, Sternquist, Yu
NOES: Councilmember — None
ABSTAIN: Councilmember — None
ABSENT: Councilmember — None '
B. MEASURE S SCHOOL FACILITY PROJECTS UPDATE
Daniel Rodriguez, Project Manager/Telacu Construction Management
Company, provided an update on the school facility projects.
Board Members and City Council asked questions and commented on
the updates.
Mayor Yu opened public comment.
Steve Stafford, Temple City resident, asked about installation of alarms at
each school site.
Dawn Tarin, Temple City resident, asked if there would be a grand
opening when the projects are completed.
Jerry Jambazian, Temple City business owner, made comments
regarding the project updates.

C. PAVEMENT ACTIVITIES ON TEMPLE CITY BOULEVARD
City Manager Cook gave a brief update on the upcoming pavement
activities on Temple City Boulevard in July. Construction is anticipated to
be complete in two and a half months.
City Council and Board Members commented and asked questions
regarding the upcoming pavement activities.
Mayor Yu opened public comment.
Dawn Tarin, Temple City resident, asked about road signs during the
street paving.
Councilmember Fish made motion to receive and file the update.
Seconded by Councilmember Man.
D. SCHOOLS, CITY, AND SHERIFF SAFETY LOCKDOWN PROCEDURES
Superintendent Perini and City Manager Cook shared the procedures of
the City and school district when there is a safety lockdown near or
around the school sites.
' Sergeant Miranda answered City Council and school board questions
regarding safety lockdown (i.e., who is authorized to call for a lockdown
and for what reason, lockdown protocols).
Jerry Jambazian, Temple City business owner, asked questions regarding
the RAPTOR System used by the school sites.
Steve Stafford, Temple City resident, shared that the Fire Department can
also initiate a school site lockdown to handle hazardous materials.
E. HIGHLIGHT OF CITY AND SCHOOL DISTRICT UPCOMING EVENTS
City Manager Cook shared that during a City and School District Standing
Committee meeting, the committee discussed putting together a master
calendar of upcoming City and the School District events to try to avoid
scheduling events on the same dates. This will allow everyone the
opportunity to attend events for both agencies.
Mayor Pro Tem Sternquist invited the Board Members to consider giving a
State of the School Address in conjunction to the Mayor's State of the City
Address.

City Council and Board Members commented on possible State of the '
Schools.
Mayor Yu opened public comment.
Lucy Liou, Temple City resident, shared that the Parents Teachers
Association (PTA) does provide a school district calendar to their
members.
Hearing no request to speak, Mayor Yu closed public comments.
7. PUBLIC COMMENT
Steve Stafford, Temple City resident, shared that the Fire Department is
hiring.
Lucy Liou, Temple City resident, commented on the new crossing guards
near Temple City High School and Oak Avenue Middle School.
8. CLOSING COMMENTS
City Council and Board Members made closing comments.
9. ADJOURNMENT I
The City Council Special Joint Meeting adjourned at 8:27 p.m.
