REGULAR MEETING MINUTES
MARCH 21, 2017
1. CALL TO ORDER
Mayor Yu called the City Council Regular Meeting to order at 7:32 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Fish, Man, Chavez, Sternquist, Yu
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo,
Administrative Services Hause, Community Development
Director Forbes, Parks and Recreation Director Burroughs,
Assistant to the City Manager/Economic Development
Manager Haworth
3. INVOCATION
Jerry Jambazian, Temple City business owner, provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Troop 5141 led those present in the Pledge of Allegiance.
5. CEREMONIAL — PRESENTATIONS
A. OATH OF OFFICE TO APPOINTED COUNCILMEMBERS TOM CHAVEZ AND
VINCENT YU
The City Clerk will administer the Oath of Office to the two appointed
Councilmembers.
B. REMARKS AND PRESENTATIONS
1. Remarks by outgoing Mayor
' Mayor Yu thanked his family and everyone for their support during his term
as Mayor.

2. Presentation to outgoing Mayor by Mayor Pro Tem
Mayor Pro Tem Sternquist, on behalf of the City council, presented outgoing
Mayor Yu with a plaque.
Mayor Pro Tem Sternquist presented a certificate of recognition from
Senator Ed Hernandez to Mayor Yu.
Mayor Sandra Armenta, City of Rosemead, presented a certificate of
recognition to Mayor Yu.
Adam Hsu, Field Representative for State Assembly Member Ed Chau,
presented a certificate of recognition to Mayor Yu,
Anna Iskikian, Field Representative for Congresswoman Judy Chu,
presented a certificate of recognition to Mayor Yu.
C. REORGANIZATION OF CITY COUNCIL
1. City Clerk calls for nominations for election of Mayor
City Clerk Kuo called for nominations for the seat of Mayor. '
Councilmember Chavez nominated Mayor Pro Tem Sternquist for the seat of
Mayor, seconded by Councilmember Man. There were no further
nominations.
Mayor Pro Tem Sternquist was elected Mayor by acclamation.
2. New Mayor calls for nominations for election of Mayor Pro Tem
Mayor Sternquist called for nominations for the seat of Mayor Pro Tem.
Councilmember Fish nominated Councilmember Man, seconded by
Councilmember Yu. There were no further nominations.
Councilmember Man was elected Mayor Pro Tem by acclamation.

On behalf of the City Council, Mayor Yu presented a meeting gavel to Mayor I
Sternquist.

' On behalf of the City Council, Mayor Sternquist presented a gift to Mayor Pro
Tem Man.
5. New Mayor remarks
Mayor Sternquist thanked outgoing Mayor Yu, fellow Councilmembers, her
family, City Commissioners, staff, members of the Temple Sheriffs Station,
and the community for their support. Mayor Sternquist looks forward to
working with her fellow Councilmembers and City staff for the upcoming
year.
6. New Mayor Pro Tem remarks
Mayor Pro Tem Man thanked outgoing Mayor Yu, his family, his fellow
Councilmembers, and the community for their support. Mayor Pro Tem Man
looks forward to working with his fellow Councilmembers and City staff for
the upcoming year.
7. Councilmember Comments
Councilmember Fish thanked outgoing Mayor Yu, her fellow
' Councilmembers, her family, City Commissioners, staff, members of the
Temple Sheriffs Station, and the community for their support.
Councilmember Fish congratulated Mayor Pro Tem Man on his appointment
to the seat of Mayor Pro Tem and Mayor Sternquist for her appointment to
the seat of Mayor.
Councilmember Chavez thanked outgoing Mayor Yu, his fellow
Councilmembers, his family, City Commissioners, staff, members of the
Temple Sheriffs Station, Youth Committee and the community for their
support. Councilmember Chavez congratulated Mayor Pro Tem Man on his
appointment to the seat of Mayor Pro Tem and Mayor Sternquist for her
appointment to the seat of Mayor. He looks forward to the next four years.
Councilmember Yu congratulated Mayor Sternquist and Mayor Pro Tem Man
for their appointments. He recognized the Youth Committee members and
Captain Corrone Jacob. He also announced that Captain Jacob will be
promoted to Commander in April.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
James Cleary, Temple City resident, commented on Arcadia City Council,
' wireless cellular towers in the City, and the City's warrant.
Captain Jacob, Temple Sheriff Station, thanked City Council for their partnership
with the Los Angeles County Sheriffs and City Manager Cook for his support.

7. CONSENT CALENDAR '
Mayor Sternquist pulled Item D for public comment.
Councilmember Chavez made a motion to approve the remainder of the consent
calendar items. Seconded by Mayor Pro Tem Man and carried by the following
roll call votes:
AYES: Councilmember- Chavez, Fish, Yu, Man, Sternquist
NOES: Councilmember- None
ABSTAIN: Councilmember- None
A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of Special City Council Meeting of March 7, 2017;
2. Minutes of Regular City Council Meeting of March 7, 2017; and
3. Minutes of Special City Council Meeting of March 9, 2017.
Action: Approved. ,
B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS —
MEETING OF MARCH 8, 2017
The City Council is requested to receive and file actions of the Regular
Transportation and Public Safety Commission Meeting of February 28, 2017.
Action: Received and filed.
C. ALLOCATE ADDITIONAL UNPROGRAMMED COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR (FY)
2016-17
The City has additional CDBG funds due to loans paid back. City staff
recommends appropriating $20,000 to the Handyworker Program for FY
2016-17. The City expended a majority of the funds and has two additional
residents interested in the grant.
Action: Authorized the City Manager to appropriate
$20,000 of Unallocated CDBG funds to the
City's Handyworker Grant Program for FY '
2016-17.

E. ADOPTION OF A NEW CLASSIFICATION FOR ADMINISTRATIVE
ASSISTANT TO THE CITY COUNCIL AND CITY MANAGER, AND
APPROVAL OF THE RELATED SALARY RANGE
As a result of the changing staff needs in the Management Services
Department, it is recommended a new classification be established for
administrative assistant to the City Council and City Manager.
Action: Adopted Resolution No. 17-5241 amending the
Employee Classification Plan by adding the
classification of Administrative Assistant to the
City Council and City Manager, and approving
the related salary range.
F. VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card
Report.
Action: Received and filed report.
G. ADOPTION OF RESOLUTION NO. 17-5242 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 17-5242 authorizing
the payment of bills.
Action:
Adopted Resolution No. 17-5242.
Consent Calendar Item D was pulled for public comment.
D. ACCEPTANCE OF WORK FOR THE TEMPLE CITY VETERANS
MEMORIAL PROJECT AND AUTHORIZATION TO FILE THE NOTICE OF
COMPLETION
Construction of the Temple City Veterans Memorial has been completed. The
City Council is requested to accept the work performed by Green Giant
Landscape, Inc. and authorize the City Clerk to file the Notice of Completion.
Jerry Jambazian, Temple City resident, expressed concern about the lights on
the Veteran Memorial being out.
' City Manager Cook shared that there is a one year guarantee on the work
completed by Green Giant Landscape, Inc.

Action:
1. Accepted the work performed by Green Giant Landscape, Inc. on the
Temple City Veterans Memorial Project, CIP No. P16-02;
2. Authorized the City Clerk to file the Notice of Completion for recordation
with the County of Los Angeles Registrar -Recorder; and
3. Released the 5% retention payment 30 days after recordation.

Congratulated Mayor Sternquist for her appointment to the Mayor seat. Thanked '
Mayor Yu for his leadership and the work he has done. Also thanked and
recognized Captain Jacob for her partnership and support to the City.

appointment tonight and is looking forward to working with his Council
colleagues.

Commented on the recent police activities in the City and the effect of social
media. Shared that she lost her wallet during the Camellia Festival but it was
returned to her mailbox without anything missing.
C. COUNCILMEMBER MAN
Thanked and recognized Commander Jacob for her leadership and the
commitment of the Sheriff team to the community.
D. COUNCILMEMBER STERNQUIST
Thanked everyone for attending the Council meeting.
