PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

A. APPROVAL OF MINUTES
The City Council is requested to review and approve Minutes of Regular City
Council Meeting of April 4, 2017.
Recommendation: Approve.
B. SECOND READING AND ADOPTION OF ORDINANCE NO. 17-1023, AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
AMENDING SECTION 2-3A-3 OF ARTICLE A OF CHAPTER 3 OF THE
TEMPLE CITY MUNICIPAL CODE, CLARIFYING THE LIST OF POSITIONS
EXCLUDED FROM CITY SERVICE
Adoption of the ordinance will codify at-will, exempt positions that are
excluded from City services into the City’s Municipal Code.
Recommendation: Waive further reading and adopt Ordinance No.
17-1023, amending Section 2-3A-3 of Article A
of Chapter 3 of the Temple City Municipal
Code, clarifying the list of positions excluded
from City service
C. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2017 SEASON
For the 2017 fireworks season, staff received ten applications, including nine
applications from organizations that were approved during the 2016 season,
and one from a new organization. City Council approval of the permits will
allow the non-profit organizations and groups to raise funds to support their
respective activities.
Recommendation: Approve ten applications for fireworks permits
for the 2017 season.
D. AUTHORIZE BID ADVERTISEMENT FOR CITYWIDE OVERHEAD STREET
SIGN REPLACEMENT PROJECT (CIP NO. P12-04)
Staff recommends that the City replace all overhead illuminated street name
signs at signalized intersection with reflective metal signs. The total
estimated cost is $152,500. The Fiscal Year 2016-17 City Budget includes an
allocation of $200,000 for this project.

Recommendation:
1. Accept bidding and contract documents, plans, and specifications for the
Citywide Overhead Street Sign Replacement Project (CIP No. P12-04);
and
2. Authorize the City Manager to advertise the project for bids.
E. LETTER OPPOSING ASSEMBLY BILL 1250 – COUNTIES AND CITIES:
CONTRACTS FOR PERSONAL SERVICES
California State Assembly Member Jones-Sawyer has proposed a gutted and
amended bill that could effectively eliminate almost all contracting services for
cities and counties.
Recommendation: Authorize the Mayor to sign a letter on behalf of
the City expressing opposition to Assembly Bill
1250.
F. PETTY CASH AND VISA CARD REPORT
The City Council is requested to review, receive and file the Petty Cash and
Visa Card Report.
Recommendation: Receive and file report.
G. ADOPTION OF RESOLUTION NO. 17-5250 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 17-5250 authorizing
the payment of bills.
Recommendation: Adopt Resolution No. 17-5250.
8. PUBLIC HEARING
A. ADOPTION OF TRAFFIC THRESHOLDS OF SIGNIFICANCE FOR
REVIEWING PROJECTS IN COMPLIANCE WITH THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
The City for many years has followed a common practice of using the County
of Los Angeles’ traffic thresholds of significance (i.e., a threshold of
significance is the point at which an impact moves from less than significant to
significant). Staff is recommending that the City change its current practice
and set its own thresholds of significance.

Recommendation: Adopt Resolution No. 17-5247 adopting
thresholds of significance for reviewing traffic
impacts of projects in compliance with the
California Environmental Quality Act.
B. 90-DAY PERFORMANCE REVIEW FOR KANG HO DONG BAEKJEONG AT
5700 ROSEMEAD BOULEVARD, UNIT 100 (FILE NO. 17-612)
City Council adopted a resolution approving a conditional use permit for Kang
Ho Dong Baekjeong to provide beer and wine service and for it to operate
from 11:30 a.m. to 2:00 a.m., seven days a week and required a review of the
business’s performance 90 days after the business opens.
Presentation: Community Development Director
Recommendation:
1. Receive the staff report;
2. Open the public hearing and receive the public testimony; and
3. Determine that the business has been in compliance with its conditional
use permit. Changes to the conditions of approval are not warranted.
C. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1022
AMENDING TITLE 9, CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL
CODE PERTAINING TO THE REGULATION OF ACCESSORY DWELLING
UNITS AND AMENDING TITLES 5 AND 9 OF THE TEMPLE CITY
MUNICIPAL CODE TO MAKE ADMINISTRATIVE CHANGES
This Zoning Code amendment is in response to recent changes to State law
pertaining to the regulations of accessory dwelling units.

Recommendation:
1. Introduce for first ready by title only and waive further reading of Ordinance
No. 17-1022, amending Title 9, Chapter 1 of the Temple City Municipal
Code (TCMC) pertaining to the regulation of accessory dwelling units and
amending Titles 5 and 9 of the TCMC to make administrative changes; and
2. Schedule the second reading of Ordinance No. 17-1022 for May 2, 2017.

the May 2nd Regular Meeting.
