ROLL CALL PRESENT : Councilmember-Chavez , Fish , Man , Sternquist ABSENT: Councilmember-Yu ALSO PRES EN T: City Manager Cook , City Attorney Vail , and C ity C lerk Kuo Councilmembe r Fish made a motion to excuse Councilmember Yu . Seconded by Mayor ProTem Man . 3. INVOCATION Deacon Lynne Best provided the Invocation . 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 174 provided a fl ag ceremony and led those present in the Pledge of Alleg i ance. 5. CEREMONIAL MATT ERS -PRESENT ATIONS A. PET OF THE MONTH Doreen Hudson , San Gabrie l Valley Humane Society's new President of the Board , introduced the featured pet of the month "T riscu it". Those interested in adopting Triscuit can call the San Gabriel Va ll ey Humane Society at (626) 286- 1159 . B . RELAY FOR LIFE PROCLAMATION Mayor Sternquist proclaimed City of Temple City a Relay for Life City and presented the proclamation to the Temple City Relay for Life committee members . City Council Minutes April 4 , 2017 Page 2 of 9 C. FARMERS MARKET UPDATE Gretchen Sterling and Celena Groman provided an update on the Temple City Farmers Market. 6 . PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford , Temple C ity resident , congratulated Mayor Sternquist and Mayor Pro Tem Man on their new appointments . He also commented regarding the homeless . Donna Georgina , Temple City resident , commented on the County's Park Needs Assessment and the Qu imby fees . 7. CONSENT CALENDAR Mayor Sternquist pulled Consent Calendar Item 7G , "ADOPTION OF RESOLUTION NO . 17-5243 CONFIRMING MAYOR 'S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS " for discussion. Mayor Pro Tem Man made a motion to approve the remaining Consent Calendar items . Seconded by Councilmember Fish and carried by the following votes : AYES : NOES : ABSTAIN : ABSENT : Counci lmember-Chavez , Fish , Man , Sternquist Councilmember-None Counc i lmember-None Council member-Yu A. APPROVAL OF MINUTES The City Counc il is requested to review and approve Minutes of: 1. Special City Council Meeting of March 21, 2017 ; 2 . Regular City Council Meeting of March 21 , 2017 ; and 3 . Special City Council Meeting of March 29 , 2017. Action : Approved . B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file : 1. Actions of the Regular Planning Commission Meeting of February 28, 2017; and City Council Minutes April 4 , 2017 Page 3 of 9 2 . Actions of the Regular Planning Commission Meeting of March 14, 2017. Action : Received and filed . C . PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF MARCH 15, 2017 The City Council is requested to receive and file actions of the Regular Parks and Recreation Commission Meeting of March 15 , 2017 . Action : Received and filed . D . AWARD OF A FIVE YEAR LEASE/PURCHASE AGREEMENT TO RICOH FOR FOUR COPY MACHINES The City Council is requested to consider a new proposal from Ricoh for replacement of the current copy machine due to new technology and the age of the current copy machines . Action: 1. Awarded a five year lease/purchase agreement with Ricoh for four copy machines ; and 2 . Authorized the City Manager to finalize and execute the lease/purchase agreement with Ricoh . E . APPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH VAVRINEK, TRINE , DAY & COMPANY, LLP FOR PROFESSIONAL AUDIT SERVICES City Council is requested to approve the amendment to the agreement with Vavrinek, Trine, Day & Company , LLP for professional audit services . Action : Considered a recommendation from the Audit Standing Committee to authorize the City Manager to enter into a first amendment to the agreement for professional audit services with Vavrinek , Trine, Day & Company , LLP for Fiscal Year 2016-17 . F . ADOPTION OF RESOLUTION NO . 17-5249 -AMENDMENT TO RESOLUTION NO . 17-5241, ADOPTION OF NEW CLASSIFICATION FOR ADMINISTRATIVE ASSISTANT TO THE CITY COUNCIL AND CITY MANAGER ,----------------------------- City Council Minutes April4 , 2017 Page 4 of 9 Due to an error, the exhibit from Resolution No. 17-5141 presented to Council on March 21 , 2017 contained the incorrect number of years of experience required . The proposed resolution corrects the error. Action : Adopted Resolution No . 17-5249 , correcting an error in Exhibit "1 " of Resolution No . 17-5241 , adoption of a new classification for Administrative Assistant to the City Council and City Manager. H. ADOPTION OF RESOLUTION NO . 17 -5244 AMENDING THE CITY 'S RECORDS RETENTION SCHEDULE The proposed changes (i.e ., addition of records that were previously not identified with retention dates , update to certain legal citations , and clarified records descriptions) to the retention schedule is necessary to ensure the City is in compliance with changes in State law and guidelines issued by the California Secretary of State . Action: Adopted Resolution No . 17-5244 adopting the City's amended Records Retention Schedule . I. ADOPTION OF RESOLUTION NO . 17-5245 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No . 17-5245 authorizing the payment of bills . Action : Adopted Resolution No . 17-5245. Mayor Sternquist pulled Consent Calendar Item 7G for City Council discussion . G. ADOPTION OF RESOLUTION NO . 17-5243 CONFIRMING MAYOR'S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS City Council is requested to confirm Mayor's appointment of Councilmembers to represent City of Temple City at meetings of other governmental agencies or community organizations. Mayor Sternquist received input from Councilmembers regarding their appointments . Mayor Sternquist opened public comments . City Council Minutes April 4 , 2017 Page 5 of 9 Jerry Jambazian , Temple City business owner, asked about Chamber of Commerce meeting dates . Hearing no further request to speak , Mayor Sternquist closed public comments . Councilmember Fish made a motion to adopt the proposed Resolution No. 17 - 5243 confirming Mayor's appointment of Councilmembers to serve as delegates and alternates to other agencies or organizations . INTRODUCTION AND FIRST READING OF ORDINANCE NO . 17-1023 , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY , AMENDING SECTION 2-3A -3 OF ARTICLE A OF CHAPTER 3 OF THE TEMPLE CITY MUNICIPAL CODE , CLARIFYING THE LIST OF POSITIONS EXCLUDED FROM CITY SERVICE City Council is requested to introduce the proposed Ordinance No . 17 -1023 removing the title of Executive Assistant to the City Manager from the l ist of exempted pos itions that are ex cluded from the City services and add Adm i nistrative Assistant to the City Council and City Manager to that li st. Admin istrative Services Director Hause gave a brief summary of the staff report . City Council commented on list of pos itions excluded from City service . Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. Mayor Pro Tern Man made a motion to i ntroduce Ordinance No. 17-1023 for first reading by title only; waive further reading of Ordinance No . 17-1023 ; and schedule second reading and adoption of Ordinance No . 17-1023 on April 18 , 2017 . DISCUSSION ON THE POSSIBLE REPLACEMENT OF A MONUMENT AT LAS TUNAS DRIVE AND BALDWIN AVENUE City Council is requested to hold a discussion regarding the possible rep lacement of a monument at the i ntersection of Las Tunas Drive and Baldwin Avenue in the City of Arcad ia . City Manager Cook gave a brief overv iew regarding the possible replacement of a monument at Las Tunas Drive and Baldwin . City Council discussed regarding the City monument. Mayor Sternquist opened public comment. Steve Stafford , Temple City resident , commented on the entry monument. Jerry Jambazian , Temple City business owner, commented on the entry monument and way signs for the City . J im Clift , Temple City resident , commented on the entry monument. Hearing no further request to speak , Mayor Sternquist closed public comment. Councilmember Chavez made a motion to have City Manager Cook reach out to City of Arcadia regarding update of the entry monument. UPDATE FROM CITY MANAGER Provided an update on the parking lot project located at 5800 Temple City Boulevard and the relocation of the tenants in the City 's Primrose Avenue apartment. 13. UPDATE FROM CITY ATTORNEY City Council Minutes April 4 , 2017 Page 7 of 9 Commented on Assemb ly Bill (AB ) 190 (design review), AB 565 (alternative building code regulations allowing for conversion of industrial and commercial building into joint live and work for artists), and AB 868 (safe creative work and live prog ram).
