COUNCIL MEETING
JUNE 23, 1987 - SPECIAL MEETING
A special meeting of the Bal Harbour Village Council was
held on Tuesday, June 23, 1987. The meeting was called to order
at 3:35 p.m. by Mayor Richard H. Olsen. The roll was called and
those present were:

As a quorum was present the meeting was commenced. Mayor
Olsen explained that this meeting was called to allow the Council
to interview the final applicant for the vacant council position,
Mr. Allen Rawick (Mr. Rawick was unable to attend the meeting of
June 9th), and to allow the Council to make an appointment,
filling the vacant seat.
Allen Rawick: Mr. Rawick, in his opening remarks, outlined
for the Council his background including his education and
experience. He has lived in many countries, settling in Bal
Harbour approximately 1 year ago. In response to inquires from
the Council, Mr. Rawick explained that he was quite surprised by
the Herald article relating to costs associated by the jogging
path as he was quite aware of the amount being spent. Further he
expressed concern regarding future development of the Village,
stating that "bigger is now always best." Development should be
evaluated with considerable care. He explained his previous
government experience was in the area of analysis of African and
Middle Eastern politics. Mr. Rawick closed by thanking the
Council for their time and consideration.
Discussion/Appointment: Mayor Olsen explained the format
that would be used by the Council in consideration of this
appointment. Nominations will be accepted from the Council, upon
closing of nominations discussion will take place. Voting will
be by written ballots - which will be read by the Clerk. A
majority vote is required to fill the seat and in the event of an
impasse, this matter will be continued until the June 30th
meeting. Mayor Olsen then opened the floor to nominations.
Citing her experience and with government, Mr. Taplin placed into
nomination the name of Regena Rosenfield. Mayor Olsen then
passed the gavel to the Assistant Mayor and placed into
nomination the name of Matthew Blank. Mr. Taplin, Mr. Boggess,
and Mayor Olsen each expressed a desire to consider Mary Thiel
Wetterer in light of her 40 years experience as Village Clerk but
failed to place her name into nomination as they felt compelled

to select an applicant from District 1 - where the seat was
vacated. A motion was then offered by Mrs. Stern and seconded by
Mr. Taplin to close nominations. In discussion of the nominees,
Mr. Taplin referred to the statement he had offered in nomination
of Mrs. Rosenfield, noting her experience and background. Mayor
Olsen remarked as to Mr. Blank's experience with budgeting.
Mayor Olsen touched on the need for careful review of the budget,
especially in view of the need to restore the resort tax fund
reserve. As there was no further discussion, ballots were
distributed and votes cast. The Clerk then read the ballots, as
follows:

Asst. Mayor Stern - Matthew Blank
Councilman Boggess - Matthew Blank
Councilman Taplin - Regena Rosenfield
As Mr. Blank received the majority of votes cast, he will be the
new Council member (the ballots are on file in the Village
Clerk's Office). Mayor Olsen announced that Mr. Blank will be
sworn in at the Council meeting on June 30, 1987.
Mr. Blank thanked the Council for their consideration and
reiterated that he would work for the betterment of the Village
as a whole. Mayor Olsen thanked each of the applicants and
echoed Mr. Blank's sentiments regarding the Council serving the
entire Village. In recognition of her experience, Mr. Sidney
Feldman, urged the Council to consider retaining Mary Thiel
Wetterer, retired Village Clerk, as a consultant.
There being no further business, a motion was offered by Mr.
Boggess and seconded by Mrs. Stern to adjourn the meeting. The
meeting adjourned at 3:50 p.m.
