Recomm endation: Approve Item s A through G per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of Special City Council Meeting of April 18, 2017; 2. Minutes of Regular City Council Meeting of April 18, 2017; and 3. Minutes of Special City Council Meeting of April 26, 2017. Recommendation: Approve. B. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file the actions of the Regular Parks and Recreation Commission Meeting of April 19, 2017. Recommendation: Receive and file. C. APPROVAL OF FOURTH AMENDMENT TO AGREEMENT FOR CONSULTANT SERVICES WITH TRANSTECH ENGINEERS, INC. The Fourth Amendment to agreement with Transtech will extend Building Code Administration and Public Works/Engineering Services for one more year until June 30, 2018. Recommendation: 1. Approve the Fourth Amendment to the Agreement for Consultant Services with Transtech Engineers, Inc. for Building Code and Public Works/Engineering Services; and 2. Authorize the City Manager to sign and execute the Fourth Amendment. D. APPROVAL OF FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH RED 88 MEDIA First Amendment to agreement with Red 88 Media will extend City Council meeting video recording, live on-line streaming service, and broadcasting of the meeting video and slides services for one more year, with the option to City Council Agenda May 2, 2017 Page 3 of 6 extend for an additional period of two years. Recommendation: 1. Approve the First Amendment to agreement with Red 88 Media for video recording, live on-line streaming services and broadcast the meeting video and update City announcement slides; and 2. Authorize the City Manager to sign and execute the First Amendment. E. AUTHORIZE BID ADVERTISEMENT FOR STREET RESURFACING PER PAVEMENT MANAGEMENT PROGRAM PROJECT PHASE 4 (CIP NO. P18- 03) The Fiscal Year 2017-18 City Budget will include $1.7 million in transportation funds for street resurfacing per the Pavement Management Program. Soliciting bids for the project in advance of budget approval will allow the work to be implemented this summer. Recommendation: 1. Accept bidding and contract documents, plans, and specifications for the Street Resurfacing per Pavement Management Program Project, Phase 4; 2. Find the project categorically exempt from review under the California Environmental Quality Act pursuant to Section 15301 of the CEQA Guidelines pertaining to minor alterations for existing public facilities; and 3. Authorize the City Manager to advertise the project for bids. F. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL YEAR (FY) 2015-16 The City is in compliance with all requirements of the Los Angeles County metropolitan Transportation Authority’s Funding and Allocation Guidelines. The reports are presented to City Council for review. Recommendation: Receive and file FY 2015-16 Proposition A, Proposition C, Measure R and Transportation Development Act Article 3 Audit Reports. G. ADOPTION OF RESOLUTION NO. 17-5253 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 17-5253 authorizing the payment of bills. ADOPTION OF ORDINANCE NO. 17-1024 AMENDING ARTICLE C OF CHAPTER 6 OF TITLE 2 OF THE TEMPLE CITY MUNICIPAL CODE, MODIFYING THE ART IN PUBLIC PLACES PROGRAM AND ELIMINATING THE PUBLIC ARTS COMMISSION The proposed ordinance would maintain the successful Art in Public Places Program established by Ordinance No. 12-960 while providing flexibility for the City Council in setting up an advisory body to review and make recommendations on Program matters. Presentation: City Manager and City Attorney Recommendation: 1. Introduce, read by title only, and waive further reading of proposed Ordinance No. 17-1024 amending Article C of Chapter 6 of Title 2 of the Temple City Municipal Code, “Art in Public Places Program”; and 2.
