CALL TO ORDER CITY COUNCIL TEMPLE CITY, CALIFORNIA REGULAR MEETING AGENDA APRIL 18, 2017 Mayor Sternquist called the City Council Regular Meeting to order at 7:34 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember-Chavez, Yu, Man, Sternquist Councilmember-Fish City Manager Cook, Assistant City Attorney Murphy, and City Clerk Kuo Councilmember Chavez made a motion to excuse Councilmember Fish. Seconded by Councilmember Yu. 3. INVOCATION Pastor Darrel Kelty from Community of Christ provided the Invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 161 provided a flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS-PRESENTATIONS A. YOUTH COMMITTEE UPDATE Youth Committee members reported out on their Economic Impact the Youth have in the City and Water Conservation/Preservation objectives. B. TEMPLE CITY CHAMBER OF COMMERCE QUARTERLY UPDATE Peter Choi, Temple City Chamber of Commerce, provided an update of Chamber activities for the last quarter. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou, Temple City resident, invited the public to attend the upcoming Neighborhood Watch meeting. Council Minutes April 18, 2017 Page 2 of 9 1. APPROVAL OF MINUTES The City Council is requested to review and approve Minutes of Regular City Council Meeting of April4, 2017. Action: Approved. B. SECOND READING AND ADOPTION OF ORDINANCE NO. 17-1023, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, AMENDING SECTION 2-3A-3 OF ARTICLE A OF CHAPTER 3 OF THE TEMPLE CITY MUNICIPAL CODE, CLARIFYING THE LIST OF POSITIONS EXCLUDED FROM CITY SERVICE Adoption of the ordinance will codify at-will, exempt positions that are excluded from City services into the City's Municipal Code. Action: Waived further reading and adopted Ordinance No. 17-1023, amending Section 2-3A-3 of Article A of Chapter 3 of the Temple City Municipal Code, clarifying the list of positions excluded from City service. C. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2017 SEASON For the 2017 fireworks season, staff received ten applications, including nine applications from organizations that were approved during the 2016 season, and one from a new organization. City Council approval of the permits will allow the non-profit organizations and groups to raise funds to support their respective activities. Action: Approved ten applications for fireworks permits for the 2017 season. D. AUTHORIZE BID ADVERTISEMENT FOR CITYWIDE OVERHEAD STREET SIGN REPLACEMENT PROJECT (CJP NO. P12-04) Council Minutes April18, 2017 Page 3 of 9 Staff recommends that the City replace all overhead illuminated street name signs at signalized intersection with reflective metal signs. The total estimated cost is $152,500. The Fiscal Year 2016-17 City Budget includes an allocation of $200,000 for this project. Action: 1. Accepted bidding and contract documents, plans, and specifications for the Citywide Overhead Street Sign Replacement Project (CIP No. P12- 04); and 2. Authorized the City Manager to advertise the project for bids. E. LETTER OPPOSING ASSEMBLY BILL 1250 -COUNTIES AND CITIES: CONTRACTS FOR PERSONAL SERVICES California State Assembly Member Jones-Sawyer has proposed a gutted and amended bill that could effectively eliminate almost all contracting services for cities and counties. Action: Authorized the Mayor to sign a letter on behalf of the City expressing opposition to Assembly Bill1250. F. PETTY CASH AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Action: Received and filed report. G. ADOPTION OF RESOLUTION NO. 17-5250 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 17-5250 authorizing the payment of bills. Action: Adopted Resolution No. 17-5250. 8. PUBLIC HEARING A. ADOPTION OF TRAFFIC THRESHOLDS OF SIGNIFICANCE FOR REVIEWING PROJECTS IN COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT The City for many years has followed a common practice of using the County of Los Angeles' traffic thresholds of significance (i.e., a threshold of City Council Minutes April18, 2017 Page 4 of 9 significance is !he point at which an impact moves from less than significant to significant). Staff is recommending that the City change its current practice and set its own thresholds of significance. City Manager Cook gave a brief overview regarding the traffic thresholds of significance for the City. Planning Manager Reimers gave a summary of the staff report. City Council asked questions and commented on the proposed traffic thresholds of significance. Mayor Sternquist opened public hearing. Steve Stafford, Temple City resident, expressed concerns about projects in the City !hat might affect the proposed traffic thresholds of significance. Hearing no request to speak, Mayor Sternquist closed public hearing. Councilmember Chavez made a motion to adopt Resolution No. 17-5247 adopting thresholds of significance for reviewing traffic impacts of projects in compliance with the California Environmental Quality Act. Seconded by Mayor ProTem Man and carried by the following votes: AYES: NOES: RECUSED: ABSENT: Councilmember-Chavez, Yu, Man, Sternquist Councilmember-None Councilmember-None Councilmember-Fish B. 90-DAY PERFORMANCE REVIEW FOR KANG HO DONG BAEKJEONG AT 5700 ROSEMEAD BOULEVARD, UNIT 100 (FILE NO. 17-612) City Council adopted a resolution approving a conditional use permit for Kang Ho Dong Baekjeong to provide beer and wine service and for it to operate from 11:30 a.m. to 2:00 a.m., seven days a week and required a review of the business's performance 90 days after the business opens. Planning Manager Reimers gave a brief summary of the staff report. City Council received the update from staff. Mayor Sternquist opened public hearing. Mike Obogeanu, representative of the Kang Ho Dong Baekjeong restaurant, made himself available for City Council questions. Hearing no request to speak, Mayor Sternquisl closed public hearing. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1022 AMENDING TITLE 9, CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE PERTAINING TO THE REGULATION OF ACCESSORY DWELLING UNITS AND AMENDING TITLES 5 AND 9 OF THE TEMPLE CITY MUNICIPAL CODE TO MAKE ADMINISTRATIVE CHANGES This Zoning Code amendment is in response to recent changes to State law pertaining to the regulations of accessory dwelling units. Planning Manager Reimers gave a summary of the staff repoti. City Council commented and asked questions regarding the ordinance. Mayor Sternquist opened public hearing. Yu Wen Taylor, Temple City resident, made comments regarding the additional conditions proposed by the City. Terence Kwok, Temple City resident, commented on the maximum allowed height for the accessory dwelling units. Jim Clift, Temple City resident, expressed concerns about additional vehicles that will be parked on the street and the burden on the City's infrastructure. Hearing no additional request to speak, Mayor Sternquist closed public hearing. Councilmember Chavez made a motion to refer this matter back to the Planning Commission to consider issues raised by City Council and bring back an amended ordinance for City Council consideration. NEW BUSINESS A DISCUSSION ON THE PAVEMENT MANAGEMENT PROGRAM PROJECT City Council is requested to review the recommendations from the Facilities, Public Works, and Infrastructure Ad Hoc Committee (now Standing Committee). The proposed bid package will be presented to City Council at the May 2nd Regular Meeting. City Manager Cook gave an overview regarding the Pavement Management Program. Community Development Director Forbes gave an update on the City's pavement management activities and a summary of the staff report. City Council discussed regarding the next rounds of pavement management activit"1es. Mayor Sternquist opened public comment. Steve Stafford, Temple City resident, made comments regarding the condition of some streets in the City. Hearing no further request to speak, Mayor Sternquist closed public comment. City Council received and filed the staff report. 11. COMMUNICATIONS-None 12. UPDATE FROM CITY MANAGER City Manager Cook addressed a couple of items mentioned by City Council during the previous meeting including the Park Impact Fee and Quimby Fee (i.e., to be addressed during the City's budget process), and the City's shared entry sign at intersection of Las Tunas Drive and Baldwin (i.e., City of Arcadia is willing to consider a cost sharing proposal to update the sign). 13. MAYOR STERNQUIST Shared that City of Temple City is one of the four cities that will be receiving mosquito repellant bracelets offered by the Mosquito and Vector Control District and reminded the residents to be vigilant about eliminating standing waters.
