LYNWOOD CITY COUNCIL MAY 15, 2000
The City Council of the City of Lynwood met in a Special Meeting 11330 Bullis
Road on the above date at 9:45 a.m.
Mayor Byrd presiding.
Councilmen Reyes, Richards, and Byrd answered roll calL
Councilmen Rea, and Sanchez were absent.
� f- Also present were City Manager Davis, City Attorney Thever, City Clerk Hooper,
; � and City Treasurer Pygatt.
` Councilman Sanchez arrived at 9:46 p.m.

City Clerk Hooper announced the Agenda had been posted in accordance with

Item #5: Information Services and Referral Program r� #5
City Manager Davis introduced Reverend Matt Harris. �'

Reverend Matt Harris presented a proposal — Lynwood Social Services
�--� Information Center. Explained how this program and Project IMPACT wouid
i � implement proposal.

City Manager Davis explained the need to develop a database of City, County
and State services to Lynwood youth and residents. This information center
could provide the service.
Council had numerous questions and by general consent approved to discuss
' this in closed session under Personnel Matters.
Item #6: Request for Special Permit — Circo De Las Estrellas Circus, May 21 ��,
through May 28, 2000.
It was moved by Councilman Reyes, seconded by Mayor Byrd to:
APPROVE CIRCUS FROM MAY 18, THROUGH MAY 28, 2000, PROVIDING
ALL FEES/LICENSES ARE PAID AND A PERCENTAGE OF PROCEEDS BE
DISCUSSED WITH CITY MANAGER.

It was moved by Councilman Sanchez, seconded by Councilman Richards and
carried to recess to closed session at 10:15 a.m.

City Attorney Thever stated Council met in closed session on the aforementioned
matters and stated on Item #8: no reportable action.
Council responded on Item #5: Information Services and Referraf Program and
after discussion, It was moved by Councilman Richards, seconded by
Councilman Rea to adopt:
