SUBJECT: APPROVE RESOLUTION NO. 10-4689 FOR THE ADMINISTERING
AGENCY -STATE AGREEMENT FOR FEDERAL -AID PROJECT,
PROGRAM SUPPLEMENT NO. 005-N (UPGRADE TRAFFIC SIGNALS
ON TEMPLE CITY BOULEVARD & LAS TUNAS DRIVE AND AT
BALDWIN AVENUE & OLIVE STREET)
SUMMARY
Highway Safety Improvement Program (HSIP) funds have been secured and the State of
California is administering the program. In order to request reimbursement from the State,
the City Council is required to approve resolutions for every program supplement for each
project. On April 6, 2010, the City Council approved Program Supplement No. 005-N. A
resolution was not included with this supplement and needs to be approved by the City
Council at this time.
BACKGROUND
The State of California is administering the American Recovery & Reinvestment Act
(ARRA) program and has authorized the City to proceed with all projects. Prior to any
request of reimbursement of construction costs of these projects, the City Council must
approve the program supplement agreements and corresponding resolutions.
1. HSIP funds were first made available to the States Highway Safety Plans (SHSP)
that met the requirements in FY 2006. These were new Federal -aid funds to be
used to achieve a significant reduction in traffic fatalities and serious injuries on
all public roads. This grant requires a 10% contribution of local funds of the total
project costs,
2. On February 19, 2008, Avante Garde prepared and submitted a HSIP grant
application and on October 19, 2009, the City was notified that Temple City was
granted $159,469 in HSIP funds. These funds were allocated in FY 2008-09
budget and were carried over to FY 2009-10 budget to fund a portion of the
installation of left turn phasing traffic signals on Las Tunas & Temple City
Boulevard and Baldwin Avenue & Olive Street:
3. On October 6, 2009, the City Council approved the Federal Master Agreement
which includes the administering of all federal aid funds: and

4. On April 6, 2010, the City Council approved Program Supplement No. 005-N
(Upgrade of Traffic Signals on Temple City Boulevard & Las Tunas Drive and
Baldwin Avenue & Olive Street). The supplement was signed and mailed out to
the Department of Transportation. The City was notified that a resolution was not
included with the supplement.
The City Council is being requested to approve attached Resolution No. 10-4689 that
corresponds to Program Supplement No 005-N (Upgrade Traffic Signals on Temple
City Boulevard & Las Tunas Drive and Baldwin Avenue & Olive Street).
FISCAL IMPACT
Approval of this resolution will allow the City to be reimbursed by the State, not to
exceed 8159.469 of HSIP funds for 90% of project expenditures.
RECOMMENDATION
It is recommended the City Council approve Resolution No. 10-4689, authorizing the
City Manager to sign the Program Supplement Agreement No. 005-N to the
Administering Agency — Federal Master Agreement No. 07-5365R.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY. CALIFORNIA, AUTHORIZING THE CITY
MANAGER OF THE CITY OF TEMPLE CITY, OR THE
INTERIM CITY MANAGER, TO SIGN THE PROGRAM
SUPPLEMENT AGREEMENT NO. 005-N TO THE
ADMINISTERING AGENCY — FEDERAL MASTER
AGREEMENT NO. 07-5365R
WHEREAS, the State of California Department of Transportation has requested
that the City of Temple City sign the Program Supplement Agreement No. 005-N to the
Administering Agency — Federal Master Agreement No. 07-5365R and.
WHEREAS, the City Council of the City of Temple City has approved and agreed
to this Master Agreement and Supplement Agreement,
NOW, THEREFORE, the City Council of the City of Temple City does hereby
resolve. determine and order as follows.
SECTION 1. That the City Manager of said City, or the Interim City Manager, is
hereby authorized to sign said Agreement on behalf of the City.
SECTION 2. The City Clerk shall certify to the passage and adoption. of this
resolution
