LYNWOOD CITY COUNCIL MEETING
� • SEPTEMBER 5, 2000.

The City Council of the City of Lynwood met in a regular session at 11330 Buliis
Road on the above date at 6:25 p.m.
_ . Mayor Byrd presiding.
Councilmen Rea,. Reyes, Richards, Sanchez and Byrd answered the roll call.
. ��� Also present were City Manager Davis, City Attomey Thever, City Clerk Hooper
�� and City Treasurer Pygatt.
City Clerk Hooper announced that the agenda had been posted in accordance
with the Brown Act. `

It was moved by Councilman Sanchez, seconded by Councilman Rea to hear the
subsequent need item: School Valet Proqram

School Valet Proqram
. Lt. Herek of the Century Sheriffs Station introduced a new back to schooi type
program and asked for Council's support. The "Student Valet" drop off program
- was p'resented to Council with a slide show presentation on how other cities have
utilized staff, parents and students to make the program successful. This program
� � ' i is being suggested to address traffic and safety.concerns throughout the school '
1, district. �
It was moved by Councilman Reyes, seconded by Mayor Byrd and carried to
receive and file the information.

- Bill Steck — 11703 Long Beach Blvd.
;' Discussed the graffiti problem in his neighborhood and a prior incident where he �
was summoned to court to testify on a graffiti related case. Stated bail should be
set higher for graffiti offenders, and Council has to do something about these
� offenders. .
� Councilman Reyes discussed parenYs responsibility and the need to enforce laws
making parents accountable to their children's offenses.
� Councilman 'Rea discussed the city's anti-graffiti program and the rising costs
associated with graffiti removal. Discussed the Anti-Graffiti Bills enacted a few
years ago, and laws that have been enacted'since.
: Presentation
Arturo Snyder,Primestar
Mr. Snyder presented Council and the residents with a brief update of the project �
he is currently working on at Long Beach Blvd. and the I-105 freeway. Discussed
_ stage one of the project, which will include a coffee shop, video store, grocery
market as well as other tenants. Stated that the project is on track and tenants
would like to open prior to the Christmas holiday season. Discussed issues with
- the gas station in the project area, and environmental remediation.
� . Benny Heggins — 10910 Fracar
Came to address Council once again on the issue of the"City's removal of the
second driveway on his property. Mr. Heggins discussed other homes in the
� community that also have two (2) driveways that lead to nowhere. Presented
� Council with a list of forty two (42) homes in Lynwood with two driveways. Wants
{ his driveway back. Feels he has been singled out.
� Lorraine Reed — Harris Avenue
Stated that what Mr. Heggins is asking from Council is an answer as to whether or
not he can have his driveway back.
City Manager Davis stated he would meet with staff on the matter and set up
' another meeting with Mr. Heggins to try to come to some resolution.
Councilman Richards asked that we expedite the review�process of the Ordinance
relating to driveways.
. Councilman Rea discussed the modernization of the City and CIP programs.
� Mayo� Byrd stated the City shouid either remove ali of the illegal driveways in the
city or leave them all. �

Discussed the start date for the transfer of the Fire Department to the. County.
. Discussed safe school and a second request for an Ordinance for "no parking" in
front of Wilson Elementary School from 7a.m. to 4 p.m. except for loading and
unloading of children. Requested an Impound Ordinance pertaining to "for sale°
; vehicles on the street. Asked Public Works to install,new signage at Spruce Street
and Lynwood Road. Discussed the repair of tynwood Road and truck prohibition
on Long Beach Blvd. Asked about a letter from the Compton Fire Department
pertaining to the status of Fire Department apparatus.
' Councilman Richards
Discussed recent city events and activities. Thanked sponsor of art show.
Discussed concert series and perforrnance with Patrice Rushen and Ndugu
Chancelor. Noche de Verano event was great. Stated we need to preserve our
� community. Complimented staff on doing a great job. Thanked everyone for the
} cards, prayers and calls regarding his mom.
Councilman Reves
Stated ciaims filed against the City should be brought before the City Councii.
Stated Council needs to know the circumstances. Discussed automobile "red
tagged" twice on Martin L King Blvd. (west of Virginia) that has still not been
removed.
Coancilman Sanchez
Discussed automobile parked at Norton and Long Beach Bivd. that was in an
' accident over six (6) weeks ago, that Sheriff's pushed into a lot and left it there.
Wants it removed ASAP. Discussed school beginning today and that it was nice
' to see the kids going back to schooL Discussed City events including the great
outfits people were wearing at the Noche de Verano, and the recent Art Show.
Discussed the artists from Mexico and EI Salvador that participated in the showing
and theirSpecial Guest Ambassador from-El Salvador. Discussed the various arts
�� and crafts that were on display at the show. Invited everyone to attend the Miss .
Fiesta Patrias this weekend. A big screen television will be set up outside for
those who are unable to get inside.
Mavor Byrd
. i Stated the City had an outstanding Art Show Friday night. Discussed the left turn
�.' ".' problem at Long Beach Blvd. and Sanborn Avenue. Councilman Reyes suggest
the possibility Sanbom designated as a one-way street. Discussed the horrible
. car accident he was invoived in over the Labor Day holiday. Stated he was
trapped in his vehicle for over 45 minutes, and was Medi-Vac transported to the
„ hospital.

City Attorney Thever stated Council met in a joint closed session on the
aforementioned matters and stated.` Item 17A & 17C — no reportable action. Item
17B — Council gave instructions to staff for settlement.
