REGULAR MEETING
July 28, 2015
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor David Sakrison called the Pre -Council Workshop to order at 6:30
PM. In attendance were Councilmembers Heila Ershadi, Gregg Stucki,
Kyle Bailey and Doug McElhaney. Also in attendance were City
Manager Rebecca Davidson, City Recorder/Assistant City Manager
Rachel Stenta, City Treasurer Jennie Ross, Planning Director Jeff
Reinhart and City Engineer Phillip Bowman.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Twenty-four (24) members of the
audience and media were present.
Councilmember Stucki moved to approve the Regular Council Meeting
minutes of June 9, 2015. Councilmember McElhaney seconded the
motion. The motion carried 4-0 aye.
There were no Citizens to Be Heard.
Councilmember Stucki moved to approve a Performance Permit for
American Rhythm Folk Ensemble to Conduct a Performance at 83 South
Main Street on July 31 and August 1, 2015. Councilmember Bailey
seconded the motion. The motion carried 4-0 aye.
Councilmember McElhaney moved to approve a Request by Rachel
Parker for an Amplified Music Event at Old City Park on September 26,
2015 with the condition that the event end by 9:00 PM. Councilmember
Ershadi seconded the motion. The motion carried 4-0 aye.
Councilmember Bailey moved to approve the Proposed Waste Water
Treatment Plant Location. Councilmember Ershadi seconded the
motion. The motion carried 4-0 aye.

PROPOSED ORDINANCE #2015-
Ordinance #2015-08 — An Ordinance Amending the City of Moab
Municipal Code, Sections 17.09.530 B and 17.09.531(9) by Amending the
Conditions for the Approval of Bed and Breakfasts as a Conditional Use
and requested a workshop on the proposed ordinance. Councilmember
Stucki seconded the motion. The motion carried 4-0 aye.
Councilmember Ershadi moved to approve Proposed Resolution #27-
2015 — A Resolution Approving a Boundary Line Adjustment for Property
Located in the R-2, Single- and Two -Family Residential Zone at 491
Nichols Lane and 498 Rosetree Lane, Owned by Drake Taylor and Helene
Boyer. Councilmember McElhaney seconded the motion. The motion
carried 4-0 aye.
Councilmember McElhaney moved to approve the 2015 Moab Municipal
Primary Election Poll Workers. Councilmember Bailey seconded the
motion. The motion carried 4-0 aye.

Councilmember Ershadi moved to approve Funding for a Riparian Master FUNDING FOR A RIPARIAN
Plan. Councilmember Bailey seconded the motion. The motion carried MASTER PLAN, APPROVED
4-0 aye.
Councilmember Stucki moved to table Consideration of Proposed
Ordinance #2015-05 — An Ordinance Amending the City of Moab
Municipal Code, Chapter 17.33, FC-1 Flood Channel Zone, Specifically
Referencing Activities in the Regulatory Floodway. Councilmember
McElhaney seconded the motion. The motion carried 4-0 aye.
Councilmember Ershadi moved to approve a Request of a Refund of
Impact Fees for the Housing Authority of Southeastern Utah for the Deer
Trail Subdivision. Councilmember McElhaney seconded the motion. The
motion carried 3-2 aye with Councilmembers Bailey and Stucki voting
nay, Councilmembers McElhaney and Ershadi voting aye and Mayor
Sakrison voting aye to break the tie.
Under Mayor And Council Reports, Mayor Sakrison stated that the Lt.
Governor had visited along with the Governor's Office of Economic
Development and that a group from the State Legislature would be
visiting on September 16 and 17.
Councilmember Stucki stated that the Solid Waste District had been
shipping out garbage.

Councilmember Ershadi stated that she was generating ideas on the
beneficial use of food waste and that the USDA estimated that 40% of
the food stream in America was not eaten. Councilmember Ershadi
then stated that the laws regarding the use of grey water were being
revisited.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Davidson introduced City
Engineer Phillip Bowman.
A Report on City/County Cooperation was not given.
Councilmember Bailey moved to pay the bills against the City of Moab in
the amount of $259,111.99. Councilmember McElhaney seconded the
motion. The motion carried 4-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the Regular Council Meeting at 10:03 PM.
