HomeMy Public PortalAbout2005-011 Resolution Granting Site Plan Approval for Darrel Farr Dev. 185 Hamel RdMember Smith introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.2005-11 RESOLUTION GRANTING SITE PLAN APPROVAL FOR THE DARREL A FARR DEVELOPMENT CORPORATION FOR PROPERTY LOCATED AT 185 HAMEL ROAD WHEREAS, Darrel A. Farr Development Corporation has requested approval of a site plan to allow a condominium project for the property located at 185 Hamel Road, legally described as follows: Lot 2, Block 4, Plat of Hamel WHEREAS, the application includes a 41,467-square foot, condominium building designed for seniors; and WHEREAS, the Planning Commission has reviewed the request at a duly called public hearing on January 11, 2005, and the Planning Commission recommended approval thereof, subject to certain terms and conditions, and WHEREAS, the City Council has granted a waiver from the driveway setback requirement after finding that the requirement is not necessary for the protection of the public health, safety or welfare of the area, and WHEREAS, the City Council on February 15 and March 1, 2005 reviewed the application for it's conformance with the City's ordinances and considered the recommendations of the Planning Commission and heard comments from the applicant and other interested parties, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota, that it should and hereby does approve the request by Darrel A. Farr Development Corporation for site plan approval, for the property located at 185 Hamel Road, subject to the terms and conditions: 1. A site plan is approved to allow the creation of an 18-unit, for -sale condominium project, in accordance with the plans and application received by the City on December 24, 2004 except as amended by this resolution. 2. A driveway waiver is granted to allow the location of the driveway to be within ten feet of the west property line. Resolution No. 2005-11 March 1, 2005 Page 2 3. The site plan is contingent on the variance approval to allow the third floor of the building to be constructed without being set back at least 5 feet from the front line of the building on the south side. 4. The applicant shall work with the City Engineer to ensure the safety and usability of the driveway grade. 5. The parking plan/garage floor plan shall have drain tile both inside and outside of the building. 6. The proposed curb radii shall be labeled on the plan set and shall be a minimum of 20 feet at the access to Hamel Road. 7. The site plan shall be revised to clearly identify the building setbacks. 8. The site plan and utility plan shall be revised to identify the sidewalk setbacks. 9. A signage plan shall be submitted and approved by city staff. 10. The landscape plan shall be revised to correctly identify the size of the ornamental trees. 11. The landscape plan shall be revised and identify one additional overstory tree in the front yard along Hamel Road and three overstory trees in the front yard along Mill Drive. Side yard trees on the west side of the building shall be relocated to the rear of the property. 12. Retaining wall details are required when exceeding four feet in height. 13. A detailed erosion and sediment control plan is required. 14. The site plan shall be revised to show the 10-foot drainage and utility easement, which is shown on the utility plan. 15. The existing elevations and proposed contours on the plans are incorrect. The plans shall be revised. 16. The grading plans shall be revised to identify contours extending a minimum of 50 feet from the property lines. 17. A geotechnical report, R-value recommendation and pavement design shall be submitted for review and approval by City staff. 18. A construction parking plan, including a cement truck clean-up location shall be formally submitted and approved by City staff. Resolution No. 2005-11 March 1, 2005 Page 3 19. The location of utilities must be approved by City staff. 20. The monument identification sign is the only sign permitted on site. 21. The plans shall be revised to identify the location of the sign. 22. Park dedication fees must be paid in full at $3,500 per unit, $63,000 total. 23. A landscaped area, at least twice the square footage in size as the sign, must surround the sign. The landscape plan shall be revised accordingly. 24. The materials, colors and style of the sign shall be integrated with the building design. 25. The sign shall comply with the City's lighting ordinance. 26. The plans shall comply with all conditions from the City Engineer's memo dated January 3, 2005. 27. The plans shall meet the requirements of the Hamel Fire Department. 28. The plans shall be revised according to the Fire Marshall's comments to determine the most appropriate locations for the fire hydrants. 29. The applicant shall comply with all conditions from the Fire Marshall's memo dated February 8, 2005 excluding the turn around and outdoor sprinkler valve requirements.
