REGULAR MEETING
June 9, 2015
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor David L. Sakrison called the Pre -Council Workshop to order at
6:30 PM. In attendance were Councilmembers Heila Ershadi, Gregg
Stucki, Kyle Bailey and Kirstin Peterson. Also in attendance were City
Manager Rebecca Davidson, City Recorder/Assistant City Manager
Rachel Stenta, City Treasurer Jennie Ross, Police Chief Mike Navarre,
Public Works Director Jeff Foster and Acting City Engineer Eric Johanson.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Fourteen (14) members of the
audience and media were present.
Councilmember Ershadi moved to approve the Regular Meeting
Minutes of March 12, May 26, May 29 and June 2, 2015.
Councilmember Stucki seconded the motion. The motion carried 3-0
aye with Councilmember Peterson being briefly absent.
There were no Citizens to Be Heard.
Mayor Sakrison presented Miguel Gonzalez with the Mayor's Student
Citizenship of the Month Award for May 2015 for Helen M. Knight
School.
Mayor Sakrison opened a public hearing at 7:12 PM for Solicitation of
Public Input on Proposed Ordinance #2015-06 - An Ordinance Amending
the City of Moab Classified Hourly Pay Rate Schedule and Exempt and
Elected Officials Salaries.
No Public Comment was given.
Mayor Sakrison closed the public hearing at 7:13 PM.

Russell M. Savage, d.b.a. City Market located at 425 South Main Street to APPROVED FOR CITY MARKET
Conduct a Retail Sales Business. Councilmember Ershadi seconded the
motion. The motion carried 4-0 aye.
Councilmember Peterson moved to Approve Proposed Resolution #18-
2015 - A Resolution Adopting the Fiscal Year 2015/2016 Annual Budget
for the City of Moab. Councilmember Stucki seconded the motion. The
motion carried 4-0 aye.
Councilmember Ershadi moved to Approve Proposed Resolution #22-
2015 - A Resolution Accepting the Public Improvements Constructed in
Association with the Planned Unit Development, Known as "Deer Trail
Subdivision" and Authorizing the Release of the Performance
Guarantees Associated with Said Improvements. Councilmember Bailey
seconded the motion. The motion carried 4-0 aye.
Councilmember Bailey moved Send Proposed Resolution #23-2015 — A
Resolution Amending the City of Moab Fiscal Year 2014-2015 Budget to
Public Hearing. Councilmember Stucki seconded the motion. The
motion carried 4-0 aye.
Councilmember Peterson moved to approve Proposed Resolution #24-
2015 — A Resolution Approving Lease Amendment No. 2 To Contract No.
060285, a Lease Agreement with the State of Utah, Division of Facilities
Construction and Management for Tenant Space at the Moab City
Center for the Department of Human Services as amended.
Councilmember Bailed seconded the motion. The motion carried 4-0
aye.
Councilmember Stucki moved to Award the Ballpark Concessionaire
Contract and Vendor Permit to Shawn Welch. Councilmember Ershadi
seconded the motion. The motion carried 4-0 aye.
Councilmember Bailey moved to approve a Retail Food Vendor License
for Shawn Welch to Conduct a Concessionaire Stand at the Center Street
Ball Park. Councilmember Stucki seconded the motion. The motion
carried 4-0 aye.
Councilmember Ershadi moved to Confirm the Mayoral Appointment of
Allison Brown to the Moab City Planning Commission for a Fill-in Term
Ending December 31, 2017. Councilmember Bailey seconded the

motion. The motion carried 4-0 aye.
Under Mayor And Council Reports, Councilmember Peterson reported
that she had attended the opening of the Goblin Valley State Park
Mountain Bike Trail.
Councilmember Ershadi reported that she had attended the Interlocal
Housing Task Force Committee Meeting and that the Grand
Conservation District had approved a letter of support concerning Grey
Water. Councilmember Ershadi also reported that she had attended the
Envision Utah meeting as well as a public meeting regarding UTV use in
Moab.
Councilmember Bailey reported that he had attended those same
meetings.
Councilmember Stucki reported that the Grand County Solid Waste
District had hired a new full time Manager.
Mayor Sakrison stated that he had been very busy and he thanked City
Manager Davidson for meeting with members of the community
regarding the proposed water tank.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Davidson distributed a
written report and stated that she hoped to be doing a radio show after
each Council meeting and would like the City to reach out in new ways
to the community, including social media and a newspaper column. City
Manager Davidson then stated that the Police Department was
experiencing some staffing changes and that depart heads had been
working on performance evaluation forms as well as job description
revisions to prepare for the upcoming salary survey. City Manager
Davidson stated that the Flood Channel Ordinance would be coming
back to Council along with a proposal for a Riparian Master Plan.
A Report on City/County Cooperation was not given.
Councilmember Bailey moved to pay the bills against the City of Moab in
the amount of $441,103.59. Councilmember Peterson seconded the
motion. The motion carried 4-0 aye by a roll -call -vote.
