HomeMy Public PortalAbout1987-07-21 Workshop Meeting73 COUNCIL MINUTES WORKSHOP SESSION JULY 21, 1987 The Bal Harbour Village Council met in a workshop session on Tuesday, July 21, 1987, following their regular Council meeting. The workshop session was called to order at 11:00 a.m. by Mayor Richard H. Olsen. The roll was called and those present were: Mayor Richard H. Olsen Asst. Mayor Estelle Stern Councilman Matthew B. Blank Councilman James E. Boggess Councilman Sol M. Taplin Also present: Louise K. Miller, Village Manager Gerald Heffernan, representing Richard J. Weiss, Village Attorney Carole S. Mr. McDowell is quite knowledgeable in planning and zoning and will be involved in the codification of any recommendations of the Council on this topic. Mr. Desharnais, the Village Building Official, was then recognized. Mr. Desharnais explained that a major problem of the Harland Bartholomew recommendations is a 40' minimum side setback - with the balance of the side setback required located on the opposite side of the property. Mrs. Stern concurred, calling for equal setbacks on both sides of the property and emphasizing the need for open space on the property. Other council members joined Mrs. Stern in supporting even side setbacks. Mr. Taplin suggested that a 50' minimum side setback may be in order. Mr. McDowell, using the chalk board, attempted to demonstrate how uneven setbacks could be used by a developer to house recreation facilities - he suggested that larger side setbacks might be used as a trade-off for more height. Mr. Desharnais noted that the recommendations also include increased height as a bonus for reduction of building bulk - however, this should include a clause that the building must be set further back from Collins Avenue. Mr. Desharnais also suggested that a maximum height limitation might be in order. Another problem discussed was the disproportionate side setbacks required for 400' lots. Mr. Herb Davis explained that this had been written to try to avoid the box buildings and a wall across Collins Avenue. Mrs. Didi DeMaris, of the Kenilworth, expressed support for buildings facing both the ocean and the city - noting that it is a 74 detriment to face apartments in other buildings. In response to a question from Larry Cliff, Sea View Manager, it was explained that while the rear setback of the buildings does vary somewhat, it would remain unchanged. Mr. McDowell suggested that the Council may wish to provide separate zoning restrictions for hotels and residential units. After some further discussion, Mayor Olsen suggested that the Council adjourn and give due consideration to the discussion at this workshop. A later workshop could be scheduled at which time they may arrive at a consensus and proceed with appropriate codification. Council members expressed their agreement with this proposal and a motion was offered by Mr. Blank to adjourn the meeting and seconded by Mrs. Stern.
