HomeMy Public PortalAbout2005-020 Resolution Supporting League of MN Cities Legislative Policy PrioritiesMember Weir introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.2005-20 RESOLUTION SUPPORTING LEAGUE OF MINNESOTA CITIES LEGISLATIVE POLICY PRIORITIES WHEREAS, the City of Medina is a member of the League of Minnesota Cities (LMC), which serves over 850 Minnesota cities through effective advocacy, expert analysis, trusted guidance, and collective action; and WHEREAS, the LMC has established Legislative Policy Positions for the 2005 Minnesota Legislative Session; and WHEREAS, the LMC Opposes Restrictions on Local Authority, including a property tax freeze that would restrict revenue generation options needed by cities to effectively provide services to citizens, and the LMC Opposes "Turbocharged Truth in Taxation," which undermines representative democracy and local government decision -making authority, and creates an unworkable timeframe for city budgets since a levy increase could potentially be reversed by voters nearly one month into the city's fiscal year; and WHEREAS, the LMC Supports Funding Solutions for Critical Infrastructure, including the impaired waters mandate compliance and street utility authority; and WHEREAS, the LMC Urges Renewal of the State -City Partnership, to include the transformation of the market value homestead credit reimbursement into a direct credit to individuals, fully funding local government aid, creating an advisory commission on intergovernmental relations, and other recommendations from the LMC Local Government Task Force. NOW, THEREFORE, BE IT RESOLVED, by the city council of the City of Medina, Minnesota to support the League of Minnesota Cities Legislative Policy Priorities that include opposing restrictions on local authority through a property tax freeze and "Turbocharged Truth in Taxation," supporting funding solutions for critical infrastructure that include the impaired waters mandate compliance and street utility authority, and urging renewal of the State -City Partnership.
