A motion was made by Sharp and seconded by Norman to approve the September 21, 2022 Park 23
Commission meeting minutes as presented. 24

Councilmember Cavanaugh provided an update on recent City Council Actions. 28

5.MEDINA VENTURES – Meander Park and Boardwalk – PUD General Plan; Pre-30
Plat 31

Planning Director Finke provided background information on the applicant’s concept plan for 33
development at 1472 Highway 55; reminding the Commission they reviewed the concept plan 34
earlier in the year, so details will likely be familiar. 35

Sharp motioned to recommend a credit for the trail easement (10-foot easement beyond the right-37
of-way of Meander Road for trail easement) and cash-in-lieu for the remaining park dedication 38
obligation. Norman seconded. 39

De Mars commented bandwidth has delayed updates to the asset inventory spreadsheet and that 7
she will work on it soon; now that park activities, like field rentals, should slow down for the 8
season. Norman offered to help in this task. De Mars agreed to forward the spreadsheet as-is. 9

Morrison opened the floor for comments. 13

Sharp noticed maintenance and repairs were completed at the Park at Fields of Medina and 15
thanked Public Works. 16

Sharp also noted he visited the Marsh Pointe area and is very happy with the progress, and that 18
Park Commission inputs were taken into consideration and implemented. 19

The Park Commission had no questions. 23

Scherer gave an update on Hunter Lions Park, including where the contractors left off this fall 25
and two separate vandalism incidents that left the field torn up, making it necessary to re-seed 26
next spring. 27

Scherer mentioned the HAC grandstand donation at Hamel Legion Park progress and meeting 29
and work session preparations for the next annual contract cycle. 30

Scherer gave an update on the demolition at the land on Chippewa Road and reminded the 32
Commission that we will start the park planning process before long. 33

NOTES: Current 10 year Comprehensive City plan for Parks and Trails adopted in 2018 envisions city will ultimately
receive $14.7M in Park Dedication fees, but will spend $18.5M in new park and trail construction. Leaving the City
with estimated $3.8M shortfall over next 20 to 30 years. City Council has desretion to use the "General Fund" to
support new parks however the Park Commission goal is to fund all new development through Park Dedication Fund.

The Park Entrance sign looked fine. It was still too early to tell if
any flowers were planted around it.
Most of the tree trunk protection tubes were all popped off and
strewn about. I think the trees outgrew them. They could be
picked up and thrown away or reused somewhere.
The wood trails need some branch clearing and there are a couple
of logs that need to be cut on the path.
In the northwest corner there still is a very low hanging black
wire/cable (phone?) near the trail. Hopefully not connected to
anything.
It would be nice to have a big tree stump or large rock or two to
sit on along the trail around the west pond and watch any activity
on the water.

piece of blacktop. There is a hoop with a net and a very small
backboard. This abuts a ditch that currently has a lot of water in
it but is almost always full. This drainage could be improved.
There is nothing stopping basketballs from rolling into this ditch.
This makes using this court impossible. There should be a fence
both for safety and for use.

2.Introduction of New Park Commissioner
Medina resident Tom Mayer has been appointed to the Park Commission for a three-year term
expiring December 31, 2025. We will take a few minutes at the beginning of the meeting for
introductions. Park Commissioner Troy Hutchinson’s term has also been renewed for three years.

At the first meeting of each year, the Park Commission nominates and votes on its officers. The
positions that the Park Commission will be nominating are: Chair, Vice-Chair, & Secretary.

If any Park Commissioner wishes to add an item to the agenda after the agenda has already been

6.City Council Update
This is a reoccurring agenda item to have the City Council Liaison to the Park Commission give
an update at each meeting on what is happening at the Council level. City Council member Joseph
Cavanaugh has been appointed as the Liaison to the Park Commission for 2023.

7. 2023 Park Commission Goals
This will be a time to brainstorm different projects the Park Commission wants to accomplish in
2023 and beyond. Park Commissioners should spend some time creating a list of ideas prior to the
meeting. At the meeting, we can discuss ideas, decide if volunteer subcommittee groups are necessary,
and create a timeline to prioritize projects. Staff has started to create a list of possible 2023 goals based
on past discussions and direction from the City Council. Please review the final approved 2023 Capital
Improvement Plan (CIP). I am also attaching the latest concept plans for improvements at Lakeshore
Park and Hunter Lions Park.
See attached list of ideas, 2023 CIP, and concept plans.
Recommended Action: Brainstorm ideas, volunteer for specific roles, and establish
goals for 2023.
Staff Report
Park Commission Orientation Packet. Updates have been made to the organization chart. Ordinances,
orientation manual, city code, and the brochure are being provided to ensure the Commission has easy

Please turn these in at the next months meeting so they can be reused.
2023 Park Commission Representation at Council Meeting. Attached is the roster for Park Commission
representation at City Council meetings for 2023. Your attendance provides a park resource and
communication liaison between the Park Commission and other City government bodies. Steve Scherer
will continue to provide meeting updates if you are unable to attend and/or trade dates with another Park
Commissioner.
Park Maintenance Update. Hamel Legion Park: Agre Tennis will again offer lessons. Hunter Lions
Park: due to vandalism the baseball field will be out of commission again this season. Improvements
will continue in early summer. Medina Morningside Park: Orono Baseball has applied for usage of the
baseball field again in 2023. Maple Park: Orono Baseball is inquiring about field usage, which is under
review to ensure it will not interfere with Alchemy Soccer (who historically reserves the fields). Hamel
Legion, Medina Morningside, and Walnut Parks: weather remains uncooperative for making “good” ice.
I receive regular calls from residents, who are understanding, but miss their ice.
Hamel Baseball Discussion. City Council Liaison to the Park Commission Joe Cavanaugh or Public
Works Director Steve Scherer will provide an update on baseball registration concerns.
General Items. This agenda item is to give a verbal update on any other general park items.
Staff representation at the January 18 Park Commission meeting will be Public Works Director
Steve Scherer, and Public Works Administrative Assistant Lisa DeMars.

Good Morning All,
I have already discussed this matter with HAC and learned Mr. Brokaw’s concerns were being
addressed (he sent separate emails to various people). We will be discussing my conversation with
the council on Tuesday and I had planned on giving the park commission an update on Wednesday.
HAC is doing exactly what the council asked them to do, and that is to cut some of the overlap
during games to cut back on parking issues. Additionally, the fields at Hunter Park have been out of
commission due to renovation, and because of the vandalism on the field last fall, is out of
commission for the 2023 season (so registration has more limits again this year).
To my knowledge there has not been registration problem before, in fact, just a few years ago HAC
had to run an advertising campaign in order to attract enough players. The bottom line is HAC is
open to modifying their registration process to give Medina residents more priority (their current
system leaves open 10% to 15% for Hamel kids). HAC remains current on dues owed to the City for
field usage; and has had a 501(c)3 status since 2010; what they take in goes back to the city or the
park , on top that, volunteers run the program. I think the real problem is they are running a very
successful program because they do it well. I guarantee if the city was running this program we
would have the same problems and more. Because of timing I’m not sure how much information we
can get into your packet. I look forward to discussing further at the Council and Park Commission.

Dear City Council,
We are contacting you in regard to the current situation with the Hamel
Baseball Association. I will preface this email in saying this is coming
forward with the best intentions for the kids in our Medina community!
We, and other families have gone ahead and registered our kids for
baseball with Plymouth/Wayzata as we don't want to wait and see, and
potentially lose out on a spot there.
I would like to bring several items to your attention, as a member of the
city council of the city we reside in.
We went to register our 7 yr. old son for summer baseball on Monday,
1/9 at 8:40am, registration opened at 8am that morning. To our surprise,
the level in which our son would play was “sold out."
Immediately, we started hearing from the rest of our team and other
parents in the MEDINA/PLYMOUTH community that they too were not
able to register their child(ren) for Hamel Baseball. This grew to hearing
the same story from other teams/families/coaches that we have played
with for years now. These friends have been playing together since tee-
ball-4 years for our son, but up to 6 years in other cases.
I and other parents in this situation have coached every year, volunteering
hundreds of hours.
We have come to find that the President of the Hamel Baseball
Association, Mr. Pat Truax is not a resident of Medina nor part of the
Wayzata School District.
He’s in Maple Grove and in Osseo school district.
SEVERAL teams have been dismantled and split a part due to
the allowance of other communities being able to register for
Hamel Baseball that DO NOT RESIDE in the area.
Our kids have been playing on the same team with their
friends for years and now cannot.
Several of the families that I have spoken with reside in
Medina/Hamel, with several having Hamel Park in their
backyard, will be spending the summer watching kids
from all over the west metro playing baseball in their
backyard because Hamel Baseball refuses to open a
window for Hamel/Medina residents first. Plymouth
Parks and Rec does this for all their community programs
and as a Medina resident, I have been unable to get into
soccer and learn to skate programs for example. As
much as a bummer as this is, I am not a Plymouth
resident and I understand the need for these families to
have the first opportunity as they are funding these
programs directly through their taxes.
Hamel park is a COMMUNITY park in which RESIDENTS pay the
taxes for the maintenance and to enjoy.
We have strong belief that the majority of registrations were
by NON-RESIDENTS, as this issue has never been a problem in
past years. Registration has blown up looking more like a cash
grab.
We can easily capture a long list of families in this same
situation, we are not talking a few, it’s SEVERAL.
The responses others have received from Hamel Baseball
Association were not acceptable. Much to the effect of thank
you for being a great coach and driving demand to Hamel, but
sorry we are full. In our case, we have not heard back to our
email we sent to the president.
In our past experiences with Hamel Baseball, the current
situation and the handling of it does not align with the values
and history of the program – it’s about COMMUNITY and
bringing families who have been part of this community for
years together, and that is now no longer. It seems the value
of the program has shifted to a pure money grab and
expanding the program to everyone and anyone without any
regard to COMMUNITY.
Lost in all of this is that kids within your city aren’t able to
participate with their friends in a program offered in a park
that hosts school gatherings, birthday parties and city
gatherings such as Hamel Days. Then number of Medina kids
that have been pushed aside is very high and doesn't reflect
well on your council leasing out community resources while
reducing access for your residents.
Our asks:
To view the registration for this year so we can understand
how many registrants are residents vs. non.
Request the Hamel Baseball boundary maps going back to
2018 or so compared to the map on the website as of February
2021. I believe the boundary has been significantly expanded
since it covers Hanover, Rockford, Loretto, Maple Plan and a
large swath of Maple Grove. Our community has grown
significantly on our own and the expansion of the boundary in
2021 reflects the cash grab initiative instead of serving the
community.
PRIOITY REGISTRATION: it is commonplace in registration
processes to allow residents and in-district families to have
priority registration to ensure community members can enjoy
the programs and resources offered in their OWN
COMMUNITY! Medina residents can’t even sign-up for any
Plymouth Park and Rec activities until Plymouth residents have
a first chance, as an example.
A response from the City Council on next steps or if this is
something you will not address on behalf of your residents and
how we should address with Hamel Baseball.
As a tax payer in Medina, I ask that the city consider reviewing
the relationship with the Hamel baseball program with regards
to field upkeep, waiving Grandstand permit fees, etc., and push
a portion of that into other areas of the city that we are able to
utilize as residents. This could be done based on a report of
where the players are coming in from to play for Hamel.
I will again try to express these concerns with Hamel.
Again, we are past this with our kids. Out of respect for my
neighbors in Medina, and the community, I raise these
concerns, so kids don't get split up in the future. I personally
don't remember any game from youth baseball, but I do
remember the friends I played with and the friendships that
still last today.

Hi Steve and Lisa –
Thanks for the call today.
We opened registration this Monday (Jan 9). One of the levels (rookie machine pitch) filled pretty
quickly and a couple others have since filled after that. Because Hunter isn’t available this spring it
reduced the capacity for this level by 20% (i.e. we had to field less teams and thus less players than
we otherwise would have). If Hunter was available, I don’t think any of the levels would be filled right
now.
Once a level fills up, we create a waitlist. We hold a couple spots back from the main registration so
that we can ensure that teams aren’t overfilled if we need to add players at a later time (for example
if we don’t have enough coaches and need to recruit a family with a parent willing to coach, because
you can’t have a team without a coach).
When we clear people off the wait list, we prioritize players with parent’s who coach, returning
families, Medina residents, and how soon they got on the waitlist. It’s not often that we turn away
kids, I can usually find a spot for them to play at. Since registration just opened Monday and isn’t
closed for all levels, we haven’t dived into the waitlist yet, but we did send an email to all families
that we’ll be working on it.
I think your suggestion that next year Medina residents get an advanced registration (not just
priority on the waitlist) is a good idea. When we saw how quick enrollment filled on Monday, it’s
something we discussed along with prioritizing returning families (we have a couple families that
have played with us for over a decade that weren’t able to get in). I expect next year the issue to be
moot since Hunter will be available again, but we can commit to a process that allows Medina
residents to register prior to the general registration.
