LYNWOOD CITY COUNCIL '
SPECIAL MEETING
JULY 30, 2001
The City Council of the City of Lynwood met in a Special Meeting at 11330 Bullis
Road on the above date at 9:40 a.m.
Mayor Pro Tem Sanchez presiding.
Councilmen Byrd, Rea, and Sanchez answered roll call.

� Mayor Richards and Councilman Reyes were absent.
Also present were City Manager Davis. City Attorney Thever, and City Clerk
Hooper.
City Treasurer Pygatt was absent.
City Clerk Hooper announced that the agenda had been posted in accordance
with the Brown Act.

Item# 4: STRATEGIC PLAN AND IMPLEMENTATION
I� Residential and Commercial Parkinq:
Mayor Richards arrived at 9:45 a.m. ;
J.D. Whitaker gave a brief presentation on the Residential and Cornmercial
Parking on behalf of the Parking Enforcement Department, also stated the
residents need to be aware of the parking violations here in Lynwood, and would
like to have an on going training course for the Parking Officers.
Mayor Richards stated he would like to have Parking Meters placed in front of
every business here in Lynwood.
Mayor Pro Tem Sanchez stated he would like to have a training course for the
Parking Officers and Code Enforcement Officers, and also stated that the
Supervisor should be more involved with the DepaRment wear a uniform and go
out into the field like the Officers.
Mayor Richards stated he would like to hire more Parking Officers and Code
Enforcement Officers.
� It was moved by Councilman Byrd, seconded by Mayor Pro Tem Sanchez and
� I, carried to refer plan to City Manager for implementation and bring back to

Lieutenant Herek gave a brief presentation on the Residential and Commercial
Parking on behalf of the Sheriffs Station.
Mayor Richards stated he would like to continue Item# 5: AMENDMENT TO
SERVICES CONTRACT AGREEMENT DAPEER, ROSENBLIT AND LITVAK,
LLP for next Regular Meeting.

Interm City Attorney Jeremy March gave a brief presentation on the Parking
violations Code 1, 2, and 3. Aiso explained to the Council that Cal Trans has to
approve the City's Ordinances or any Code changes.
Mayor Richards stated he would bring back for further discussion.

City Attorney Thever stated the two (2) cases for Anticipated Litigation were non- '
existence.
ADJOURNMENT
It was moved by Councilman Byrd, seconded by Councilman Rea and carried to
adjourn the meeting at 10:35 a.m.
