ADJOURNED REGULAR MEETING JANUARY 10, 1978
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on above
date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Morris, Rowe answered the roll call.
Councilman Higgins was absent.
Mayor Rowe announced that the adjourned meeting was being
held at the request of the Lynwood Chamber of Commerce for the
purpose of discussing problems of mutual concern.
Chamber of Commerce President Sheffield spoke of the major
problems confronting the Chamber of Commerce, particularly
their inability to keep businesses from relocating in areas
other than Lynwood and in attracting new businesses to the
City. He expressed the intention of having a more businesslike
contractual arrangement with the City which he expects will be
reflected in the next Chamber of Commerce budget request.
Councilman Green expressed concern about the problem of
abandoned shopping carts, graffiti on walls of various
businesses, unkempt parking lots around some of the businesses,
and efforts to relocate businesses within the City.
It was agreed that it would be appropriate for Chamber
representatives to contact the various store managers and seek
their cooperation in controlling the shopping carts.
Ways in which the Chamber of Commerce could be of assistance
in furthering the redevelopment project were discussed. Use
of studies being made by the firm of Hays and Menard in efforts ,,~
to attract new business was suggested as the study will have
information about what businesses are most need in the community.
A suggested Chamber of Commerce program of action was presented,
and the following suggestions were discussed: (1) Prepare an
Action Program and Committee structure emphasizing industrial
and commercial firm acquisition; (2) Publication of an informa-
tion folder for those making inquiry about living and working
in Lynwood; (3) Prepare and implement a City-wide membership
effort; (4) Investigate feasibility of using AB 103 financing;
(5) Survey vacant buildings; (6) Survey all vacant industrial
and commercial land; (7) Ask Chamber members to submit names of
firms from whom major purchases are made; (8) Use data being
prepared by Hays and Menard to prepare a fact/site book for use
by prospective site locators; (g) Work with local realtors to
attract commercial and industrial firms to Lynwood; (10) Estab-
lish a task force which can be called on to meet with prospects
to answer questions relative to sites and requirements; and
(11) Prepare a quarterly progress report for submission to the
City Council.
Involvement of the Chamber of Commerce in the HCDA-funded
commercial improvement program was suggested by Councilman Morris.
It was suggested by Mayor Rowe that it would be appropriate to
have a joint meeting at the time of submitting the quarterly
Chamber of Commerce progress report.
It was moved by Councilman Byork, seconded by Councilman Morris,
and carried, that the meeting adjourn to January 17, 197 at

The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
At the request of the City Manager, it was moved by
Councilman Morris, seconded by Councilman Byork, and carried,
that the meeting adjourn to executive session for discussion
of matters of litigation.
Following the executive session, it was moved by Councilman
Morris, seconded by Councilman Byork, and carried, that the
meeting adjourn.
