REGULAR MEETING FEBRUARY 21, 1878
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Higgins, Morris and Rowe answered the
roll call. Councilman Green was absent.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that Councilman Green's absence be
excused.
It was moved by Councilman Higgins, seconded by Councilman
Morris, and carried, that the minutes of the adjourned
regular meeting of February 7, 1978 and the regular meet-
ing of February 7, 1978 be approved as written.
PROCLAMATION
Prgclamation The Mayor read a proclamation designating bhe dates of
Junior Catholic February 19 to February 25, 1978 as "JUNIOR CATHOLIC
Daughters of DAUGHTERS OF AMERICA WEEK." Members of Court Madonna
America Week No. 1458 were presented with a copy of the proclamation.
It was moved by Councilman Byork, seconded by Councilman
Higgins, and carried, that the proclamation be authorized.
PUBLIC HEARINGS
Public Hearing- The Mayor announced that the time had arrived for public
HCDA appl. for hearing on the Housing and Community Development Advisory
4th year Board's recommendations for fourth year application for
funding Community Development Block Grant funding. A report on
the Advisory Board's recommendations was presented by the
City Manager. The Advisory Board recommended that the
Council authorize application for funding the following
programs as set forth in detail in the City Manager's
report: (1) Continuation of the housing rehabilitation
program, $413,000, (2) Continuation of the commercial
rehabilitation program, $60,000, (3) Continuation of the
neighborhood association support program, $3,000, (4)
Paramedic. training, $77,000, and (5) Position of
economic development coordinator, $50,000.
The Mayor inquired if anyone wished to speak in favor of
the proposals. Mr. Robert Downs, 3920 Carlin Avenue,
spoke in favor of the funding application and urged that
the program be extended to the entire city. He was
informed that all programs will be applicable to the
entire City of Lynwood.
The Mayor inquired if anyone wished to speak in opposition
to the proposals. There was no response and the hearing
was declared closed.
HCDA appl. After discussing various aspects of the program relative

it was moved by Councilman Morris, seconded by Councilman
Higgins, that the Council concur in the recommendations of
the Housing and Community Development Advisory Board.

The Mayor announced that the time had arrived for public
hearing on the appeal of Irma Phillips of the Planning
Commission decision in denying an application for a
conditional use permit to allow six dogs in a residential
zone on a portion of Lots 761 and 762, Tract 3078 (3560
Lynwood Road). The City Manager reviewed the action bf ,
the Planning Commission taken pursuant to public hearing.

The Mayor 3,nquired if anyone wished to speak in favor of
ff ~ the condit~.onal use permit. Mr. Robert Moshier, 3560
~~ Lynwood Road, addressed the Council in favor of the
conditional use permit and presented copies of a report
to members of the Council. The report contained a history
of the .conditional use permit application to the Planning
Commission, medical and licensing history of the dogs,
record of property improvements made for maintaining the
dogs and records of obedience training for some of the
dogs.
Mr. Bi11 Anderson, 17,352 Louise Avenue, addressed the
Council to state that he had talked to neighbors along
Lynwood Road and none had complained.
Mr. Dave Richman, $enwell Drive, asked how long the owners
have had the dogs and suggested that there be further
discussion of the application. Zoning ordinance limitations
on keeping of animals was explained to Mr. Richman.
The Mayor inquired if anyone present wished to speak in
opposition to the conditional use permit. Mr. Robert Downs
inquired if conditions could be placed on a conditional use
., permit and if granted, could it later be revoked. The City
Attorney explained that the. conditional use permit could be
j granted subject to certain stated conditions and that it
could be revoked subject to a public .hearing. He also
explained that a co~~itional use pert runs with the land
rather than the individual and a si~b~~quent owner of the
land, under the terms of the conditional use permit, would
be permitted to maintain six dogs on ;the property.
The Mayor inquired if anyone present wished to speak in
opposition to the conditional use permit. Mr. Robert
Henning, 3952 Carlin Avenue, ob,~ectecl to the conditional
use permit on the basis that it would set a precedent ~y
allowing more than the three dogs permitted by the zoning
ordinance. Mr. Cass Waranius, 12416 Long Beach Boulevard,
spoke in opposition to the conditional use permit as he
feels there is currently too many dogs whose owners do
not control them.

The Mayor again inquired if there were any wishing to speak. Appeal of.
As there was no response, the hearing was closed. It was I• Phillips
moved by Councilman Higgins, seconded by Councilman Morris, denied
and carried, that the Council concur in the Planning
Commission recommendations and deny the appeal.
MANAGEMENT STUDIES AND REPORTS

elderly apptd necessary agreement between the City and County of
Los Angeles, Funding of $10,000 will be provided from the
vehicle capital grant program of the Los Angeles County
Area Agency on Aging with the City's in-kind match to be
$12,824 and hard-match to be $1,000. It was moved by
Councilman Higgins, seconded by Councilman Morris, that
Council concur in the recommendation.

Relations No. 78-17 entitled: "EMPLOYER-EMPLOYEE ORGANIZATION
RELATIONS RESOLUTION." be adopted. It was moved by
Councilman Higgins, seconded by Councilman Morris, that
Resolution No. 7~-17 be adopted.

Res. 73-13 The Manager reported that negotiations have been completed

THEREFOR." was presented. It was moved by Councilman

Morris, and carried, that the Council approve the permit app'd
application of Browning-Ferris Industries of California
for a special permit for a re#'use hauling license.
It was moved by Councilman Morris, seconded by Councilman
Higgins, and carried, that the Council grant the request
from the Compton-Lynwood Board of Realtors to participate
in a "Paint Out Graffiti" day during the week of April 3,
1978 and to place an information booth in the City Hall
foyer during the first two weeks in March with the
exception of Tuesday, March 7.
COUNCIL AGENDA
Councilman Higgins commended the Fire Chief for work dome
during the night of the recent heavy storm. H~ also
informed the Council that. he had contacted Mr. Datel of
CALTRANS regarding drainage of storm waters off the Long
Beach Freeway o~i.to Louise Street.

Coun.Byork - Councilman Byork informed the CO'uncil that he had received,
Gillespie a request from Gillespie Engineering on Wright Road for
Eng.rental permission to use a large parcel of State-owned property
req. app'd for a maximum of 30 days for setting up several pieces of
carnival equipment in order to have the equipment inspected
by State safety inspectors. It was moved by Councilman
Byork, seconded by Councilman Morris,. and carried, that the
request be granted.
Street Dept. Members of the Council commended the Street Department for
commended the fine fob done in handling the trees which fell during
the recent storm and also complimented the Sheriff's
Department on the excellent crime clinic which was held on
February 18, 197• At the request of Councilman Higgins,
Captain Waller of the Sheriff's Department described the
rape .and rape prevention clinic which will be conducted
in, the near future .
Commission:- In discussing the Current vacancies on .various commissions,
appointments Mayor Rowe stated he had received an application from a
postponed to gentleman who is an employee of the State of California
3/21/78 and asked the City Attorney if that would be in conflict
with City rules. The City Attorney read Lynwood Code
Section 24.2T which provides in part that no person
shall, be appointed who holds any salaried public office
or employment. It was the consensus of the Council that
nominations for the vacancies would be made at the
March 21, 1978 regular meeting.
PUBLIC BUSINESS FROM THE FLOOR
D. RicY~nan re Mr. Dave Richman of Benwell Drive addressed the Council
Council mtg. to inquire how long tapes of the Council meetings are
tapes & City kept and to review the actions. taken by the Council
Treasurer relative to changing the salary of the City Treasurer
position and placing on the ballot a measure relating to making
it an appointive position.
B. Curlee re Mr. Bob Curlee, 3955 Platt Avenue, addressed the Council
insurance & to a,sk about the current status of the City's insurance
trash pickup as it relates to the coverage by Star Insurance Company.
He also inquired about curbside and alley trash pickup
and was informed that the survey being made is about
three-quarters finished.
Rev. Floyd re Rev. Charles Floyd, 12503 Harris, commented on downed
trees & admin. trees in the alley at the rear of his home and stated
analyst pos. that the alley needs resurfacing. He also commented
about the fob flyer for administrative analyst and
inquired if it is a new position or a replacement.
B. Anderson Mr. Bill Anderson inquired about the storm drain in
re storm drn. Ham Park and asked if the Mayor has an interest in
the Lynwood Journal.
It was moved by Councilman Morris, seconded by
Byork, and Carried, that the meeting adjourn to
178 at 7:30 p.m.
