ADJOURNED REGULAR MEETING MARCH 14, 1978
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
CERTIFICATION OF ELECTION
Res. 78-21 After receipt of the City Clerk's certification of the
Declaring result of the canvass of returns of the General Municipal
result of Election of March 7, 1978, RESOLUTION N0. 78-21 entitled:
Gen.Municipal "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
Elec. CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY OF LYNWOOD ON THE 7TH DAY OF
MARCH, 1978, DECLARING THE RESULT THEREOF AND SUCH OTHER
MATTERS AS ARE PROVIDED BY LAW." was presented. It was
moved by Councilman Higgins, seconded by Councilman Green,
that Resolution No. 78-21 be adopted.
Roll Call:
Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe.
Noes: None.
Absent: None.
Oath of The incumbent City Clerk Josephine L. Shepherd administered
office-City the oath of office and issued a certificate of election to
Clerk City Clerk Laurene Coffey.
City Atty. At the suggestion of Mayor Rowe the Council discussed the
to file eligibility of Dave Richman to serve as City Treasurer
motion since he understands there is a substantial question
whether a full-time federal employee may serve in City
government as a paid official. It was moved by Councilman
Green, seconded by Councilman Morris, that the City
Attorney be instructed to file a motion for declaratory
relief.
Roll Call:
~ Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe.
Noes: None.
Absent: None.
It was moved by Councilman Morris, seconded by Councilman
Higgins, that the City Clerk be requested not to
administer the oath of office to Mr. Richman pending the
resolution of the legal question.
Roll Call:
Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe.
Noes: None.
Absent: None.
It was moved by Councilman Byork, seconded by Councilman
Higgins, that a portion of Item IV of the agenda be held
in abeyance. There being no objection, the motion
carried.
+; Oath of The City Clerk administered the oath of office and issued
;office - certificates of election to Councilman John D. Byork and .
J.D. Byork, Councilman Eugene R. Green.
E.R. Green
The City Clerk requested nominations for the office of
G.W. Higgins Mayor. Councilman Morris nominated Councilman Higgins.
'elected Councilman Green nominated Councilman Byork. It was
Mayor moved by Councilman Byork, seconded by Councilman Morris,
that the City Clerk be directed to cast a unanimous
ballot for Councilman Higgins. There being no objections,
the motion carried.

CITY CLERK'S CERTIFICATION OF CANVASS
I, JOSEPHINE L. SHEPHERD, City Clerk of the City
of Lynwood, County of Los Angeles, State of California, duly
authorized by Resolution No. 77-105, adopted by the City
Council of said City on the 15th day of November, 1977, do
hereby certify that I have canvassed the returns of the
regular general municipal election held in said City on the
7th day of March, 1978, and find that the number of votes
given at each precinct and the number of votes given in the
City of Lynwood to persons voted for, the respective offices
for which said persons were candidates and for and against
the measure were as shown above.

Mayor Higgins took the chair and asked for nominations E.L. Morris
for the office of Mayor Pro Tempore. Councilman Rowe elected Mayor
nominated Councilman Morris. Councilman Green nominated Pro Tempore
Councilman Byork. It was moved by Councilman Byork,
seconded by Councilman Rowe, that the City Clerk be
directed to cast a unanimous ballot for Councilman Morris.
There being no objection, the motion carried.
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the meeting adjourn to March 21,
1978 at 7 p.m.

above date at 7 p.m.

the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
The meeting was adjourned to executive session for personnel
matters. Following the executive session, it was moved by
Councilman Byork, seconded by Councilman Morris, and
carried, that the meeting be adjourned.
