Councilmen Byork, Green and Rowe answered the roll call. Councilmen Morris and Higgins were absent. Also present were Assistant City Attorney Clark and City Manager Valliere. It was moved by Councilman Green, seconded by Councilman Rowe, and carried, that Councilman Morris' and Councilman Higgins' absence be excused. It was moved by Councilman Rowe, seconded by Councilman Green, and carried, that the minutes of the adjourned regular meeting of March 21, 197b and the regular meeting of March 21, 1978 be approved as written.
