Mayor Hi,6Bin~ in the chair. Councilmen Byork, Green, Morris; Rowe and,.Higgins answered the roll call:' Also present were CS,ty Attorney ,Murphy and City Manager Valliere. PROCLAMATIONS Proclamatio~rr- A resolution proclaiming -May 15 to .May 20, l97$:,as ",Medical "Medical Assistants' Week" was read. It was moved by Councilman Assistants Wk"Byork, seconded by Councilman Morris, and carried, that the resolution be adopted. A letter of invitation to the Council\from Mr. Doyle C. Current, Worshipful Master, Lynwood Lodge No. 600, was read inviting the Council to attend a special-,Public Schools Program to be presented at the Masonic Temple, on April 24, 1978. Councilman Morris stated that in view of;<~ublic`Schools Week, it should be noted that much building has been done in the school district made possible by a federal grant. PUBLIC HEARING Public Hear- The Mayor announced that the. time had arrived for public ing hearing on zone change appeal from R-~ to M zone at Zone Change 10965 Wright Road. The Mayor inquired if there were Appeal, 10965 anyone present wishing to speak in favor of the zone Wright Rd. change . The appellant, Mr. Carl J. Brandon, 2348 Bronson Hills Drive, Los Angeles, spoke in favor of the zone change stating that the area is suitable for industrial growth; that there is noise pollution from the freeway so that residential building on his lot. is not feasible; that rezoning would increase property values and that rezoning would be in conformance with the General Plan. The Mayor inquired if there were anyone present who. wished to speak in opposition to the zone change. Mr. Wayne Kunnert, 10975 Wright Road, spoke in opposition to the zone change stating that he does not wish to have a warehouse next door. Mr. Lewis Gill, 10189 Wright Road, spoke in opposition to the zone change stating that it would be dangerous for children. ~, •~ ,.,, a ~ •,.; ~~ ,.` Mr. Tony Capino, 10971 Wright Road, spoke in opposition to the zone change on the grounds that a zone change would result in more truck traffic and would be dangerous for children. Mrs. Marie Jamison, 10983 Duncan Avenue,. spoke in Apposition to the zone change. ~, Mrs. Laura Tutino, 10971 Wright Road, spoke in opposition to the zone change stating that it would result in increased traffic and noise and that~she would not care to live across the street from a warehouse. Mrs. Kunnert, 1.1068 Louise, spoke in opposition to the zone change stating that the street is too narrow and that it would increase traffic. The Mayor inquired if Mr. Brandon wished to speak in rebuttal. Mr. Brandon stated that he no longer intended to put a ware- house on the property; that it is impossible for him to get financing for residential structures because the property is 30 feet from the freeway; that there would not be an increase in truck traffic and that residential property in an M zone is valuable property. The Mayor inquired if anyone wished to speak in rebuttal to Mr. Brandon. Mrs. Virgil May, 11118 Louise Street spoke in opposition to the zone change stating that Wright Road is too narrow to be rezoned. '` There being no others wishing to speak in favor of or in opposition to the zone change appeal, the Mayor declared the hearing closed. It was- moved by CouncilmanMorris, seconded by Councilman Zone char Green, that the appeal for zone change from R-3 to M-zone appeal denied for property at 10965 Wright Road be denied. Roll Call: Ayes: Councilmen Byork, Green, Morris, Rowe, Higgins. Noes: None. Absent: None. REPORT Mr. James F. Hays, James F. Hays and Associates, discussed Report by the study recently completed by his firm in cooperation James F. Hays with Owen Menard and Associates. The study analyl~~~a..~-: _ economy of the'City and makes recommendations for 'future planning. Mr. Hays stated that completion of the Century Freeway will boost Lynwood's economy and he urged close cooperation between the Chamber of Commerce and the City in planning future growth. Councilman Morris commended Messrs. Hays, Menard and Brown for an excellent report. It was moved by Councilman Rowe, seconded by Councilman Morris, and carried, that the report be accepted. The Mayor declared a recess at 8:35 p.m. Following the Recess recess, the meeting was reconvened. `:9 CITY CLERK'S AGENDA Closing-out It was moved by Councilman Morris, seconded by Councilman sale appl. Byork, and carried, that application from Ed Edmondson app'd for closing-out sale permit for The Frame Place, 11671 Atlantic Avenue, be approved. MANAGEMENT STUDIES AND REPORTS Res. 78-29 RESOLUTION N0. 78-29 entitled: "A RESOLUTION OF THE CITY relating to COUNCIL OF THE. Ord.first The City Manager reported on Traffic and Parking Commission read - Over- recommendations regarding overnight parking prohibitions night parking and presented an ordinance entitled: "AN ORDINANCE OF prohibitions THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING SECTION 19-22 TO AMENDING SECTIONS 19-127, 19-128, 19-131, 19-132, 19-133 AND 19-134 OF, AND REPEALING SECTION 19-136 OF THE CODE OF THE CITY OF LYNWOOD RELATING TO CERTAIN PARKING PRO- HIBITIONS." for first reading. The proposed ordinance has been reviewed by the Sheriff's Department.. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the ordinance be read by title only. The City Manager recommended insertion of the phrase "or as otherwise posted" in Line 4 of Section 19-122. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the ordinance be read by title only. It was-moved by Councilman Rowe, seconded by Councilman Byork, that the ordinance be introduced with the language change in line 4 as recommended by the City Manager. The City Manager reported that the Traffic and Parking Red curb St Commission have reviewed a request from Mr. Chaudhry, ].1171-73 Sallie 11171-73 Bullis Road for a two-hour parking prohibition Road app'd and recommended that 30 feet of red curbing be painted northerly of the driveway. Staff and Sheriff's Department have recommended not restricting parking in any manner at said location in the interest of traffic safety. Mr. Archie Legg:, Traffic and Parking Commission, stated that a definite traffic hazard exists and that two campers parking on either side of Mr. Chaudhry's driveway obstructs visibility for motorists exiting the driveway and creates a hazard for southbound traffic. It was moved by Councilman Morris, seconded by Mayor Higgins, and carried, that Council approve the recom- mendations of the Traffic and Parking Commission and direct the Traffic Engineer to permit the painting of 30 feet of red curbing northerly of the driveway. It was moved by Councilman Rowe, seconded by Councilman Bid award - Morris, to accept the bid of Cushman Motor Sales, Inc. COUNCIL AGENDA Councilman.. Green: commended City Manager Valliere for his Coup. Green re' outstanding contributions to the City. The City Attorney reviewed the history of the request and advised Councilman Byork that an ordinance relative to fencing in general is-being studied by the Planning Commission. In response- to Mayor Higgins' request, the City Manager Mayor Higgins advised that insurance coverage with expanded limits re insurance for 3978-79 would be $106,000. Last year the City paid premiums $136,000 for insurance and two years ago, the cost was $350,000. ~ ; . ~'. ,~ R. ' _ ~, _ . _ _ c~ r`~ ADJOURNED REGULAR MEETING APRIL 18, 1978 The City Council of the City of Lynwood met in an adjourned regular session in the City Ha11, 11330 Bullis Road, on above date at 7 p.m. Mayor Higgins in the chair. Councilmen Byork, Green, Morris, Rowe and Higgins answered the roll call. Also present. were City Attorney.Murphy.and City Manager Valliere. The City Manager reported on a meeting of Lynwood Services I Corporation held at 12 o'clock in Bateman Hall, Three appointments were made to the Board of Directors: Hal Hampton, Economic Resources Corporation; Ed Dowd, Manager, Montgomery Ward and Samuel Porter, incoming President of the NAACP. Lynwood Services Corporation has contracted with the auditing firm of Lance, Sbll and Lunghard. The-City Manager described the interest and commitment of private industry to the new method of implementing-the CETA program. The Mayor stated that Congressman Wilson's office has notified the Lynwood Services Corporation that it qualifies for EDA funds. The Mayor also stated that Supervisor Hahn will be monitoring the program to see if it would be feasible for Los Angeles City and County.
