CITY OF TYBEE ISLAND
February 14, 2013
5:00 P.M.
ATTENDEES: Paul Wolff, Diane Schleicher, Jan Fox, Barry Brown, Joe Wilson,
George Reese,Angela Hudson and Tom Groover.
Approve the minutes of the previous meetings—Paul Wolff called the meeting to order;
asked for a motion to approve the minutes from the 1.10.13 meeting. Barry Brown moved
to approve; Tom Groover seconded.
New Business:
I. Improvements on Solomon Avenue
a. Estimated Costs for Budgeting in FY 14
i. Byers to McKenzie—Joe Wilson states he measured it off; from
Byers to McKenzie is 1,065 ft.; I estimate around 213 tons of
stone; cost is $6,390. Total cost for this section is $23,750, in
house, with the geo-grid.
ii. McKenzie to Polk—Joe states from McKenzie to Polk is 1,060 ft.;
850 ft. of that will have to have a little more stone than the last 210
ft., going towards McKenzie, because it's all sand; estimate 212
tons of stone; total cost for this section is $30,750; so for both
sections, you're looking at $55,000-$56,000; this is with 20ft.
wide; those are the current prices of stone and geo-mat to put
down; this is just material cost; I may go ahead a rent a motor
grater for a week, at a cost of$1500.
Paul Wolff states, now all we have to do is get over the
environmental issues up there,between Polk and McKenzie.
Diane Schleicher states, Bubba(City Attorney) thought if we really
shifted it to the south, we would be out the...Paul states,we can't
shift it far enough without getting into the marsh.
Joe states, it does say 25 ft. from the marsh but we do have an
exemption from that because it is an established road; roads are
exempted from maintenance.
Paul states, hopefully between now and the time we start our
budget cycle, we can get things resolved with Bubba(City
Attorney) and find out exactly what we need to do; find out where
we're at.
II. Discussion of Beach Rake for Beach Maintenance
a. Tom Groover states, Joe, I want to make sure that we have something in
here, come July.
b. Diane Schleicher states, from the information on the internet, it looks like
Barber seems to be the leader of the industry; that's what we looked at,
was a Barber; one of the things I thought about, since our tractor isn't the
right size to pull what we want it to, if the City's serious about buying a
beach rake,part of our requirement is perhaps to have a clause, that they
are willing to take our Kubota and upsize it to the size that would actually
pull the rake; that's maybe an option so we aren't having to buy a second
tractor; what I want to avoid is having two tractors.
c. Tom asks Joe what it would take to get some prices; Joe states, I will get
on that and try to have some prices by next meeting.
III.Public Safety Building Design:
a. Update on Status
i. Attorney is working on contract between city and Greenline
Paul Wolff explained, all we want to do is get the same
information that they have, in advance, so when we get to a
Council meeting or to a workshop, to discuss the Public Safety
Building, that we're not six months behind on information; I would
really just like updates from Diane; that's all I'm asking for.
Barry Brown states, when that was set up, to start with, it was the
ad hoc committee; has it been changed from the ad hoc committee?
Diane Schleicher states, yes. Paul states, whatever it is, that
committee was set up to facilitate the construction of the Public
Safety Building. Barry asked that Paul read, into the minutes, the
definition of"infrastructure"; Barry had presented the handout to
Paul earlier; Paul reads, "Infrastructure" is (1) the underlying
foundation or basic framework(as of a system or organization) (2)
the permanent installations required for military purposes (3)the
system of public works of a country, state, or region; also: the
resources (as personnel, buildings, or equipment) required for an
activity. Paul states, so that does fall under the purview of the
Infrastructure Committee, the fact that it is a building; I understood
that from the beginning; I told Wanda Doyle, we're not trying to
steal her thunder, or slow it down; all we want to do is, try to be
sure we're all on the same page and make this as smooth as
possible and get it done as quickly as possible, with the best
possible building we can create. Barry Brown states, so if she
doesn't want us playing in her sandbox, then we're going to have a
problem. Paul states, we're not going to make any decisions about
it until we get into a Council situation; it's going to take Council to
make a decision anyway. Barry states, I want to put it on the next
meeting in February, on the agenda. Paul asks, to do what? Barry
states, to put this on there; that the Infrastructure Committee will
start looking at the same stuff that the Public Safety Committee
does, including any designs. Paul states, we don't have to run this
through Council; all we have to do is ask for updates at every
meeting that we have; I don't think it's going to take a Council
action ; that's why I asked Diane today, to give us an update on
where is it...Barry states, I want to vote on it Paul. Paul states, if
you want to put it on the agenda, that's fine. Barry states, I want to
put it on the agenda.
Tom Groover states I wouldn't have any problem attending Public
Safety meetings, and do that. Barry states you won't have a voice
in it. Tom states, that's true. Barry states, they can send that
architect back a dozen times, change those plans a dozen times and
run that cost right up through the roof. Paul states they cannot do
any budget things without Council; all they can do is make
recommendations; same as we can. Jan Fox states I'm on the
Public Safety Committee; I'll make sure everything gets over here;
between Diane and me, we'll have it over here.
Paul asks Diane Schleicher for an update. Diane states the attorney
is currently working on the contract between the City and
Greenline; there's going to be a special Public Safety Committee
meeting on February 27th at 10:00 AM; there have been a couple of
things that have changed since we've had problems with
communication, Barry, with the beginning of the Butler project;
one is, now when committees have meetings, I send out the agenda
and the minutes to all Council members; when we first set up
committees, only the committee members received them; now I
send the agenda and draft minutes to all Council members; there's
better communication; also we've gotten better at constructing
committees like this and all the other committees; their only
making recommendations, especially when it comes to spending
and contracts; they have to go to Council; they cannot just direct
staff and make money decisions; it all has to go to Council; when
the committees were first set up, they felt like they were almost
autonomous, and they acted autonomous; so we have put a lot
more restraint on committees. Barry states, I don't understand what
the problem is as far as the Infrastructure Committee not being a
part of this; that building is a part of infrastructure; we should see
everything that they see; that's what we're talking about; having it
work hand in hand; if there's a problem with that, then we've got a
bigger problem all the way around. Diane states, I don't think
there's a problem with that. Jan asks, as far as the update on the
contract, will the contract be reviewed by everyone involved.
Diane states, I will make sure that everyone involved is reviewing
it.
Old Business:
I. Jones Avenue:
a. RFP for Engineering Services are due February 15, 2013
II. TRAILS PROJECT:
a. Project update
b. Additional comments were received by Thomas & Hutton on the Concept
Report on January 18th and resubmittal is expected this week. Some of
the comments were related to the existing US 80 rights of way and
Thomas &Hutton has had to do some additional examination of parcels
along the trail route.
III. Replacement Current AMR System with a New AMR System:
a. RFP for drive-by system due February 22, 2013
IV.Silver Avenue Drainage Issue:
a. City attorney put together temporary construction easement
b. Joe Wilson is circulating for signatures of two property owners prior to
starting project—Diane Schleicher states, Joe I know you've gotten the one
signature from the condo signed; has Jenny signed hers yet? Joe Wilson states
I have not seen Jenny; I gave it to her manger, Brandi, to give to Jenny. They
both received these a week ago; they may have turned them in to Bubba(City
Attorney) by now; you might what to check with Bubba and see.
V. HISTORIC BUTLER AVENUE TE GRANT—HGBD
a. Project update:
i. The Butler project has gone well and is nearing completion, and
will definitely be done before the end of the month. The project
has had some under run items, so the actual construction cost will
be slightly less than the full bid amount.
Joe Wilson states that the Butler project was completed 2 weeks
ahead of time; we also had a savings of$9000.
With no further business to discuss, Tom Groover motioned to
adjourn; Barry Brown seconded.
A quorum of city council members may be present which would constitute a meeting.
