Councilmen.Byork, Morris, Rowe and Higgins answered the j roll call. Councilman Green was absent. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that Councilman Green's absence be excused. SERVICE FEES." was presented by the-City Manager. Chief Johnson explained the concept of a fire service fee which is proposed due to loss of revenue from property taxes for fire protection services. The-fee is based on a "fire flow" (gallons per minute) formula established by the Municipal Survey Services of the Insurance Services Office (I.S.O) and will apply to commercial and industrial buildings. Bids rejected A report on bids received for the Mobile Office Mobile Office was presented by the City Manager with the recommendation that Council reject all bids and put the Mobile Office out on consignment with $6,500 purchase price guaranteed to the City. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that Council concur in the recommendation. Tree removals The City Manager recommended removal of parkway authorized trees at the following locations: 10701 San Miguel Avenue, 3920 Platt Avenue, 5422 Pelleur Street, 3997 Le Sage Street, 10801 Washington Avenue, 4044 Century Boulevard, 10840 Standard Avenue, 4134 Olanda Street, 2980 Los Flores Boulevard and 11445 Plum Street. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that Council concur in the recommendation.- Sanders Bargain It was moved by Councilman Morris, seconded by Ctr. appl. for Councilman Byork, that application of Sanders secondhand permit Bargain Center for a special permit to conduct app'd a secondhand business at 11034-36 Atlantic Boulevard, be approved. Council discussed the possibility of declaring a moratorium on secondhand businesses. It was moved by Councilman Byork, seconded by Council- man Higgins, and carried, th~.t the City Attorney be directed to prepare an interim urgency ordin- ance prohibiting secondhand stores in C zone. COUNCIL AGENDA Councilman Morris reported on a meeting of Southeast Coun. Morris re Regional Community Action Agency (SERCAA) and CSA SERCAA representatives held in Carson on June 14, 1978, at which notice was given by CSA that the SERCAA program will be defunded, effective September 30, 1978. Councilman Morris recommended that the City Council notify SERCAA, CSA, the point powers and the County Board of Supervisors that the City of Lynwood. intends to withdraw from SERCAA. Mrs. Lee Waranius, member of the committee at large and member of the Board of SERCAA recommended that the City withdraw from SERCA as soon as possible. The Mayor directed that a letter be prepared notify- ing SERCAA, CSA, the point powers and the County Board of Supervisors of the City's intention to withdraw from SERCAA. 4 Mayor Higgins commended Staff, City Manager and City Attorney for preparation of ordinances and commended Council for prompt action on passing the ordinances which were required before July 1, 1978. PUBLIC BUSINESS FROM THE FLOOR Mr. Robert Downs, 3920 Carlin Avenue, addressed the R. Downs -fire Council to inquire about fire service fees. D. Richman - Dave M. Richman, 11106-B Benwell Drive, addressed the Duties of Council to inquire about the ordinance relating to City Treasurer authority to sign city warrants and to discuss City Treasurer functions. The Mayor cited Government Code """~ Section 40602. Recess The Mayor declared a recess at 9:30 p.m. Following the recess, the meeting was reconvened. R. Henning - Robert Henning, 3952 Carlin Avenue, addressed the Traffic & Pk. Council to inquire about cancellation of a Traffic Corrmi. mtg. and Parking Commission meeting and was informed by the Mayor that the letter of May 25, 1978 was rescinded.
