REGULAR MEETING AUGUST 1, 1978
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Roadb on above date
at 7:30 p.m.
Mayor Higgins in the chair.
Councilmen Byork, Green, Morris, Rowe and Higgins answered
the roll call. Also present were City Attorney Murphy and
City Manager Valliere.
It was moved by Councilman Morris, seconded and carried,
that the minutes of the adjourned regular meeting of
July 18, 197 and the regular meeting of July 18, 1978 be
approved as written.

PUBLIC HEARINGS
The Mayor announced that the time had arrived for public
hearing on the formation of Lynwood Landscape Maintenance
District.- The City Manager reported on the Landscape
Maintenance District and informed Council that notice of
public hearing had been posted and also mailed to property
owners. The Landscape Maintenance District will perform
routine tree trimming for all trees in the public right-
of-way, landscape maintenance for parks and public right-
of-way and individual tree trimming and tree removal as
approved by Council. Property owners will be assessed
32~ per lineal foot addressed frontage.

Mr. Joseph Metro, 4297 Lavinia Street, stated that the
formation of a landscape maintenance district should be
placed on the ballot. He also requested more efficiency
from tree trimming crews.
Mr. Bob Mason, 4337 Cortland, inquired if the assessment
will be raised each year. The City Attorney advised that
a public hearing will be held prior to renewal of the

Mr. Ted Young, 9804 Gardendale, Bellflower, inquired
how rental properties will be assessed.
Mr. Bruce Hagedon, 4363 Century Boulevard, asked if gas
tax money could be used to maintain parkways and medians.

hiring tree crews for landscape maintenance.

Mrs. Margaret Sanders, 3353 Seminole Avenue, inquired how
a taxpayer could have an assessment removed from the
assessment roll.
The Deputy City Clerk informed the Council that 13 letters
protesting the formation of a landscape maintenance district
had been received by the City Clerk's office.
Councilman Byork recommended that Mrs. Hennan's request for
tree removal be given priority in view of her longstanding
application.
There being no others wishing to speak, the Mayor declared
the hearing closed.

Public The Mayor announced that the time had arrived for public

Abatement Manager presented his report and informed Council that
notice of public hearing had been posted and also mailed
to affected property owners. The Mayor inquired if there
was anyone present who wishgd to be heard.
Mrs. Ida Honorof, 2901 Los Flores Boulevard, inquired
about the methods and chemicals to be used for weed
abatement.
There being no others wishing to be heard, the Mayor
declared the hearing closed.

Public The Mayor announced that the time had arrived for public
Hearing- hearing on an appeal to a Conditional Use Permit
Appeal to Revocation. The City Manager reported that on June 13,
Cond. Use 1978, the Planning Commission revoked a Conditional Use
Permit Permit to operate a commercial home for state/county
Revocation institutional returnees. He stated the reason for the
revocation was due to the fact that Mr. Menlo, the
appellant, had refused to comply with the original set
of conditions as specified by the Planning Commission;
in 1975.

The. Deputy City Clerk administered the oath for all
those wishing to give testimony before the City Council.
The Mayor inquired if there were any present who wished
to speak in favor of the appeal.
Mr. Val Linton., attorney for Mr. :Sam Menlo, addressed
the Council to state that Mr. I~fenlo is willing to comply
with all conditions the City wished to place on the
establishment and that the discrepancies would be
corrected.
Mrs. Virginia Young, 1236 Ida Home, West Covina,
r~ administrator of Hilton Retirement Center, stated she
plans to move to Downey so that she will be immediately
' available in the event of an emergency.
Rev. Frank. Argelander, 12217 Harris Avenue, Minister of
United Methodist Church of Lynwood, stated there is
a need-for homes such as the Hilton Retirement Center.
The Mayor inquired if there were any present who wished
to speak in opposition to the appeal.
Mrs. Bessie Waite, 111 Sexton Street, South Gate,
related an unpleasant experience her husband had had
while a patient at the Hilton Retirement Center.
Rev. Paul Hackett, 11209 Harris Avenue, Pastor of
Carlin Avenue Foursquare Church, expressed the opinion
that a convalescent home should not be in a residential
area.
Mr. Joel Wormley, 4264 Niland Street, complained that
patients throw litter in his yard and trespass on his
property.
The Mayor inquired if there were any present who

Mrs. Virginia Young stated she is willing to comply
with any restrictions imposed by the City and, if
`necessary, .will move the facility to Lynwood Lodge,
also owned by Mr. Menlo.
There being no others wishing. to speak, the Mayor
declared the hearing closed.

Councilman Rowe left the meeting.
It was moved by Councilman Byork, seconded by
Councilman Morris, that Ordinance No. 1050 be adopted.

Services, was administered the oath for testimony before
the City Council. Chief Johnson identified the property
and described the conditions which in his opinion con-

wished to speak concerning the proposed abatement. As
there was no response, he declared the hearing closed.

Mr. Cleveland Menifee, 3507 Beechwood, stated that he did
not feel that the debris on his property constituted a
nuisance.
Mrs. Lynn Dudendorf, 3508 Beechwood, addressed the Council
in favor of the abatement stating that there are eight
inoperative vehicles and debris at 3507 Beechwood Avenue.
The Mayor inquired if there were any others wishing to
speak. As there was no response, he declared the public
hearing closed.

Coun.Byork Councilman Byork inquired about the status of the Jones
re Jones Annexation and was informed that the matter is awaiting
Annexation approval by Loeal Agency Formation Commission.
Coun.Green Councilman Green requested staff to study the street
re street sweeping schedule with a view to restoration of the
sweeping & weekly schedule . Councilman Green recommended repeal
Ord. 104th of Ordinance No. 108, business occupancy tax.
Mayor Mayor Higgins inquired whether dump sites at Josephine,
Higgins re Clark, Alice and Louise Avenues could be closed down.

Council adjourned to executive session for discussion of
personnel matters. Following the executive session, the
meeting was adjourned.
