REGULAR MEETING SEPTEMBER 19, 1978
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis Road,
on above date at 7:30 p.m,
Mayor Higgins in the chair.
Councilmen Byork, Green, Morris, Rowe and Higgins
answered the roll call.
Also present were City Attorney Murphy and City
Manager Valliere.
It was moved by Councilman Morris, seconded by Council-
man Byork, and carried, that the minutes of the adjourned
regular meeting of September 5, 1978 and the regular
meeting of September 5, 1978 be approved as written.
PUBLIC HEARINGS
The City Manager reported that the nuisance maintained
on property commonly known as 3349 Seminole Avenue
has been abated.
Mrs. Margaret Sanders, 3353 Seminole Avenue, addressed
Council to state that there are cars in the street and
considerable debris in the backyard.
Mr. Douglas Adams, Code Enforcement Officer, stated that
corrections required have been completed and that the
property owner has continued to improve the condition of
the property since initiation of abatement proceedings.
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the matter be held over for 30 days.
Councilman Rowe requested that staff report on the con-
dition of the property at the October 3, 1978 meeting.

It was moved by Councilman Byork, seconded by Councilman Leukemia Soc.
Morris, and carried, that request from Leukemia Society application
of America, Inc. for permission to conduct fund-raising app'd
campaign from October 15 to November 15, 1978 be approved.
It was moved by Councilman Morris, seconded by Council- St.Francis
man Rowe, that .request from St. Francis Medical Center for application
permission to continue with fund raising programs be app'd for
approved for a 6-month period. 6 months

It was moved by Mayor Higgins, seconded by Councilman Byork, U.S.Volleyball
that request from U. S. Volleyball Association for permission app. denied
to solicit funds for Olympic Volleyball Team from October 1,
1978 to September 30, 1979 be denied. .

It was moved by Councilman Green, seconded by Councilman St.Philip
Rowe, and carried, that request from St. Philip Neri Church Neri appl.

23, and 24, 1978 be approved.
It was moved by Councilman Green, seconded by Councilman Exchange Club
Byork, and carried, that request from Exchange Club for per- app. app'd
mission to conduct a White Elephant Sale on October 7, 1978

Ord. 1051 ORDINANCE NO. 1051 entitled : "AN ORDINANCE AMENDING ORI7I-
rezoning NANCE NQ. 570 FOR THE PURPOSE OF ADDING TO AND THE RE-

sented for second reading.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that the ordinance be read by
title only. It was moved by Councilman Green, seconded
by Councilman Morris, that Ordinance No. 1051 be adopted.

Ord. 1052 ORDINANCE NO. 1052 entitled: "AN ORDINANCE OF THE CITY
repealing COUNCIL OF THE CITY OF LYNWOOD REPEALING ORDINANCE NO.
Ord. 104tt 1048. " was presented for second reading.
It was moved by Councilman Byork, seconded by Councilman
Green, end carried, that the ordinance be read by title
only, ~t was moved by Councilman Green, seconded by
Councilman Byork, that Ordinance No. 1052 be adopted.

Absent: None.
Fire Service Fire Service Fee Citizens' Committee was formed to study
Fee Citizens' the application and implementation of Ordinance No. 1039.
Corrmiittee The following members were appointed: Kenneth McJimsey,
nominated by Councilman Byork; Jerry Goldberg, nominated
by Councilman Morris, Richard Waranius, nominated by
Councilman Green; Carmen Coduti, nominated by Councilman
Rowe; and Rev. Champ Singleterry, nominated by Mayor Higgins.
Councilmen Morris .and Byork will serve as ex officio
members; Councilman Green was named as alternate. Chief
Johnson will serve as Secretary. The Committee will sub-
mit findings in a report which will be made public.
FINANCIAL REPORT
Res. 78-104 RESOLUTION NO. 78-104 entitled: "A RESOLU']'ION OF THE CITY
Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE
DEMANDS PRESENTED AND ORDERING WARRANTS DRAWr7 THEREFOR."
was presented with the addition of Warrants 1086 and 1087
issued to Independent Cities and Trans Catalina Airlines,
respectively. It was moved by Councilman Byork, seconded
by Councilman Green, that Resolution No. 78-104 be adopted.

COUNCIL AGENDA
Coun.Morris Councilman Morris commented favorably on completion of
re State portion of State Street Project between Fernwood Avenue
St., Wright and Century Boulevard. Councilman Morris recommended
Rd. & Jos- that the State be asked to clean up the right-of-way at
ephine area Josephine Avenue and Wright Road and that staff look into
the possibility of blocking off the area to eliminate
dumping. He further recommended imposing a fine for
littering the area.
Coun. Green Councilman Green advised that the Board of Supervisors has
Ambul.fees approved an increase in ambulance fees. Councilman Green
will discuss the matter of uncollectible ambulance fees
at the forthcoming meeting of Independent Cities. Rela-
tive to uncollectible ambulance bills, Councilman Morris
suggested that an elected official attend future meetings
of the Board of Supervisors when ambulance-fee increases
are on tY}e agenda.
Councilman Green reported on a request received from Mr. Coup. Green re
~•. Anderson to increase the speed limit on Fernwood Avenue speed limit
and Abbot Road to 35 miles per hour.
Councilmen Rowe expressed concern for the plight of
tenants ~n an 88-apartment complex in Lynwpod who have had
their rer}t increased several times within the past few
months from $90 to $145 per month. Councilman Rowe stated
that singe most of the tenants are on fixed incomes, the
rent increases have created a hardship. He noted that the
landlord will be assessed by the landscape district for
approximately 40G per unit, per month, while realizing a
saving o~ $900 - S1,000 per month.
Councilmen Morris introduced Mr. Sid Smith, who was sworn
in as Housing and Community Development Advisory Board
member.

Thomas Mester, 3552 Beechwood Avenue, addressed the Council T.Mester -

area on his street, stating that it has created a parking parking

Commission for clarification.
Kamille Whiteley, 11530 Virginia Avenue, addressed the K. Whiteley -
Council to inquire about the following matters : what can crime, water
be done about unsafe neighborhoods; increase in water rates; rates, budget

Frank Alexander, 12115 Thorson Avenue, addressed the F.Alexander -
Council to express opposition to fire service fee; to fire serv.fee

recommend strict enforcement of regulations pertaining to
lunch hours and coffee breaks; and to suggest improving
tree trimming procedure.
S. Lott- Steve Lott, 12404 Wright Road, addressed the Council to
rent control inquire about rent control and was advised by Council
that the City does not have a rent control ordinance.
B. Mason- Bob Mason, 4337 Cortland Avenue, addressed the Council to
ambul. bills, discuss the following matters: ambulance bills; handi-
handicapped capped ramps; water rates; tree trimming contract; li-
ramps, water, censing of utilities; closing the City parks; City ears; and
trees, cars concrete work in the City.
D. Richman- Dave Richman, 11106-B Benwell Drive, addressed the Council
weed cuttings to inquire when cuttings from weed abatement would be
picked u~.
R.Waranius- Richard C. Waranius, 12416 Long Beach Boulevard, addressed
decibel meter, the Council to inquire about acquisition of a decibel
mini park meter. He requested that a City-owned vacant lot be con-
verted into a mini park. In response to Mr. Waranius'
inquiry about the number of calls received by the Fire
Department, Chief Johnson advised that 4,000 emergency
responses were answered this year.
Coun. Rowe - Councilman Rowe recommended formation of a Citizens'
Citizens' Comm. Committee which would meet with the City Manager for the
purpose of providing information regarding City business.
Council an Rowe recommended the Committee start with a
Citizen' Day and suggested Saturday as a meeting dad.
W.Cunningha;r~- William Cunningham, 10821 Cornish Avenue, addressed the
City finances Council to state that Lynwood residents are interested
in the financial status of the City.
The meeting was adjourned to Tuesday, September 26, 1978,

above date at 7 p.m.

It was moved by Councilman Byork, seconded by Councilman
Morris, and carried, that Council adjourn to executive
session for discussion of personnel matters. Following
the executive session, the meeting was adjourned.
