REGULAR MEETING 'O'CTOBER' 1~7, 1'9'78
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis Road,
on above date at 7x30 pemo

Councilmen Green, Morris, Rowe and Higgins answered
the roll calla Councilman Byork was absent,
Also present were City Attorney Murphy and City
Manager Valliere.
It was moved by Councilman Green, seconded by Council-
man Morris, and carried, that Councilman Byork's
absence be excused.
It was moved by Councilman Rowe, seconded by Council-
man Morris, and carried, that the minutes of the ad-
journed regular meeting of September 26, 1978, the
adjourned regular meeting of October 3, 1978, the regu-
lar meeting of October 3, 1978 and the adjourned regu-
lar meeting of October 10, 1978 be approved as written.
CITY CLERK'S AGENDA
It was moved by Councilman Morris, seconded by Council- Private patrol
man Green, and carried, that the application of permit for Hub
Andrew T, Williams, Hub City Security, for special City Security
permit to operate private patrol service be approved. app'd
'~ MANAGEMENT STUDIES
The City Manager reported that grants are available
from California Office of Traffic Safety for a
traffic enforcement and education project for school
children and senior citizens and presented RESOLUTION
NO. 78-112 entitled: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD TO SUBMIT AN APPLICATION FOR
FUNDS TO THE OFFICE OF TRAFFIC SAFETY FOR A PEDESTRIAN
EDUCATION AND ENFORCEMENT PROGRAM," It was moved by
Councilman Rowe, seconded by Councilman Morris, and
carried, that Resolution No, 78-112 be adopted,
A report was presented by the City Manager on a special
3.8 million dollar HUD grant received by Southern
California Association of Governments to implement
Areawide Housing Opportunity Plan and presented RESOLU-
TION NO, 78-113 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD TO SUBMIT AN APPLICATION
FOR FUNDS TO THE SOUTHERN CALIFORNIA ASSOCIATION OF
GOVERNMENTS FOR A HOUSING OPPORTUNITY OUTREACH PROGRAM,"
It was moved by Councilman Morris, seconded by Council-
man Green, and carried, that Resolution Noo 78-113 be

Bid call auth. The City Manager requested Council to authorize a call
HCD Target for bids for Housing and Community Development Target

27-76C-112-C1), It was moved by Councilman Morris,
seconded by Councilman Green, and carried, that the
Public Works Department be authorized to advertise for
bids on November 2, 1978 at 10:00 aomo
The City Manager presented agreement with the County
of Los Angeles for cooperative project to upgrade and
modify traffic control signals on Alameda Street under
Uniform Traffic Control Program. The City's
jurisdictional share for the project is 541,700°

Shelter agrt. Bus Shelter Company for a six-month demonstration pro-

pany has agreed to pay the City lOX of advertising
sales. It was moved by Councilman Rowe, seconded by
Councilman Green, and carried, that the Mayor be
authorized to execute the agreement.
Leave of abs. The City Manager reported that Robert Zaiger has

Bid award - A report on bids received for Street Tree Maintenance
Allied Tree (Project 33-184) was presented by the City Manager
Company with the recommendation that the low bid of Allied
Tree Company be acceptedo It was moved by Councilman
Morris, seconded by Councilman Green, and carried that
Council concur in the recommendationo
Payt. of City The City Manager presented a memorandum from the City
Treasurer's Treasurer requesting payment of legal fees in amount of
legal fees $1,094,45 for litigation in connection with the
denied General Municipal Elections In response to the City
Treasurer's inquiry regarding payment of the City
Attorney's fees, the City Attorney advised that all bills
are public records and available for inspection, It
was moved by Councilman Morris, that Mro Richman's
request for payment of legal fees be denied; it was
seconded by Councilman Rowe and carried, on the basis
that it is his understanding that there was no legal
basis for paying Mro Richman's attorney's fees.

The City Attorney reported on Workers' Compensation
litigation and recommended Council approve compromise
settlement for Gerald Trees for an amount not to
exceed $2,OOOo It was moved by Councilman Grey
seconded by Councilman Morris, that Council concur in

promise settlement and release for Firefighter

COUNCIL AGENDA
Mayor Higgins reported that Environmental Impact
~, Report for the Century Freeway was approved by
Secretary of Transportation Brock Adamso The Mayor
commended Councilman Byork for his many years of

Councilman Morris suggested that the Corridor Cities
Committee remain active to insure that. freeway con-
tractors: hire workers from cities in the corridor.
Councilman Green expressed concern about the dump
at Fernw`ood Avenue, between Duncan Avenue and
Wright Road, where International Consolidated
Contractors have dumped debriso Councilman Green
stated that International Consolidated Contractors
claim to have received permission for dumping and
he requested the City Attorney to investigate the
mattero
Councilman Morris recommended that International
Consolidated Contractors be compelled by CALTRANS
to remove the debris,
Councilman Rowe commented that there is an existing
dump on Josephine Avenue, east of Wright Roado The
City Manager stated staff will discuss the situation
with CAhTRANSo He also advised that CALTRANS has
served notice on International Consolidated Con-
tractors to remove the debris from the dump on
Fernwood Avenues

Mrso Cargille Whitely, 11530 Virginia Avettue, addressed
the Council to inquire whether Bus Shelter Agreement
contained a safety clause and was advised that it has
such a glause, She requested that Management Studies
use full names of governmental agencies rather than
abbreviationso Mrse Whitely inquired whether budget

Councilman Rowe stated that he was in favor of a semi-
annual budget reviewo
C. White],y - Mrs. Whitely requested and received a copy of the
traffic warrant register. She described a traffic hazard in
hazard Compton and was referred to Lto Lanier for trans-
mitta'1 to California Highway Patrol. The Mayor stated
that California Highway Patrol is the County agency
responsibly.
J. Morton - Mra Jim Morton, Manager of the Chamber of Commerce,
request for addressed the Council to request funding of the
funding of Christmas parade in amount of $6,185, It was moved

Councilman Morris inquired why Council was not approached
earlier inasmuck~ as plans for the parade were made

Rev. James Edner addressed the Council to recommend
that the expenditure be authorized.
Councilman Rowe ,suggested that the Chamber might con-
sider a Christmas Party in Bateman Hall rather than
the annual parade.
The City Manager stated that funding of the parade
would b~ from the general fund, payable in three
installments,
Mr. Wil~.iam Kolitz stated that the Chamber did not
approach the Council earlier because of Proposition 13.
He urged Council to make a prompt decision to insure
full participation.

Councilman Morris requested that in the future the
City be notified promptly of requests for funding
to allow Council sufficient time for consideration.
In response to the City Treasurer's request to make
an oral report, the Mayor recommended that Council
be given copies of the report for study prior to
the Tre~st~rer's report.
B. Curlee - Mr. Bob Curlee, 3955 Platt Avenue, addressed the
`17~affic Safety Council to express opposition to Traffic Safety
appl., Bus Program application. In response to Mr. Curlee's
Shelter Agrt., inquiry riegarding Bus Shelter Agreement, the City
Allied Tree Manager advised the shelters will be installed on
Co. Agrt., a trial basis at no cost to the City. Mr. Curlee
water bill asked about the term of the contract with Allied
Tree Company and was advised that it will terminate
on June 3A, 19790 Mr. Curlee discussed charges on
his water bill, stating he received no prior notice
of increases or new charges,
~Coun. Rowe req. Councilrtlan Rowe recommended that water bills give
a detailed breakdown of all charges.

The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7:00 p.m.
Mayor Higgins in the chair.
Councilmen Green, Morris, Rowe, and Higgins answered
the roll call. Councilman Byork was absent.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Green, seconded by Council-
man Morris and carried, that Councilman Byork's absence
be excused.
Council adjourned to executive session for discussion
of litigation matters.
Following the executive session, the meeting was
adjourned.
