The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above

Apprv. appl. Regional Criminal Justice Planning Board is accepting
for Lynwood applications for burglary impact projects wk~ich are to
Burglary be funded •under Omnibus Crime Control and Safety Streets
Impact Projo Act of 19680 Mro Irwin Seliger, Grants Coordinator, dis-
cussed proposed °4Lynwood Burglary Impact Project" and
stated the project will organize new black clubs, con-
duct security inspections of homes anc~ businesses and in-
stall a limited number of free securi~y devices in
homes of senior citizens and the handi~cappedo The budget
of approximately X90,000 will require a City match of
$~,500~ Mro Seliger explained that tie City's match
will be amortized by use of an Indirect Cost Rate of
1309 which has been established far all grant programso

The Acting City Manager reported that Western Gear Corpo-
ration his petitioned the City to vacate Santa Fe Avenue
southerly of Imperial Highway and north of Lynwood Road.
The propgsed vacation has been approved by the Planning

A report on proposal submitted by Williamson, Morris and
Associated for refurbishment of Lynwood City Park Rest-
rooms was presented by the Acting City Managero Mro
Donald Snavely, Director of Recreation and Parks, dis-
cussed the project and advised the total estimate is
$31,0680 The City has previously been approved for
funding udder So B. 174 and is eligible to receive an
allocation of $23,301e It was moved by Councilman Morris,
seconded ~y Councilman Green, that the proposal be
approveda

The Acting City Manager reported that County Counsel has
recommended that monies received by cities for unsecured
property tax and retirement tax be impounded pending the
outcome of litigationo Upon recommendation of the City
Attorney, it was moved by Councilman Byork, seconded by
Councilman Green, that special reserve accounts entitled
(1) '°Unsecured Property Taxes, '° and (2) "Retirement Taxes"
be est~:blished and that staff be directed insofar as
possible not to expend monies from the accounts pending
decision on suits before the court

ADJOURNED REGULAR_MEETING NOVEMBER 21, 1978
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on above
date at 7 p.m.
Mayor Higgins in the chair.
Councilmen Byork, Green, Morris, Rowe and Higgins answered
the roll call.
Also present were City Attorney Murphy and .Acting City
Manacrer Johnson.
The agenda for the regular meeting of November 21, 1978
at 7:30 p.m. was discussed. The Mayor recommended that Council
hold an adjourned regular meeting on November 28, 1978, for
review of amended budget.
The meeting was adjourned.
