Present:
City Council - Wanda Doyle, Jan Fox, Bill Garbett
City Attorney Edward Hughes, City Manager Diane Schleicher, Chief Bryson TIPD,
Captain Moseley TIPD, Chief Sasser TIFD, Joe Wilson DPW.
Greenline Architecture- Robert Poticny, Monica Mastrianni
Approval of 2-23-2013 Minutes - Unanimous
New Business:
1 - Review Correctional Services Agreement between Southeastern Corrections
LLC and the City of Tybee:
Edward Hughes - I have reviewed the Draft contract between Southeastern
Correction and the City. For information Judge Sheers son-in-law works for the
Company so he will not be signing the contract arrangements are in place for
an alternate signer. I would recommend for a motion to be made to proceed
with the contract to be written and sent to council to review and adopt, any
minor changes could be made before signing the original contract.
Bill Garbett- What is the cost?
Chief Bryson -The cost of probation fees is paid for by the person on probation.
Bill Garbett- Recommendation to approve contract and send to Council
Jan Fox- 2nd

Old Business:
1- Public Safety Building:
A- Discuss projected cost for construction of the project:
1- List items to be discussed:
a- Construction Cost:
Wanda Doyle - $ 2.8 Million - $ 3.2 Million Dollars
b- Demolition of both buildings:
City Manger- We have this cost on file
c -Design - Engineering Cost:
City Manger- We have this cost on file
d- Relocation and Upgrade of the city pumps cost:
City Manger- We have this cost on file
e - Furnishings and equipment cost:
Robert Poticny- Some of the current furnishings can be used and I suggest
shopping around, IT Upgrades you can review with you It Department.
Chief Bryson - Will do an inventory of the furnishing to see what can be used in
the new facility
Joe - Wilson - Recheck TOPO data for accuracy
Greenline will provide a job spreadsheet to the City Manager
f- Contingency Cost:
Robert Poticny-This is the cost associated with work order changes and other
items not in the original plan.
B. Review proposed design/engineering contract:
Edward Hughes -The contract is in order but does require some revisions
General Discussion of the contract, Review of section 1 -A3 page 2, Scope of
Work, change in scope of work could cost more in engineering fees.
Jan Fox- I would like to join Greenline when they visit Richmond Hill and Bluffton.
Wanda Doyle - Motion for authorization for Mayor and Clerk to accept
contract?
Councilman Barry Brown (Audience) - I would like to review the contract and
then have a special called Council Meeting for acceptance.
Jan Fox- We should have in place a project timeline
Wanda Doyle -Time Schedule? How Long?
Robert Poticny- An idea for the preliminary design in 1 or 2 weeks, with a
possible bid on the project in September or October
Wanda Doyle - We are in the process of a review so let's send it to Council at
the next meeting.
Councilmember Barry Brown - Will Greenline pick the Contractor?
Robert Poticny- No we will assist if needed
C. Discuss Alternative Bidding Options:
1- Pre- Qualified Contractors Model:
Monica Mastrianni- Use Pre- Qualified Bidders
2- Construction Management Risk at Risk Model:
Monica Mastrianni -This method is like an Open Book, You can see who the sub-
contractors are, and you can see the cost estimates as the building progresses.
Jan Fox- I have reviewed the Construction Management at Risk Model, We can
review our sub-contractors - this is a better method we should not have a
problem.
City Attorney Edward Hughes - We do not have a Project Manager on board, a
Construction Manger with a price would be ideal
Monica Mastrianni - I have a template for requesting the bids, you could select
3 or 4 then interview
Jan Fox- I recommend Construction Management at Risk Model to City Council
for discussion.
D. Discuss potential schedule of public involvement including the site plan
review by Planning Commission and City Council:

2 - Review cost of used Conex trailer for Firefighting Exercised - FY 13 Budget
Chief Sasser- I would like the Fire Department in the FY 2013 budget to purchase
a Mobile Trainee Portable Fire Training Unit.
A Conex trailer is not designed to be used as a fire training unit with live fires.
The Mobile Trainee unit would be used to keep the volunteers trained since we
do not have a lot of major fires, a trailer will allow us to change inside walls to
create different mazes, certify firefighters and keep moral up. The cost is
approximately $86, 000.00.
Wanda Doyle - Where would you locate it?
Chief Sasser- We can move it to different locations.
Wanda Doyle - Contact other Municipalities to see if they would be interested in
using it and present it at the upcoming budget meetings.
