REGULAR MEETING FEBRUARY .6., . 19 7 9 The City Council of the City of Lynwood met in a regu- lar session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. ~, Mayor Higgins in the chair. Councilmen Byork, Green, Morris, Rowe and Higgins ~ answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Byork, seconded by Council- man Morris, and carried, that the minutes of January 16, 1979 be approved as written. PROCLAMATIONS It was moved by Cogncilman Byork, seconded by Council- Proclamation man Morris, and carried, that the week of February 5 - 9, "Student 1979 be proclaimed "STUDENT GOVERNMENT WEEK. " Gov't Week" It was moved by Councii,~ia~, B~or;t, seconded by Council- man Morris, and carried, that February 23 - 24, 1979 be proclaimed "FEATHERDAY"o CITY CLERK'S AGENDA Proclamation "Featherday" It was moved by Councilman Byork, seconded by Council- Greater Long man Rowe, and carried, that request from Greater Long Beach Girl Beach Girl Scout Council for permission to conduct - Scout sales i annual cookie sale from February 16 - 26, 1979 and a d annual calendar sale from November 16 - December 31, pp 1979 be approved. It was moved by Cogncilman Byork, seconded by Council- Muscular man Morris, and carried, that request from Muscular Dystrophy Dystrophy Association for permission to conduct fund-raising annual fund-raising from January 1 - December 31, 1979 app'd be approved. The City Manager reported that body Zone and fender establishments have created problems in C-3 and M Zones because of storage and outdoor painting. Absent: Noneo MANAGEMENT STUDIES Bid call The City Manager repotted that specifications for Land- authorized scape and Sprinkler System on Long Beach Boulevard re Lind- (Imperial Highway to Century Boulevard) Gas Tax Project scape/ No. 6-150-781, have been completed and recommended Sprinkler Council authorize bid call for the project. System. i ~1 Mr. Don Snavely, Director of Parks and Recreation, described the proposed design for the median. Act II man Byork, and carried, that Affirmative Action Plan II approved be approved. Item 3, Section VIII, on the agenda was postponed. RESOLUTION N0. 79-6 entitled: "A RESOLUTION OF THE Res. 7~-6 CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING TEST Wollack & Assoc. SERVICES AND SECURITY AGREEMENT WITH WOLLACK & Test Service ASSOCIATES, A PSYCHOLOGICAL CORPORATION." was pre- sented. It was moved by Councilman Morris, seconded by Councilman Green, and carried, that Council adopt Resolution 79-6 and authorize execution of agreement. The City Manager reported that the Personnel Board has Person'1 Bd recommended (1) that three hourly positions for Meter Reader, Bookkeeper and. Typist be authorized; recoir~nendations and (2) that job title changes for twelve (12) hourly classifications be approved. It was moved by Council- man Green, seconded by Councilman Byork, and carried, that Council authorize the 3 new hourly positions and approve job title changes. RESOLUTION N0. 79-7 entitled: "A RESOLUTION OF THE Res. 7~-7 CITY COUNCIL OF THE CITY OF LYNWOOD OF LOS ANGELES Cr~,m~,naJ. Just~.ce `'""" COUNTY TO REAFFIRM ITS RECOGNITION OF THE LOS ANGELES REGIONAL CRIMINAL JUSTICE PLANNING BOARD AS THE COUNTY REGIONAL CRIMINAL JUSTICE PLANNING AND COORDINATING BODY FOR CRIMINAL JUSTICE." was presented by the City Manager. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that Resolution No. 7g-7 be adopted. Mr. Keith .Johnson, Director of Public Safety and ~luisance Community Services, reported that the nuisance at abatements 3349 Seminole Avenue has been abated and recommended removal from nuisance abatement rolls. Chief Johnson reported that the nuisance at 4220. Shirley Avenue remains unabated. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that-staff be directed to abate nuisance at 4220 Shirley Avenue. FINANCIAL REPORT RESOLUTION N0. 79-8 entitled: "A RESOLUTION OF THE CITY Res. 79.-8 COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING Remands THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Byork, seconded by Councilman Green, that Resolution No. 79-8 be adopted. Roll Call: Ayes: Councilmen Byork, Green, Morris, Rowe and Higgins. Noes: None. Absent: None. a,,sy E COUNCIL AGENDA Coun.Byork Councilman Byork advised that city, state and federal I-105 Fwy officials will meet in Bateman Hall on Febrary g, Meeting 1979 to discuss the I-105 Freeway. Mayor Higgins noted Congressman Glenn Anderson is Chair- man, and Congressman Rousselot is Vice Chairman of the delegation. The Mayor stated the first project for the City will be relocation of the Willard dump. Coun.Morris Councilman Morris commended Community Affairs Com- comnends CAC missioners for an excellent report on Anti-Litter Conference held at Newport Beach on January 29, 1979. Mayor Higgins Mayor Higgins commended the Recreation Department and commends re Hosler Junior High School teachers for Student Govern- Stud't Gov't ment Day Program on February 6, 1979. Day A recess was called at 8:15 p.m. Following the recess, Recess the meeting was reconvened. PUBLIC BUSINESS FROM THE FLOOR M.Sanders Mrs. Margaret Sanders, 3353 Seminole Avenue, thanked re nuts. Council for nuisance abatement at 3348 Seminole. abatem't L.Lundgren Mrs. Lena Lundgren, 3342 Seminole Avenue, addressed re dog the Council to describe instances of maltreatment of problem a neighbor's dog and to request Council intervention. The Mayor referred the matter to the Code Enforcement Officer for investigation. R.Evans re Mr. Robert Evans, 10952 Sampson Avenue, addressed the new fees Council to request better communication between publicized Council and the community. He recommended that infor- mation on new fees be publicized. C.Whitely Mrs. Camille Whitely, 11530 Virginia Avenue, addressed re fees, Council to inquire about sewer charge; trash fee; type median, of tree to be planted on Long Beach Boulevard median; 'pkg ord. enforcement of overnight parking ordinance. She recommended consideration of a juvenile diversion pro- gram. Mrs. Whitely asked how citizens might assist Council in achieving objectives. The Mayor stated that a recent meeting of the Bureau of Census, attended by Councilman Morris and himself, it w$a proposed that the census be taken by a federally- fuadod agency. The Mayor objects to the propose]. on the grounds that local residents should be employed to take the census. The meeting was adjourned to executive session for dis- cussion of personnel matters.
