Councilmen Byork, Green, Morris, Rowe and Higgins -~ answered the roll call. Also present were City Attorney Murphy and City Man~.- ger Valliere. It was moved by Councilman Morris, seconded by Council- man Byork and carried that minutes of adjourned regular meeting of February 20, 1979 and regular meeting of February 20, 19`79 be approved as written. PROCLAMATIONS Lynwood Lions It was moved by Councilman Byork, seconded by Counc~.l~ Lynwood Lions Week, 3/11 man Morris, and carried that the week of March 11 - 17, Week, 3/11 to 3/17/79 1979 be proclaimed "Lynwood Lions Weekfl" to 3/17!79 CITX CLERKS AGENDA "Hope Sunday" It was moved by Councilman Green, seconded by Council "Hope Sunday" drive app'd man Byork, and carried, that request from City of Hope drive app'd for permission to conduct house-to-house solicitation on "Hope Sunday," June 10, 1979 be approved. Item 2, Section VII of agenda was deleted. Lyn-Gate Org. Council discussed reapplication of Lyn~Gate Organs- Lyn-Gate C Proj . app!. zing Project for California Association of Tenants for Proj . app! denied an exempt business license and permission to solicit denied funds, Councilman Morris noted that there is no infor¢ mation in documents submitted to indicate that Lyn-Gate Organizing Project for California Association of Tenants has received tax exempt status or that it is a corporate entity. Linda Francois, 3829 Century Boulevard, Coordinator of Lyn®Gate Organizing Project for California Association of Tenants, stated that 'the organization has non profit status through Laurel Springs Educational Center, Santa Barbarao The City Attorney stated that the objectives of Lyn~Gate Organizing Project far Califorpia Association of Tenants are substantially different from Laurel Springs Educational Center ob,~ec~- tives and that the City requires documentation that the Lyn-Gate Organizing Project is a bonafide religious, educational or charitable organization. MANAGEMENT STUDIES Street tree The City Manager presented a status report on street tree Street maint. program maintenance program not~.ng that a total of 2,853 trees tree rept, have been trimmed and 63 street trees have been removed. maint. Total cost to date for the program is $53,359 and projected prop. cost for planting 125 trees and responding to future re- rept quests will be $14,141. Clafficiation The City Manager reported on recommendations of the Per- Classi Plan changes sonnel Board that the positions of Accounting Supervisor and Plan app'd Associate Planner be added to Classification Plan and that change the position of Accounting Technician II be removed from app'd the Classification Plan. It was moved by Councilman Morris, seconded by Councilman Rowe, and carried, that Council approve position changes in the Classification Plan. Cost of Living The City Manager recommended that pursuant to Supreme Cost o increase app'd Court decision on SB154, Council honor existing contracts Living between the City and the Lynwood City Employees Associa- increase Lion and California Teamsters Public, Professional, and app'd Medical Employees Union, Local 911, by approving a cost of living increase of 6.4~ based on Los Angeles-Long Beach Index. Mayor Higgins The Mayor reported on a meeting held at the Hal`1 of Admini~ rept. on mtg.stration on March ~, 1979, attended by Vice President with Vice Walter Mondale, Secretary of Health Education and Welfare, Pres. Joseph Califano, Presidential Assistant, Jack Watson. The Mayor stated that he was pleased to learn during a question and answer session with Vice President Mondale that the President is working on the problem of excessive paperwork. Councilmen Byork, Green, Morris, Rowe and Higgins ..~ answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. Judg.LeaY~y The Mayor introduced the Honorable John H. Leahy, Discussion of Judge of Compton Municipal Court. Judge Leahy de- Small Claims scribed a new program for Small Claims Court which will Court Program increase ,jurisdiction fob small claims from $750 to $1500. The program is designed to stimulate use of Small Claims Court by individuals not trained in the law. Compton Judicial District will participate in the experimental program for one year, April 1, 1979 to March 31, 1980. Tt is expected that Small Claims Court will hold Tuesday night or Saturday sessions. Judge Leahy explained that his purpose in addressing Councils in various cities is to make Councils aware of the program and. to help the Courts become aware of whatever problems of law enforcement the cities face. He recommended that whenever Council directs a particu- lar enforcement to the Sheriff, a carbon copy be sent to the Court. Judge Leahy introduced Court Clerk Reggie Cobb. Mr. ~••.. Cobb noted that the City of Lynwood receives between $39,000 to $43,000 a month in revenue from traffic violations. Mr. Cobb commended Lynwood SheriffPs Department for handling 1,800 misdemeanor and 200 felony filings per month. Council thanked Judge Leahy for his address.
