Councilmen Byork, Green, Morris, Rowe and Higgins answered the roll call. Also present were City Attorney Murphy and City Mana~~.~~~ Valliere. It was moved by Councilman Byork, seconded by Counc~l- man Morris, anc~ carried, that the minutes of the adx journed regular meeting of March 6, 1979., and regu~ lar meeting of March 6, 1979 be approved as written. COUNCIL REORGANIZATION E.L.Morris The City Clerk requested nominations for the off ice of elected Mayor. Councilman Green nominated Councilman Byork. Mayor Councilman Higgins nominated Councilman Morris. Nomina- tions were declared closed. The following votes were cast for the office of Mayor. Councilman Byork.: Councilman Byork; Councilman Green: Councilman Byork; Councilman Morris: Councilman Morris; Council man Rowe: Councilman Morris; Mayor Higgins: Council® man Morris. It was moved by Councilman Rowe, seconded by Councilman Green, and carried, that the nomination be unanimous. Eugene Green Mayor Morris asked for nominations for the office of` Mayor Pro Mayor Pro Tempore. Councilman Byork nominated Council- Tempore man Green. Councilman Green nominated Councilman Byork. Councilman Byork declined the nomination. As there were no further nominations, it was moved by Councilman Byork, seconded by Councilman Morris, and carried, that nominations be closed and the City Clerk directed to cast an unanimous ballot for Councilman Green for the office of Mayor Pro Tempore. The Mayor recommended that appointments to committees and organisations be held over until the next regular° meeting. PRESENTATIQN Wales Deputy Art Brown, Lynwood Sheriffgs Stati;:~n, presented Plaque Council with a plaque from Brecon City Council, Wales. PROCLAMATION Proclamat9n The Mayor read a proclamation designating the week ARCO JESSE. of March 2~ ~ ~1, 1979, as "ARCO JESSE OWNS GAMES OWENS GAMES WEEK . The Mayor commented on the problem of maintaining the parks and urged all citizens to assist the City in its effort to elimin~.te graffiti and vandalism. CITY CLERKS AGENDA It was moved by Councilman Byork, and seconded by Lynwood Exchg. Councilman Green, and carried, that request from Ex= White Sale appGd. change Club for permission to hold White Elephant Sale on April 7, 1979, in Home Bank parking lot be approved. It was moved by Councilman Higgins, and seconded by St. Fmyd.ius Councilman Rowe, and carried, that application from festival appado St. Emydius Church for permission 'to conduct a festi~ val on May 5 6, 1979 be approved. MANAGEMENT STUDIES The City Manager reported that Murdock Construction Company has appl~.ed for a waiver of provisions of Government Code, Section 66424.2, for construction of five dwellings on existing substandard lots. It was moved by councilman Green, seconded by Council man Rowe, and carried, that Council approve waiver of provisions of Government Code, Section 66424.2. An Ordinance entitled: ~'AN ORDINANCE OF THE CITY COCJNCIL OF THE CTTY OF LYNWOOD FINDING AND DETERMINTNG THAI' THE PROVISIONS 0~' GOVERNMENT CODE, SECTION 66424.2 WILL NOT BE A~PL~CABLE TO CERTAIN SUBDIVISION OF LAND. was presented by title only for first reading. Mayor• The Mayor referred to news telecast of March 20, lq'( Morris re regarding incidents of vandalism in Lynwood and vandalism stated that the information was erroneous in that the incident location is in Los Angeles. He recommPnrled that conz sideration be given to posting suns on the west "bo~n6 dart' advising motoriists that they are leaving Lynwood. ! ~ r!~ Councilman Rowe discussed a question raised at a pre- vious meeting regarding the propriety of one individual holding two administrative positions. Councilman. Rowe stated that appointment was made pursuant to Housing and Community Develpp~nent Advisory Board recommendation~;that the HCDA Program is under the control of the City and that the employee receives no fringe benefits. Councilman Rowe explained further that Lynwood Services Corporation is a separate entity ~ ~ over which the City has no authority and that the administrator of the program is paid $12,000 with no fringe benefit. Councilman Rowe stated that~it would be difficult to find a qualified administrator for the LSC Program at a salary of $12,000 per year. Councilman Rowe stated he sees no confliea in`the present arrangement. Councilman Rowe. recommended that upon expiration of franchise with Standard Oil the rates be reviewed. The Mayor requested the City Manager to prepare a report. It was moved by Councilman Green, seconded by Coun- cilman Higgins, and carried, that the resignation of Robert Henning from Traffic and Parking Commission be accepted.. PUBLIC BUSINESS FROM THE FLOOR Ida~Honorof, 2JQ1 Los Flores Boulevard, requested Council permission to play a tape of a news telecast of March 20, 1879 regarding vandalism on Imperial Highway. She related an incident in which she was in- volved. Mrs. Honorof requested Council to consider erecting a billboard on Imperial Highway at the approach of Alameda Boulevard warning motorists to keep their windows closed. Coun. Carol Rivera addressed Council to state that she is concerned. about incidents of vandalism on Imperial Highway. Myrna Morales, 2901 Los Flores Boulevard, addressed. Council to ask what could be done about loud stereo music in the area of Los Flores Boulevard and Bellinger Avenue. The Mayor referred the problem of noise abatement in the City to 'the City Manager and Sheriff's Department. William Cunningham, 10821 Cornish Avenue, requested Sheriff's Department to cooperate with the Administra- Live Board of the Methodist Church in an attempt to eliminate vandalism on church property. Mr. Cunning- ham also related an incident involving Mrs. Cunning ham and a mental patient. He requested Council to do something about the problem of mental patients in the streets.
